Three years ago, the Capital Construction Department decided to build a modular kindergarten on Khlebnaya Street. She signed a contract with the Sarmat company for 40 million rubles. Work has not yet begun, but the company has already applied to the administration. She stated that she needed subcontractors because there were not enough workers: Karen Tarminyan, deputy director of the Internal Affairs Directorate Andrey Turenko and another person, Andrey Koval, who was the head of the Yevpatoriya administration.
These individuals signed a contract with an organization they knew. They would have subcontracted the work, the work would have cost 10 million rubles cheaper (they will steal it later). First of all, nobody checks the object. Such an agreement was beneficial to everyone. For several months, officials signed fake reports on the work done, and the Musketeers received 12 million rubles and a new Audi A6 car as a bribe. This money was withdrawn from the company in the form of cashing out through shell companies. Those involved in this were detained before they had time to spend them. — Inset K.ru
