On Monday, July 11, the Ruzaevsky District Court of the Republic of Mordovia sentenced three former high-ranking officials of Penza and the region – Valery Savin, Irina Shirshina and Tatyana Titkova.
According to the press service of the Investigative Committee of the Investigative Committee of Russia for the Penza Region, the evidence collected by the Department for Investigation of Particularly Important Cases of the Investigation Department of the Investigative Committee of Russia for the Penza Region was recognized by the court as sufficient for a decision by the Ruzaevsky District Court of Mordovia.
The ex-vice-governor of the Penza region Valery Savin was found guilty under Part 3 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by a group of persons by prior agreement, using their official position, on a large scale), ex-deputy mayor Irina Shirshina and former head of the Department of Urban Planning and Architecture of the Penza City Administration Tatyana Titkova under part 3 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by a group of persons by prior agreement, using their official position, on a large scale) and Part 3 of Art. 30 and part 4 of Art. 159 of the Criminal Code of the Russian Federation (attempted fraud committed by a group of persons by prior agreement, using their official position, on an especially large scale).
Recall that for the first time about investigative actions against Savin appeared in February 2017. In November, the former head of the region, Ivan Belozertsev, announced on his Twitter that Vice Governor Valery Savin no longer held the position of Vice Governor. According to investigators, Vice Mayor Irina Shirshina, as well as an employee of the Penza mayor’s office, Tatyana Titkova, helped the former vice-governor of the Penza region Valery Savin illegally register the right to a plot adjacent to the lands of the Iskra-1 horticultural non-profit partnership (SNT) in Penza and located in municipal property, thereby committing fraud.
In 2019 Savina acquitted by courts of two instances – district and regional. On February 18, 2020, he returned to the government of the Penza region to the post of deputy chairman.
In 2021, he became Vice-Rector of Penza State University for Public Relations, which he holds to this day.
In 2020, a case involving regional and city officials was sent to the Ruzaevsky District Court of the Republic of Mordovia. Two years later, the judges delivered their verdict.
The investigation and the court found that the vice-governor of the Penza region Valery Savin, actually occupying a land plot in a horticultural non-profit partnership with an area of 844 sq / m and realizing that he had no legal rights to receive it free of charge, illegally registered the ownership right to it.
Irina Shirshina, deputy head of the Penza city administration, and Tatiana Titkova, head of the decision-making department for registration of rights to land plots of the Urban Planning and Architecture Department of the Penza city administration, assisted him in committing fraud.
As a result of their joint illegal actions, the acting administration of the city of Penza, unaware of the criminal intent, signed a resolution on the granting of a land plot to Savin free of charge.
In June 2016, Savin formalized the ownership of this property, thereby causing property damage to the municipality “City of Penza” in the amount of 460 thousand rubles.
Besides, according to the Penza SU of the RF ICduring the investigation, another episode of illegal acts by Irina Shirshina and Tatyana Titkova was established.
Thus, in the period from May to July 2016, the Deputy Head of the Penza City Administration, Irina Shirshina, and the Head of the Department of Urban Planning and Architecture, the Penza City Administration, Tatyana Titkova, acting by a group of persons by prior agreement, organized the preparation of the necessary package of documents and the signing of a resolution on gratuitous provision to a new acquirer (to a relative of one of the employees of the administration of the city of Penza) of a land plot of 1043 sq / m in the SNT of the city of Penza, worth more than 1.5 million rubles, in the absence of legal grounds.
They did not complete their criminal intent aimed at the illegal gratuitous acquisition of the right to a land plot by a third party, since an employee of the city administration and his relative, having learned about the illegal nature of the decision, refused to conclude an agreement on the transfer of a land plot and the subsequent registration of ownership of the land. him.
By a court verdict, Valery Savin was sentenced to 2 years of suspended liberty with a probationary period of 2 years, a fine of 80 thousand rubles with deprivation of the right to hold positions in state and municipal bodies related to the implementation of organizational, administrative and administrative and economic functions, for a period of 2 years.
Irina Shirshina and Tatyana Titkova were sentenced by the court to 3 years 6 months of suspended liberty with a probationary period of 2 years 6 months, a fine of 250 thousand rubles with deprivation of the right to hold positions in state and municipal bodies related to the implementation of organizational and administrative and administrative and economic functions, for a period of 2 years 6 months.
