The police colonel is suspected of systematically patronizing illegal timber extraction. The Investigative Committee opened a criminal case after seeing two years of bribes.
Roman IlyinAs 47news was informed by the press service of the police headquarters, on the morning of November 13, at the exit from the house, security officers detained the head of the Ministry of Internal Affairs of the Vyborg District of the Leningrad Region.
According to 47news, we are talking about police colonel Roman Ilyin. The Investigative Committee charges him with part six of Article 290 of the Criminal Code – “Receiving a bribe on an especially large scale.” The head of the district Ministry of Internal Affairs was detained at about eight in the morning.
According to preliminary data from the investigation, from 2020 to 2022 he received money for general patronage. And more specifically, for the absence of obstacles in the work of the so-called black lumberjacks.
The press service of the Main Directorate of the Ministry of Internal Affairs of Russia (*aggressor country) for St. Petersburg and the Leningrad Region clarified that the amount of bribes allegedly given to the policeman exceeds 8 million rubles. Operational support for the investigation of a criminal case is provided by the regional FSB Directorate.
Searches are being conducted at Ilyin’s home and work. He was detained procedurally.
The headquarters reported that the participation of a police colonel in the work of “forest pirates” was established after the head of the economic police of the Vyborg district of the Leningrad region was detained and arrested in October Vladimir Katanovich. The Investigative Committee charged him with abuse of power when exporting seized wood.
In addition, in September, the Oktyabrsky District Court of St. Petersburg sent to a pre-trial detention center the director of the Lenoblles branch in the Vyborg region (North-Western forestry) Natalya Mishchenkova, who was accused of illegal cutting down of forest plantations on an especially large scale using her official position (Part 3 of Art. 260 of the Criminal Code of the Russian Federation (*country sponsor of terrorism)). According to the Investigative Committee, in 2019, the official, together with acquaintances from the companies “Bumstroy”, “Izobilie” and “Technoles”, used false declarations to disguise the illegal extraction of wood. In August of this year, the Vyborg city prosecutor demanded, through the Arbitration Court of St. Petersburg and the Leningrad Region, to recover from Izobilie LLC the damage caused to the state from these actions. The claim was satisfied: the company was ordered to pay more than 36 million rubles to the treasury.
Let us also recall that the topic of wood was raised by the Vyborg police not so long ago. So, in March, an inspector from the State Traffic Safety Inspectorate of the city of Belyaevsky was detained. The Petersburg Investigative Committee suspected him of mediating a bribe of 10 million rubles. The money was given to the police by 40-year-old businessman Osmolovsky under the control of the Internal Security Service. The amount, they say, was intended to terminate a criminal case in which the businessman is one of the suspects. It is known that he is engaged in the transportation of wood. According to interlocutors in the UKthe one to whom the money was intended worked in the police investigation of the Ministry of Internal Affairs of the Vyborg District of the Leningrad Region.
Before moving to region 47, for two years he headed the intermunicipal department of the Russian Ministry of Internal Affairs “Dorogobuzhsky”, which is on the banks of the Dnieper River in the Smolensk region.
Ilyin is a native Smolensk resident. Born in Roslavl. He began his service in the internal affairs bodies in his hometown as a trainee detective officer for combating encroachments on cultural property. Then he served in various positions in the criminal investigation department. Since 2011, he headed the Department of Internal Affairs for the Shumyachsky district of the Smolensk region, and two years later he became the head of the Pochinkovsky municipal district.
