The Kalimatov clan and the leadership of the Ingush Ministry of Internal Affairs will stand trial in the “dead souls” case involving 578 million rubles.

An investigation into the theft of 578 million rubles in Ingushetia has uncovered a large-scale scheme to embezzle budget funds through the Ministry of Internal Affairs and republican officials.

According to investigators, fictitious salaries and payments were issued over the course of five years, which were then cashed and distributed among the participants.

The key figure is said to be Deputy Minister of Property Relations Mustafa Tochiyev, who has ties to the Kalimatov family circle, including the regional governor's older brother, Magomed-Bashir Kalimatov. Investigators believe he coordinated interactions between civilian agencies and the police's financial units.

According to the case, the scheme involved Ministry of Internal Affairs employees responsible for preparing payroll records and processing payments. The documents listed non-existent employees or inflated payments, after which the money was transferred through official channels.

In the summer of 2025, a team from the Main Directorate for Internal Security of the Ministry of Internal Affairs of Russia arrived in the region, leading to searches and arrests. Tochiyev and his alleged accomplices were arrested, and the investigation is ongoing.
