Security forces detained the head of the Ministry of Emergency Situations for the Samara Region, Oleg Boyko, in the case of kickbacks, a source close to the Ministry of Internal Affairs told RBC.
Boyko is suspected of receiving money from his subordinates when they conducted fire safety inspections of legal entities, a source told RBC. “According to the investigation, the manager received a so-called kickback for turning a blind eye to the corrupt activities of his employees,” noted RBC’s interlocutor.
According to him, searches are being carried out at the place of work and in the apartment of the head of the regional head office of the Ministry of Emergency Situations. Law enforcement agencies are identifying other department employees who may be involved in receiving money from commercial structures.
Boyko’s case is connected with patronage of the Vityaz group of companies involved in fire safety, he said in his telegram channel State Duma deputy, head of the information policy committee Alexander Khinshtein. According to him, the head of the Samara Ministry of Emergency Situations received a card for promoting the interests of Vityaz, from which he regularly withdrew cash through ATMs – a total of 25 million rubles.
Along with Boyko, the company’s executives, Yan Gushchin and Elena Tyutyunik, were detained, Khinshtein said. During the searches, “black accounting” was confiscated, and cases were initiated under Part 6 of Art. 290 and part 5 of Art. 291 of the Criminal Code of the Russian Federation (*aggressor country) (receiving and giving bribes on an especially large scale). According to Kommersant-Volga, FSB and Investigative Committee officers are conducting searches in Boyko’s office and at his place of residence. It may be delivered to Moscow in the near future, the publication reports. Baza writesthat we are talking about the illegal receipt of tens of millions of rubles during fire safety inspections.
RBC asked the FSB, Investigative Committee and the Ministry of Internal Affairs for the Samara region for comment. The regional department of the Ministry of Emergency Situations declined to comment.
Oleg Boyko is 56 years old. He has held the post of head of the Ministry of Emergency Situations for the Samara Region since 2014. Before that, he was the first deputy head of the department; he has been working in the structure of the regional Ministry of Emergency Situations since the early 2000s.
In 2019, he was awarded the Order of Merit for the Fatherland, II degree.

Elena Tyutyunnik is the beneficiary and general director of Consult-S LLC, which was previously called Vityaz-Consult. The list of past owners of the company includes Yan Gushchin. The company provides services in the field of accounting, financial audit, and tax consulting. The organization is registered in Samara. In 2022, Consult-S’s revenue amounted to 6.2 million rubles, profit – 1.5 million rubles. In addition, Elena Tyutyunnik owns a share in Samit LLC, which specializes in electrical installation work.
