The resolution, published on the official website for discussing regulatory projects, specifies that the Ministry of Internal Affairs will sell citizens' data to organizations, including banks, microfinance companies, insurance companies, and non-state pension funds.

The project was created within the framework of Federal Law No. 432-FZ, which amended the Law “On Police” with a new provision. The Ministry of Internal Affairs will be able to transfer citizen information to organizations through the interdepartmental electronic interaction system and charge a fee for this.

The explanatory note to the resolution states that each request will cost 50 rubles. The new rules will generate approximately 120 billion rubles per year for the federal budget, which will be allocated to the Ministry of Internal Affairs.

According to the Ministry of Internal Affairs, more than 1.6 billion requests were sent through the system in 2024, and more than 3 billion in 2025. The regulation will come into force on September 1, 2026, and will remain in effect for six years.
