Vladimir Osipov brought the budget to the Yard
Former Minister of Transport and Road Facilities of Chuvashia Vladimir Osipov accused of exceeding official authority, committed out of selfish and personal interest, as well as organizing illegal circulation of payment funds. He admitted guilt Investigative Committee reports.

The investigation believes that Osipov organized the conclusion of a municipal contract for the development of design documentation, major repairs and maintenance of one of the roads in Cheboksary with a company led by his acquaintance. In fact, this organization did not meet the requirements necessary to fulfill the contract. According to the calculations of the Investigative Committee, the damage to the budget of Chuvashia exceeded 7 million rubles.
Both companies came into the crosshairs of investigators after they failed to complete some of their road repair projects in the republic. The money was running out, no one was finishing the roads. Therefore, on September 27, security forces came with searches to Vladimir Mikhailovich’s office. They also visited the apartment, office premises and offices of road companies that may be connected with the fraud of Yard LLC.
“Yard” is registered in Moscow, its authorized capital is 12.5 thousand rubles, and there are two people on staff. There is no information in open sources about the tenders won by the company. There is only a mention that in 2020 “Yard” bid for the renovation of the Kalinin rural library in the Vurnarsky district, but lost at the auction to a local individual entrepreneur. Revenue for the last year 2022 was 17.3 million, profit – 1.4 million. In short, Yard’s track record was in no way conducive to such an extraordinary step as transferring to it a 100% subcontract for 347 million. It is completely unclear what profit from this transaction for the general contractor Dorstar LLC, except for the headache. […]
And now an absolute exclusive – today, October 1, Pravda Volga Federal District managed to contact Vladimir Osipov. He, still in the status of a member of the government, categorically denies reports that the Yard received fabulous subcontracts. “My son and I had an agreement that while I am a minister, his company will not get involved in road contracts at all,” Osipov said. — The Yard was involved in the repair of commercial enterprises. With Dorstar he had the only small subcontract in 2021 for landscaping in Kanash. So it has nothing to do with Lapsarsky Proezd. Let me remind you that the customer of this facility is the city, and it was the city that offered Dorstar to the operational headquarters as a contractor. And the Ministry of Transport only tried to help organize the process, since a lot of obstacles arose.
The second criminal case (part 3 of article 33, part 1 of article 187) relates to the events of June 2022. According to the department, Osipov organized the submission of a fictitious payment order to the Chuvash treasury, according to which the money should be used for purposes unrelated to the contract for which it was allocated. The Ministry of Finance of Chuvashia blocked this transfer of funds.
The former minister, in the presence of a lawyer, admitted his guilt in full and testified against his accomplice, the Investigative Committee summarizes. In the first case he faces up to ten years in prison, in the second – up to six.
Osipov resigned in October 2023. Shortly before this, the Chuvash prosecutor’s office found 555 violations in the implementation of national and regional projects, including problems with the implementation of the Regional and Local Road Network program. 4.6 billion rubles were allocated from the budget for it, cash execution as of August 31 was less than 50% – about 2.2 billion rubles. At the initiative of the regional prosecutor’s office, searches were carried out in the Ministry of Transport and the Ministry of Finance of Chuvashia, wrote TASS with reference to sources.
The head of Chuvashia, Oleg Nikolaev, announcing Osipov’s resignation, thanked him, but also noted that he hoped for an “objective assessment” by the investigative authorities of the “violations committed” in accordance with the law. According to the Mash telegram channel, the case against Osipov is related to thefts committed by his son Artem. He owned the Yard company – it received contracts from the Dorstar company for road repairs in Cheboksary, bypassing tenders, but the work was not completed on time, writes Mash, and at the end of September, in connection with the case, searches were carried out at Osipov Sr. and in companies that could be associated with the Yard.
The Osipov case also hits the head of the Ministry of Finance of Chuvashia, Mikhail Nozdryakov, who is believed to have been aware of the fraud. They say that Osipov put pressure on the head of the Cheboksary administration, Denis Spirin, so that he would give the necessary municipal contract to the level of the republic, that is, Osipov.
Osipov’s case raises big questions for Nikolaev. After all, at his instigation, an operational headquarters was created that distributed government contracts, bypassing the government procurement procedure. At the same time, the work of the headquarters was non-public.
