Former Vice Mayor of Voronezh for Urban Development Vladimir Levtsev sentenced to 2 years of imprisonment conditionally in the case of misappropriation of more than 1.5 million rubles. The verdict was handed down on Monday, July 18, the RIA Voronezh correspondent was told in the press service of the Central District Court.
Criminal case under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (appropriation of entrusted property on an especially large scale) in relation to Vladimir Levtsev initiated in September 2020. The investigation and the court established that from the spring of 2016 to the autumn of 2017, the head embezzled funds belonging to the Oblkommunservice headed by him at that time. Vladimir Levtsev issued the amount with cash receipts against the advance report for household expenses and did not return the money on time.
The article under which 48-year-old Vladimir Levtsev was convicted provides for up to 10 years in prison. During the investigation, he fully compensated for the damage caused by the crime. In addition to a suspended sentence, the ex-vice mayor was deprived of the right to hold positions in state and municipal institutions and enterprises related to organizational, administrative and economic functions for 2.5 years.

During the meeting, the prosecutor announced a list of materials that are in the criminal case. Among them, there are a number of agreements under which Mr. Levtsev borrowed money from the company and undertook to return it by a certain date, as well as a certificate from the accounting system that in September 2020 the defendant’s debt to the State Unitary Enterprise on loans amounted to 3.8 million rubles, according to accountable amounts – 1.5 million rubles. Apparently, the former official took loans from the enterprise to build a house.
Vladimir Levtsev headed the “Oblkommunservis” in 2015-2017. He was appointed to the post of vice-mayor for urban planning in May 2019. Mr. Levtsev left this post after initiating a criminal case in October last year. Currently working as an engineer in a private company. — Inset K.ru

He was also deprived of the right to hold leadership positions in state and municipal institutions. In September 2018, through the mediation of subordinates, the manager illegally received money for signing documents on the acceptance of work on the reconstruction of water intake facilities in the Ostrogozhsk villages of Korotoyak and Pokrovka. Georgy Dyatlov left the post of director of Oblkommunservis in June 2020, and in September he was detained by law enforcement officers.
