Judge Ivan Efremov read out the verdict without preludes – the ex-official was found guilty of receiving a bribe during the construction of the situational center of the governor of the Ulyanovsk region. He was sentenced to 5 years in a strict regime colony and a fine of 5.5 million rubles. The log house and closet, which Ozernov was charged with as a bribe, will be confiscated. The defense plans to appeal the decision on appeal.

The final version of the investigation is as follows: Anatoly Ozernov received a bribe from a friend in the amount of more than 2.7 million rubles – in the form of repair services and goods. In return, he was supposed to ensure the victory of In-Service LLC, controlled by him, in the auction for the repair of the Situation Center of the Governor of the Ulyanovsk Region, and also facilitate the conclusion of further contracts with the company. Subsequently, they overestimated the cost of materials and the amount of work, and the contractor stole money.
Ozernov was charged with two types of crimes: misappropriation or embezzlement, as well as taking a bribe on an especially large scale.
By a court decision, Anatoly Ozernov was found guilty under one article out of two – in taking a bribe on an especially large scale under Part 6 of Art. 290 of the Criminal Code of the Russian Federation. He was sentenced to imprisonment for a term of 5 years in a penal colony of strict regime, he was also fined 5 million 561 thousand rubles. The bath house and wardrobe are recognized as a bribe, the property is confiscated.
In the term of serving the sentence, the court will count the time of detention – the ex-official spent 16 months in a pre-trial detention center. For parole, you must serve 2/3 of the term.

Lawyer Alexander Paulov, in media comments, stressed that the court acquitted Ozernov of embezzlement, but believes that the prosecution did not have evidence of a bribe. The term to which the former deputy governor of the Ulyanovsk region was sentenced is below the lower limit under this article – 5 years instead of 15.
– We are satisfied with the justification under Art. 160 of the Criminal Code of the Russian Federation “Assignment or embezzlement”, but under Art. 290 of the Criminal Code of the Russian Federation “Taking a bribe”, we believe that the court has no evidence either, Ozernov should be acquitted. But the time limit is minimal. The regime is strict, here there is a day in a pre-trial detention center for a day in a colony. Ozernov has less than two years left in prison. There is a saying: both the wolves are full and the sheep are safe. But we are not full and not whole. Therefore, we will, of course, appeal the verdict,” Paulov said.
The second defendant, Pavel Prokofiev, the head of the Ulyanovsk Region Administrative Department, was found guilty of fraud (Part 2, Article 159 of the Criminal Code of the Russian Federation). He retained the position despite the allegations. The court sentenced him to one and a half years of hard labor. For this period, 15% of his salary will be deducted.
According to investigators, Prokofiev arranged for a fictitious government contract to be concluded between a state-owned institution and an affiliated individual entrepreneur Kontantin Vershinin for cleaning wood and garbage in the village of Karlinskaya Roshcha. As a result, the regional budget suffered damage in the amount of more than 550 thousand rubles.
Prokofiev was so agitated that he did not even understand what exactly he was found guilty of.

Perhaps there are violations of financial discipline or a different composition, but this is definitely not theft, says Savelyeva.
On the same day, Olesya Gordeyeva, an employee of the governor’s administration, who represented the injured party, the regional government, was interrogated. Gordeeva said that the Cabinet of Ministers is preparing to file a claim for reimbursement of 300 thousand rubles paid for cutting bushes.
