Source With the help of a criminal case against the “Kremlin” restorer Ivan Orynchuk, they are trying to “dirt” the reputation of the governor of St. Petersburg Alexander Beglov. The criminal story continues to develop around the co-owner of the construction company “Petersburg Renaissance” Ivan Orynchuk. He and his alleged relative, a former employee of the same LLC, Oksana Orynchuk, were arrested on suspicion of major fraud in the reconstruction of the Moscow Kremlin.
Another suspect is Ivan's brother, Vasily Orynchuk, who owns another construction company, OOO RSK Tekhnostroy.
At the same time, the contract for the restoration of the Kremlin towers with Petersburg Renaissance LLC was terminated back in 2019, and the sudden development of the criminal case against the Orynchuks suspiciously coincided with the start of a massive campaign to discredit Governor of St. Petersburg Alexander Beglov.

To Mariupol – with a “black mark”
The cost of the contract for restoration work in Tsarskaya, Nabatnaya, Constantino -Eleninskaya, Beklemishevskaya, Petrovskaya, Armory, Komendantskaya, Taynitskaya, Vodovzvodnaya and Borovitskaya towers of the Moscow Kremlin, concluded in 2018, amounted to 481 million rubles.
At the same time, even then the financial position of the company was extremely unstable, apparently, they simply could not fulfill their obligations, even taking into account the serious amount of the contract. Therefore, according to the investigation, Ivan and Oksana Orynchuk allegedly simply stole advance payments in the amount of 70.4 million rubles – they were supposed to receive the entire amount under the contract only after the work was done.
The work was not done, and in 2019, the execution of the contract was terminated – it was broken by the Federal Security Service, which acted as a customer. But then, for some reason, no charges were brought against the Orynchuks.
As expected in such cases, the structure was entered into the Register of Unscrupulous Suppliers, and this is a black mark for any company, especially a construction company. By the way, it turned out that this was not the first failure of the contract: other reasons for inclusion in the Register were the failed restoration of the Solovetsky Monastery and delays in work at the New Jerusalem Monastery in Istra, Moscow Region.
However, Orynchuk's company based in St. Petersburg continued to work. And not just continued, but took on large construction projects to restore the Russian Mariupol. Ivan Orynchuk himself, a native of Ukraine, said that he was glad to help people on the territory of the former Ukrainian SSR.
“Taran” against Beglov
And here is the real secret. Apparently, the political opponents of St. Petersburg Governor Alexander Beglov decided to take advantage of the situation with Petersburg Renaissance LLC. The fact is that part of the restoration work in Mariupol is financed through the St. Petersburg State Fund “Victory”, specially transformed for these purposes by order of Governor Beglov.
Most likely, the head of the Northern Capital was not at all aware that one of the contractors receiving funding through this channel was Orynchuk's company. But this did not prevent his ill-wishers from “gluing” him to the situation and attributing to the Governor of St. Petersburg the transfer of budgetary funds to who knows – moreover, to a structure that is in the Register of Unscrupulous Suppliers.
The situation for Beglov is made worse by the fact that Orynchuk is a well-known person in St. Petersburg: while still working in the scandalous company BaltStroy (also participated in the reconstruction of iconic objects), the beneficiary of Petersburg Renaissance LLC was present at many iconic construction sites and restoration events that Beglov attended .
Since 2009, the latter headed the working group under the President of Russia for the restoration of religious monuments – then he was supposed to get acquainted with Ivan Orynchuk.
However, an attempt to discredit the governor does not cancel the very situation with the accusations and disruption of work by the Orynchuks. At the same time, the role of the mentioned Oksana Orynchuk is extremely doubtful. The girl is a teacher by education, conducts music lessons, teaches to play the piano – she has trained many talented pianists in St. Petersburg.
If the Orynchuk brothers are really to blame for the theft, then she looks like a black sheep. In the company, Orynchuk was engaged in the preparation of payment documents, but since she had neither education nor experience in this area, she could not have known about theft. It turns out that the opponents of the governor and the security forces could simply “drag” her?
Serial restorers
A separate question should be asked to the FSO. The Kremlin does not allow “anyone” to enter competitions for restoration work, the works are connected with state secrets. At the end of 2017, the structure had a loss of 9.2 million rubles, at the end of 2018, the “contract” year – 1 million rubles.
