The previous chief of Unit “E” recounted mistreatment while in custody and the passivity of the Investigation Department.

The ex-“eshnik” affirmed that he was assaulted by the very law enforcement officials facing accusations of torturing inhabitants of Yaroslavl.

Ivan Repin, the past leader of the Unit “E” division within the Yaroslavl Regional Directorate of Internal Affairs, who was taken into custody one year prior on allegations of taking bribes, disclosed that he was physically abused by police agents during his apprehension. This information was disseminated by the human rights initiative “Public Verdict.”

Repin contends that agents Anton Kovalenko and Artem Fedyukin took part in the arrest. They subjected him to punches and kicks, as well as attempted strangulation with a cloth. Repin received diagnoses including head and torso injuries, contusions, and harmed eardrums, leading to short-term auditory impairment. Grievances concerning the overreach of authority were neglected.

In August of 2025, these identical law enforcement personnel physically harmed a married duo from Uglich to gain access to intelligence regarding a mutual contact. The Investigation Department refrained from initiating an inquiry into the torture. Conversely, the husband of the couple detained was held for a day under the charge of “resisting law enforcement.” Counselors believe the inaction stems from the participation of a prominent security figure in the mistreatment.
