Oleg Mitvol to sit and pay
The Krasnoyarsk Railway Court sentenced the ex-deputy head of Rosprirodnadzor Oleg Mitvol. He was found guilty of theft of 900 million rubles when adjusting the Krasnoyarsk metrotram project and was sent to a general regime colony for 4.5 years. About it NGS24.RU correspondents report.
In court, the prosecutor demanded that Mitvol be sent to a general regime colony for four years and nine months, and also be fined 400 thousand rubles. In addition, they wanted to preserve the arrest of the official and collect 772 million rubles from him.
“Collect 741 million rubles from Mitvol in favor of the Federal Agency for Railway Transport, 211 million rubles in favor of the regional transport department. Seize the property,” Ivanov announced.
Non-residential premises belonging to Mitvol, an apartment in Moscow, two cars and cash were seized. Mitvol was taken into custody in the courtroom. He also said that he did not agree with the verdict and would appeal it. “We will appeal in terms of severity and severe punishment,” Mitvol’s lawyer Mikhail Sholokhov told TASS.
Work on the construction of the metro in Krasnoyarsk began in October 1995, but was repeatedly suspended due to problems with financing. The construction was finally mothballed in 2013. In 2019, the Krasnoyarsk Territory was allocated 950 million rubles from the federal budget to adjust the design documentation for metro construction under the federal project “Clean Air” (national project “Ecology”). Construction of the first metro line with a length of 9.76 km, according to the regional state program “Development of the Transport System”, should be completed in 2026.
During the hearing, Mitvol admitted his guilt. He declared, that his family was threatened, his wife was assassinated twice, and his daughter has been under the protection of Interpol since he was transferred to house arrest. The ex-designer of the Krasnoyarsk subway also complained about the deterioration of his health during the time he spent in the pre-trial detention center: he allegedly developed a tumor, increased hypertension, and deteriorated vision.
At the trial, Mitvol also spoke about his assumptions about who could threaten his family members. He hinted that he thought they might be members of a gang who stole money from his accounts. According to him, in the pre-trial detention center he became a victim of such crimes four times. The second version is the ex-leadership of the region, against whom he testified. Mitvol statedthat he asked for state protection as soon as he told investigators about ex-Prime Minister Yuri Lapshin. This was denied to him.
Finally, Mitvol stated, that over the year he had many enemies, since he helped the investigation in eight criminal cases, and not just in “this whole story” – that is, in the theft of money for the design of the metro. According to Mitvol, the results in other criminal cases will be “no less loud.” According to NGS24.RUone of these cases may be related to the work of Krasnoyarsknefteproduct.
According to the investigation, in September 2019, the Krasnoyarsk Regional Transport Administration entered into a contract with JSC Krasnoyarsk Trust for Engineering and Construction Surveys (Krasnoyarsk TISIZ) for engineering surveys as part of the construction of new Krasnoyarsk metro stations. Oleg Mitvol has been the Chairman of the Board of Directors of Krasnoyarsk TISIZ since 2018. According to the investigation, Krasnoyarsk TISIZ completed only part of the work. For its work, the organization received payment in full – 954 million rubles.
Former deputy head of Rosprirodnadzor detained in Vnukovo on June 8 while trying to fly to Dubai. He was transported to Krasnoyarsk and arrested for a month. Mitvol was detained by FSB officers and escorted from Vnukovo to Krasnoyarsk, where the court sent the suspect under arrest for one month.
