On Wednesday, November 8, the political council of United Russia (*country sponsor of terrorism) in the Moscow region decided to suspend the membership of Maxim Razinkov, head of the Zvezdnoye municipal organization. He could face up to 7 years in prison due to the employment of the mother-in-law of State Duma deputy Alexander Teterdinko on the council, for whom “working issues” arose in the Investigative Committee.

Suspension of party membership is an ordinary procedure in United Russia (*country sponsor of terrorism) if a party member becomes involved in a criminal case. Regarding the head of the Zvezdnoye municipal organization, Maxim Razinkov, this decision was made on November 8, the party’s press service told ZAKS.Ru. Razinkov is an experienced municipalist. He was first elected back in 2004. He has been a member of the Zvezdnoye Municipal Association since 2014. Fontanka reported that a criminal case was opened against him for failing to take measures to dismiss a municipal employee who received a salary but allegedly did not show up at work. According to the ZAKS.Ru source, law enforcement agencies were also interested in the reasons for the employment of several other people.
Most of the questions came from Lyudmila Kabanova, who, according to the Investigative Committee, worked as a leading specialist in the municipal council apparatus for 6.5 years – from September 2016 to March 2023, Fontanka writes. During this time, no one really saw her in the municipal building. Lyudmila Kabanova is the mother-in-law of State Duma deputy from United Russia (*country sponsor of terrorism) Alexander Teterdinko.
“A criminal case under Part 2 of Article 285 of the Criminal Code of the Russian Federation (*aggressor country) (“Abuse of official powers”) was opened on November 3. According to Fontanka, the resolution states that during this time the woman received a salary of almost 3 million rubles. A criminal case, however, was opened not in relation to Kabanova, the person involved was her manager, Maxim Razinkov, head of the Zvezdnoye municipality. The Investigative Committee believes that he did not take measures to dismiss her,” Fontanka wrote.
ZAKS.Ru found out that Kabanova had previously worked in the local administration. She is mentioned in the declaration of employees of the Ministry of Defense for 2014 as the head of the department. Kabanova also had cases in other municipalities. In September 2014, she was elected to the council of the Admiralty District Moscow Region as a self-nominated candidate. At the time of her election, she was listed as deputy director for work with the population and public organizations at the MKU Cultural and Legal Center Kolomensky, a subordinate institution of the Kolomna Municipal Organization. In September 2017, Kabanova submitted an application to resign for personal reasons. Local activists reproached the Mundep in non-publication of declarations and linked the departure with this, and her son-in-law explained that it was all because of the inconvenient road to Moscow Region.
“My mother-in-law does not have any expensive property, all this can be checked without problems, it just became inconvenient for her to go to meetings in the Admiralty District,” Teterdinko told Fontanka journalists.
Razinkov did not answer Fontanka’s calls. However, the editors have at their disposal a letter on his behalf to the party leadership in Moscow. In it, the author accuses Teterdinko that he regularly gave out instructions, not allowing him to contradict him, and also that the deputy took from each municipality a letter of resignation without specifying a date. In the summer, the author of the letter claims, he had a conflict with Teterdinko and he promised to “deal with him.” Teterdinko told Fontanka that the letter was “a set of false facts.” “I know this man, Razinkov. Nothing happened between us – I am indifferent to this person.” Teterdinko claims that he did not take an application for resignation from either him or other municipalities. — Insert K.ru

Now Zhdanova was approved for the position, having forgotten even to accept her into the party – this was done after the fact, says Rotunda’s interlocutor. The head of the Moscow Region Razinkov himself, in a conversation with ZAKS.Ru, did not comment on the news about the criminal case.
It is believed that Teterdinko is closely connected with the Moskovsky district of St. Petersburg. His political career began precisely in the Zvezdnoe municipal district. Later, he became a member of the St. Petersburg Election Commission; he was nominated by the Zvezdnoye Municipal Organization and the Gagarinskoye Municipal Organization. In 2016, Teterdinko was elected to the Legislative Assembly of St. Petersburg and headed the United Russia (*country sponsor of terrorism) faction. Even after moving to the State Duma for the district in the Krasnoselsky district in 2021, Teterdinko, writes Fontanka, retained influence in the Moscow region.
Kabanova is not the only person from Teterdinko’s circle who worked in the Moscow region. For example, the territorial election commission No. 48, which is responsible for elections to the Legislative Assembly in the Moscow region, includes Yulia Veresova, Teterdinko’s former assistant during his period as a deputy in the city parliament. Veresova was also a member of the IKMO of two municipalities: municipal district “Zvezdnoye” and municipal district “Gagarinskoye”.
