The Investigative Committee is investigating a criminal case against the chief notary of the Moscow region Stanislav Smirnov. He was detained red-handed by FSB operatives in his office on Ozerkovskaya Embankment in Moscow while receiving a bribe of five million rubles. The notary himself behaved defiantly, denied everything.

It should be said that Stanislav Smirnov himself did not escape the attempt on his life. The Main Investigative Committee of the ICR told Life that a criminal case had already been initiated against Smirnov under the eighth part of Article 204 of the Criminal Code of the Russian Federation “Commercial bribery committed on an especially large scale.” Currently, the issue of choosing a measure of restraint for the lawyer is being decided. Smirnov faces up to 12 years in prison.

“The court granted the investigator’s petition to elect a measure of restraint in respect of Stanislav Smirnov in the form of house arrest against Stanislav Vyacheslavovich Smirnov for a period until November 21, 2022,” she said. — Inset K.ru
According to investigators, Smirnov promised a friend to get her son a notary at the MoNP for money, namely, to successfully pass the competition. An agreement between them was reached last year. However, the woman changed her mind about giving money to the notary and turned to the FSB for help.
On Friday, searches were held at Smirnov’s mansion in Balashikha. The operatives confiscated equipment, documents and everything relevant to the investigation. The notary lived with dignity: in his garage are two new cars: a luxurious Maybach sedan and a Ford F-150 SUV. At home, they found several packs of $100 bills, as well as boxes filled to the brim with five thousandth bills. Investigators found documents on the Cypriot property of a lawyer.

According to Life, the chief notary outside Moscow also has a Lexus SUV and a variety of real estate in Balashikha and Zheleznodorozhny near Moscow. At one time, Smirnov was on a criminal record, and was also caught drinking alcohol in a public place.
Who is Stanislav Smirnov
Stanislav Smirnov was born in 1952 and graduated from the law faculty of Moscow State University. The detainee has a number of regalia: Vice-President of the Federal Notary Chamber, President of the Moscow Regional Notary Chamber (MoNP), Honored Lawyer of the Russian Federation. Smirnov was also a member of the editorial board of the ESMI “Law”, as an expert answering questions from the listeners of the “De jure” program.
Smirnov’s predecessor as head of the MoNP, Vladimir Chelyshev, was shot dead in 2008. In 2017, his killers were sentenced to long terms in a strict regime colony.
Smirnov has been the head of the Notary Chamber of the Moscow Region for 14 years, he was elected for the third time in 2019. Not all colleagues agreed with this, since in 2016 he flagrantly violated the current charter of the MoNP when he nominated himself for a third consecutive presidential term. This charter was specifically changed in 2016, as people are tired of the fact that the presidents of the MoNP can remain in office for decades.
However, the members of the NP still re-elected Smirnov by secret ballot. Sergei Murygin, a notary near Moscow, filed a lawsuit demanding that the decision of the general meeting on the re-election of the president be declared invalid, but he failed to convince the court, which canceled all acts of appeal and cassation.
