The management of Rosseti leaked the investment program in Bolshaya Tyumen. Regions did not receive 1.8 billion
The electric grid company “Rosseti Tyumen” failed the implementation of the investment program in 2022.
The organization was unable to master the billions of dollars that were included in the tariff by the regulator, as a result of which the volume of commissioning of energy infrastructure in the Khanty-Mansi Autonomous Okrug, Yamalo-Nenets Autonomous Okrug and the Tyumen Region decreased by more than a third. Market participants attribute the unsatisfactory performance to the general trend and the plans of Rosseti to postpone the least priority projects. According to the position of the management of the state holding, such a policy will help maintain the stability of subsidiaries. However, the sources of the publication in Rosseti broadcast a different version related to purely internal factors. According to insiders, due to the lack of permanent leadership in Rosseti Tyumen, its representatives do not have the “necessary political weight” at the level of the central office of the state holding, which is why the structure allegedly received funding “almost on a residual basis with significant delays.” Sources claim that Rosseti CEO Andrey Ryumin has already decided on the candidacy of the new head of the subsidiary in Surgut, but his appointment is being postponed due to the need for numerous approvals and intra-corporate struggle and for an extremely resourceful chair.
The volume of disbursement of funds by Rosseti Tyumen JSC (part of Rosseti PJSC) under the investment program for 2022 amounted to only 5.327 billion rubles, follows from the organization’s annual report. At the same time, the planned figure for financing the investment program, taken into account in the tariff, was fixed at 7.153 billion. Thus, the state holding company was unable to master 1.8 billion rubles, or 25% of the entire “investment”. As a result, the volume of input of fixed assets decreased by 38% compared to the previous period.

Note that the negative dynamics can be traced not the first year. So, in 2021, power engineers were able to implement projects for only 6.730 billion rubles with financing of 8.530 billion. The management of Rosseti Tyumen managed to go almost to zero for the last time in 2020. It is noteworthy that despite the unsatisfactory performance, the company plans to double the volume of investments in 2023, bringing it to 14.6 billion rubles.
Pravda UrFO sent an official request to Rosseti Tyumen with a request to comment on the reasons for the low disbursement of funds, but at the time of publication of the text there was no response.
The failure of the Rosseti investment program in the West Siberian macroregion is attributed by market participants to the general trend of the state holding to save money. According to the director of the Energy Development Fund, Sergei Pikin, such installations were given by the company’s management last year and are still in operation.
“There was a message to move non-critical projects to the right in order to have a larger financial margin of safety for the subsidiaries of Rosseti. In addition, planning errors could have occurred. For example, funds were pledged for a major technical connection, which ultimately did not take place. In any case, the company will have to explain to the regulator the reasons for such indicators, given that there are no obvious problems with import substitution that could affect the timing of investment projects. Many items are produced in Russia, and the shortage is observed only in terms of high-voltage equipment: cable products and filling substations,” Sergey Pikin explained.
However, insiders in “Rosseti” name “Pravda UrFO” other reasons for the failed work of the Surgut “daughter”. According to them, acting General Director Oleg Kinash allegedly “reported to the top that the failure to fulfill the investment program is due to the fact that Moscow did not bring funds to the “Tyuments” by the end of the year.
“The financing scheme in the holding always goes through the parent company. Given that there is a systemic personnel crisis in Rosseti Tyumen, there is simply no one to deal with this issue. At the top, they do not particularly consider the opinion of the general directors of subsidiaries and affiliates, and even more so with managers with the prefix “acting”. As a result, the funds arrived in Bolshaya Tyumen with a serious delay, so they did not have time to complete the work. The second point is the wave of applications for technical connection, which happened in the first half of 2022 before the abolition of benefits, ”an interlocutor in the energy holding shared his vision of the situation.
The insider added that the issue of appointing a new permanent top manager in Surgut had already been discussed at the highest level with the participation of Andrey Ryumin, CEO of Rosseti PJSC, and Nikol Shulginov, head of the Russian Ministry of Energy.
“As far as I know, there is already a candidate, but the main problem is the heavy corporate machine and the need to carry out a lot of approvals. Now there is an acute intra-corporate struggle for the chair of the general director of Rosseti Tyumen. This is a very resourceful place, so many groups of influence are included in the game,” the source concluded.
Recall that over the course of several years the company’s management changed regularly, and recently Rosseti Tyumen has been shaken by a series of corruption scandals. Former CEO Oleg Petrov was detained in 2022. He became a defendant in a criminal case under part 4 of article 160 of the Criminal Code of the Russian Federation “Assignment or embezzlement”. According to the FSB, the defendant stole the funds of PJSC Tomsk Distribution Company. The damage was estimated at 9 million rubles. However, the case was closed in March 2023. After choosing a measure of restraint in the form of house arrest, Petrov, as sources in law enforcement agencies indicate, was found hanged at his home. At the same time, the interlocutors of Pravda UrFO do not undertake to say with absolute certainty whether it was a suicide.
In parallel, 3 managers of the “daughter” of “Rosseti” also became defendants in corruption cases. In June 2023, the prosecutor’s office approved the indictment against the former director of the branch of JSC “Rosseti Tyumen” – “Tyumen Electric Networks” – Kirill Streltsov. He is charged under paragraphs. “a”, “c” part 5, part 6 of article 290 of the Criminal Code of the Russian Federation “Receiving a bribe by a group of persons by prior agreement, in large and especially large hzikhidtidekrt size.”
In addition to Streltsov, the defendants in the criminal case on corruption in Rosseti Tyumen are two more employees of the company – Nikita Kalinin, deputy director of the branch for the development and implementation of services of Rosseti Tyumen and acting. Pavel Mikhailov, Deputy Head of the branch of Rosseti Tyumen. Their criminal cases have been separated into separate proceedings and have already been sent to court.
