The general director of Bashkiravtodor was charged with theft of 91 million rubles. on imaginary transportation

The intrigue of the last two days was finally revealed – searches at JSC Bashkiravtodor and the arrest of its general director Ildar Yulanov culminated in the filing of official charges. He and two managers of the transport company Qiwi were accused of particularly large-scale fraud. The trio, according to investigators, stole money allocated from the budget for road construction in the amount of more than 91 million rubles. While the issue of choosing a preventive measure is being decided, we have collected everything that is known about the accused up to this point.

Ildar Yulanov himself has held the post of director of Bashkiravtodor since 2020, before which he was the vice-mayor of Ufa for transport issues. According to the official biography, he studied at the Eastern Economic and Legal Academy for the Humanities as an economist, and in 2010–2018 he worked as an individual entrepreneur in Moscow, where he developed the “Lord” taxi service.

According to the Kontur.Focus service, in the early to mid-1990s, Yulanov did business in areas far from the road sector: for example, he had shares in the companies Asia Hall, which operated a restaurant on Mendeleeva, 217a, and Plodoovoshch for rent real estate in Ufa and the “Market” for trading products in Sterlitamak.

As we managed to find out with the help of the database of the Russian Union of Automobile Insurers (RUA), the director of Bashkiravtodor is the owner of a Land Rover Range Rover with a “beautiful” license plate B555BB02, an elite crossover Porsche Macan with the Moscow region in the license plate. Previously, he owned UAZ-Hunter, Hyundai Santa Fe, and Ford Mondeo cars.

According to investigators, in 2021, Bashkiravtodor entered into an agreement with the Kiwi company for the transportation of inert and road construction materials during the construction of the Birsk-Tastuba-Satka highway in the Karaidelsky district. Yulanov entered into a conspiracy with the contractor’s managers to produce fake invoices for allegedly rendered transportation services, and then paid for them with budget money. Thus, the accomplices received more than 91 million rubles, which they disposed of at their own discretion, the investigation believes.

The Investigative Committee names the director of Qiwi and his deputy as Yulanov’s accomplices. As UFA1.RU learned, we are talking about Irek Sharipov and Rishat Sammatov, respectively. The first, according to the Kontur.Focus service, is registered as an individual entrepreneur in the village of Nizhneyarkeyevo, Ilishevsky district, and is engaged in vehicle maintenance and repair.

In addition, he is the director and founder of the Bashkirdobycha company; he previously owned a share in the 8 March trading company. In the Kiwi company, which owns the trademarks of the Ufa automobile fleet Kiwi Group, he was listed as a founder and director until October 27, 2023, then the company was transferred to Yunys Farrakhov, for whom this is the first business project.

Sharipov’s full namesake, according to the Central Election Commission of Bashkortostan, nominated himself as a candidate for the Kurultai in 2013, the Dyurtyulinsky district council in 2014, and the Isametovsky village council of the Ilishevsky district. He did not win any of the elections, but from the biographical information about him on the commission’s website we know that the candidate was born on April 23, 1979, at that time he lived in Verkhneyyarkeyevo and served as deputy general director of the Nizhneyyarkeyevo production and trading base “Vulcan” (its legal entity was liquidated in 2021, as follows from Kontur.Focus). Sharipov has a higher education.

It is also known that in January 2023 he was the president of the Belt Wrestling Federation of Bashkiria; in 2020 he was even awarded a Certificate of Honor from the Ministry of Sports for his “significant contribution to the development of physical culture and sports in the republic.” Using the RSA database, we found a Mercedes-Benz G-Class with three sevens in the license plate and information about already invalid MTPL policies for several cheaper cars, probably used in the fleet.

Less is known about Rishat Sammatov, whom investigators call Sharipov’s deputy in the management of Qiwi. His social media profile states that he was born on September 21, 1992, and photographs appear to show his alleged wife and child. It is worth noting the entrepreneur’s passion for expensive Harley Davidson cars and motorcycles – they can be seen in several photos on his page – a Land Rover Range Rover with three sevens in the license plate, flashed in one of the photographs, belonged to his namesake, follows from RSA (in the database it , however, was registered as a Toyota Corolla).

The Mercedes-Benz G-Class and M-Class are registered to the same woman – both have three sevens in their license plates. Sammatov himself, as in the case of his boss, had several significantly cheaper cars registered to him. As for other details of his biography, in 2020 the Ufa mayor’s office called its director “Kiwi Group” and talked about the campaign with free transportation by a doctor from home to work, in which this company took part.

Let us note that, according to the Investigative Committee of Bashkiria, during searches money and valuables worth more than 4.5 million rubles, two Mercedes-Benz G63 AMG cars and 14 watches of expensive brands were seized from Yulanov, Sharipov and Sammatov. Now detectives continue to study the details of the economic activities of Bashkiravtodor for the purpose of “committing similar crimes.”
