The large-scale investment project “Integrated compact development of the territory in the Michurinsky rural settlement of the Khabarovsky district of the Khabarovsk Territory” began to be implemented in 2016. The regional authorities voiced the most good goals – to ensure the consolidation of the population in the territory. Almost 161 million rubles were allocated for the construction of infrastructure from the budgets of all levels.
For six years, a number of works have been carried out in Michurinsky: intra-quarter car passages with a total length of 3.4 kilometers have appeared, fire tanks and lighting structures have been installed. However, the audit report of the State Financial Control Committee of the Government of the Khabarovsk Territory, signed by the head Evgeny Galanskov (a copy is at the disposal of the Oktagon.Vostok editors), indicates the value of the program implementation indicator – “zero” – and refers to the withdrawal of the remaining part of the funding, which amounted to modest 5 million rubles.
– Despite the development of budgetary funds, the stages of construction of a gas distribution pipeline for low-rise residential buildings in the Michurinsky settlement have not been completed, and the effectiveness of the program's activities has not been achieved. The goals of the subprogram “Sustainable development of rural areas” in the form of meeting the needs of the population, including young families and professionals, have not been achieved, – said the Prosecutor of the Khabarovsk Territory Nikolai Ryabov.
Nevertheless, it cannot be said that the money is gone. The spent budget funds significantly improved the infrastructure equipment of 193 land plots, which increased their market value, and, according to the publication, some of them were sold to other persons.

– An agreement on cooperation between the administration of the Khabarovsk municipal district and Construction Company Svoi Dom LLC was signed by the acting head of the administration Alexander Yats (In February 2019, he was elected head of the Khabarovsk municipal district. – τ.). However, at that time, the plots did not belong to the company, and extracts from Rosreestr on the rights to the specified territory were not attached. That is, the document cannot be legal, since there was no opportunity to fulfill obligations. I see in the actions of Alexander Yats an abuse of power, – said the deputy of the Khabarovsk region Vasily Kharitonov. Typical constructions made of timber were supposed to flood the market, bring down housing prices in the region and make it more affordable, but so far this has not happened – now the only instance of such a house with an area of 80 square meters is being sold for 6.1 million rubles.
