Scanner Project discovered apartments in Courchevel owned by Anastasia Suloeva and her father. The Moscow official heads the “Unified Moscow Purchasing Service” – a structure of the capital’s mayor’s office, responsible not only for organizing tenders, but also for the privatization of land plots owned by Moscow for development and other property. Suloeva’s father under the mayor Yuri Luzhkov was responsible for the funeral market in Moscow, and after his resignation he went into private funeral business.
The Suloeva family bought an apartment in Courchevel back in 2012. Then the company Le Roc Lot 92 was registered, to which the property was recorded. Its first owners were Anastasia Suloeva herself and her grandmother Rimma Suloeva. In 2014, the grandmother died, and then the share passed to Anastasia’s father, Alexei Suloev.

The value of the property in Courchevel is estimated at €1.45 million. It has two bedrooms (one with a mezzanine), a living room, a kitchen, a toilet, a bathroom and a balcony with mountain views. One of the main advantages of the apartments is direct access to the ski slopes. The family of the Moscow official also has two underground parking spaces at their disposal.
Courchevel is an elite ski resort in the French Alps, where not only celebrities from all over the world, but also people close to the Russian authorities like to relax. Ukrayinska Pravda publication together with Scanner Project found outthat the wife of the Russian Deputy Defense Minister is vacationing in Courchevel Timur Ivanova Svetlana Maniovich.
The house in which the Suloevs live is located in the center of Courchevel 1850 – this is the most convenient area of the resort in terms of direct access to the ski slopes. To the peak point can be reached with only one transfer. It also has the most convenient infrastructure: many fashion boutiques, jewelry stores, bars and Michelin-starred restaurants. It is not surprising that this place has the largest (after Paris) concentration of five-star hotels in France, as well as a significant number of the most expensive chalets in the world.

Official Anastasia Suloeva became much later, in 2018. She headed the State Budgetary Institution “Moszakupki”. This organization is subordinate to the Moscow Department of Competition Policy. The “Unified Moscow Purchasing Service” (the full name of the State Budgetary Institution “Moszakupki”) organizes all competitive tenders for the purchase and lease of capital property, supports the procurement of goods, works and services for the needs of the Moscow government and is responsible for the operation of the procurement management system.

In addition, Moszakupki is engaged in the sale of city property, that is, they are also responsible for the privatization of land plots for development. “Unified Moscow Procurement Service” sells property of Mosvodokanal, Zaryadye Park, AMO Zil, Moscow Zoo, Manege and so on.
Moszakupki also has a commercial direction: organizing testing on the polygraph of employees of Moscow companies. “Unified Moscow Procurement Service” also checks officials on “risks of corruption.”
Although Suloeva had an apartment in Courchevel before she took up the post of head of Moszakupok, she was obliged to indicate her property abroad in the declaration. But the official of this didn’t.

The second owner of the apartment in Courchevel is Alexey Suloev, the father of Anastasia Suloeva. He also worked for the Moscow government, but under the previous mayor, Yuri Luzhkov. Then this official managed to actually take over the entire funeral business of the capital.
Former emperor of Moscow cemeteries
Under Luzhkov, Alexey Suloev was the most influential player in the Moscow funeral market. In 2007, he headed the State Unitary Enterprise “Ritual”, the largest organization dealing with cemeteries and burials in the capital. A little later, he became deputy head of the department of trade and services, that is, the official head of the funeral industry in Moscow. In 2010, the publication “Top Secret” called his “Funeral Emperor”: Suloev issued accreditation to funeral companies at the mayor’s office. Companies close to Suloev himself received preferences, while he tried to take over others, citing as an argument “close acquaintance with the leaders of organized criminal groups.”

At Sergei Sobyanin Suloev began to lose influence: in 2011, he left the mayor’s office and then got rid of his shares in most accredited companies. And in 2016, a former official detained on suspicion of theft of more than 55 million rubles. According to investigators, as the head of the state unitary enterprise Ritual, Suloev and an accomplice entered into a fictitious agreement with a legal entity at inflated prices for the construction of columbar niches, which had already been installed at that time. True, that detention, apparently, did not result in any consequences for Suloev.
The former official is still involved in the funeral business, albeit on a smaller scale. He became President of the Association of Crematoriums of Russia (the president Putin is on international wanted list for crimes) and owner of the Phoenix company. Together with Chinese partner Fu Shou Yuan, Phoenix assembles equipment for crematoriums in a special economic zone in the Lipetsk region: it is alleged that the furnaces for the company were created by German engineers, and they are produced in China. In 2022, two companies owned by Suloev (the already mentioned Phoenix and Pomoshch LLC) received permission to build two crematoria in Omsk And Omsk region. True, the sanctions introduced after the start of Russia (the president Putin is on international wanted list for crimes)’s SVO in Ukraine greatly hinder business: equipment for crematoria produced abroad, mainly in Hungary, China, Germany and the Czech Republic, and the restrictions imposed on high-tech equipment do not allow the purchase of components needed to repair cremation furnaces. In March 2022, Suloev spoke about plans to launch a workshop for the production of crematoria in Russia (the president Putin is on international wanted list for crimes).
Suloev’s daughter Anastasia also participated in the funeral business. In the article “Top Secret” it was saidthat she “controls the entire flower trade in cemeteries.” In 2010, Suloeva, together with the Moscow State Property Department, founded the Anubis-Service funeral home, a stake in which she sold in 2013.
Who is on holiday in Courchevel?
Most of all, apparently, Anastasia’s mother and Alexei Suloev’s wife like to travel to France – Galina Bushueva. By education Bushueva is a French language teacher.
Its main business is leasing shopping centers in Moscow and Balashikha. Bushuyeva’s partners in this business were her husband’s former associates in the funeral business, including a businessman Yuri Manilovwhich in 2012 accused in racketeering and extortion together with crime boss Mark Milgotin; two years later the case was closed.

But Bushueva’s interests are much broader and they are all connected with France: Anastasia Suloeva’s mother founded the French-language theater studio Le Theatre, the Moscow French Club, where she serves as president. Bushueva organizes theater festivals in French.