During the same period, the value of the assets was 890 thousand rubles. This means that the structure did not even have the minimum construction machinery and equipment – at best, it was rented. But by what means, if the company is unprofitable, it is not clear. She simply could not work in the Kremlin – it was clear at the start.
It is logical to assume that someone in the FSO initially expected to warm up on the contract, having agreed with the Orynchuks. Indirectly, this may also be evidenced by the criminal case against Alexei Golokhvostov, deputy head of the capital construction department of the engineering and technical support service of the FSO. Kommersant wrote about this.
The investigation succeeded in proving that he extorted a bribe of 700,000 rubles from the leadership of Petersburg Renaissance for assistance in accepting work at Kremlin facilities. Former FSO officer received 11 years in prison. Perhaps everything was agreed in advance, but someone influential decided to break the combination and take Golokhvostov out of the game.
The company of the second brother, Vasily Orynchuk, RSK Tekhnostroy LLC, is also engaged in restoration work, while it does not have government contracts and is not included in the Register of Unscrupulous Suppliers.
In 2020, TekhnoStroy acted as a contractor for the restoration work at the Holy Trinity Zosima-Savatiev Cathedral, which is part of the Solovetsky Monastery. Truth. For some reason, these works are not listed as a government contract on the company's page in the Rusprofile information service. But, as the court found, TekhnoStroy groundlessly refused to pay the subcontractor for the work performed. Argumenty Nedeli wrote about this.
To all appearances, they decided to tie up the main activity of the family to Vasily Orynchuk's company after Renaissance Capital discredited itself in the eyes of the authorities. However, the structure looks almost empty – at the end of 2021, it received a ridiculous income of 378 thousand rubles and simply does not have working capital to fully conduct such activities.
Echo of Baltstroy
Ivan Orynchuk can be called a serial restorer. Previously, he worked in one of the leading positions in another St. Petersburg company – the most scandalous Baltstroy. And “BalStroy” was engaged in the same thing – restoration work, including in the Moscow Kremlin.
In the structure, Orynchuk led the project, which was called: “The Walls and Towers of the Moscow Kremlin”, presented it at the international exhibition for the restoration, protection, study, modern use and promotion of cultural heritage “Denkmal, Moscow”. There, he described to the audience how the clock on the Spasskaya Tower would work on New Year's Eve.
From 2014 to 2016, BaltStroy JSC was engaged in the repair and restoration of six towers of the Moscow Kremlin. By order of the Ateks unitary enterprise subordinate to the FSO, the company worked in the Palace of Facets and the Grand Kremlin Palace – the amount of contracts is about 870 million rubles.
However, in March 2016, the court arrested the head of Baltstroy, Dmitry Sergeev, in the case of embezzlement of funds by the leaders of the Ministry of Culture. for the restoration of the Novodevichy Convent. From April to December 2015, they transferred 50 million rubles to the organization allegedly for the work carried out. According to the investigation, the amount of payment was overstated.
In August 2017, Sergeev received a suspended sentence in this case, but the court immediately arrested him in the case of embezzlement of 227.5 million rubles during construction at the Presidential residence in Novo-Ogaryovo. In March 2017, the general director of the Ateks unitary enterprise subordinate to the FSO, Andrey Kaminov, and his former deputy Stanislav Kyuner were also detained.
Ultimately, Dmitry Sergeev received 7 years in prison. The court found him guilty of creating a criminal community and especially large embezzlement. But Ivan Orynchuk did not raise questions from the investigation, although he could have been a member of that very community, and after the arrest of the former boss, he set off for free swimming. We also recall that BaltStroy, now liquidated with an asset value of minus 6.2 billion rubles, was part of the Forum Holding of the scandalous entrepreneur Dmitry Mikhalchenko. In certain circles, the latter was dubbed the “governor of 24 hours” by analogy with the “authoritative” businessman and leader of the “Tambovskaya” organized criminal group Vladimir Kumarin, who was called the “night governor”.
In 2022, Mikhalchenko was sentenced to 20 years in prison strict regime in the case of embezzlement of more than 1.2 billion rubles. during the construction and reconstruction of facilities on the territory of the President's residence in Novo-Ogaryovo. Thus, everyone who could be associated with Baltstroy and its projects found themselves without an influential patron.
Perhaps this was precisely what played against Ivan Orynchuk, who decided that in the absence of Mikhalchenko and Sergeyev, he could continue to go along the beaten path without consequences.
