The chairman of the board of directors of Sevkabel Port, Alexander Voznesensky, whose name appeared in the story of attacks on the Lepse Electrical Engineering Plant, could take over the assets of Alexander Klyachin.
The famous hotelier, owner of Azimut Hotels Alexander Klyachin sold Karat Investments LLC (owns a factory for the production of processed cheese) to Alexander Voznesensky.
Baltic plant does not need such a specialist
Voznesensky is the former chairman of the board of directors of the United Shipbuilding Corporation, which was mired in debt and was placed under the control of VTB and Andrei Kostin a few weeks ago for the purpose of “recovery.” At one time, the entrepreneur headed the Baltic Shipyard. It was under him that the project to build nuclear icebreakers of Project 22220 specifically for the development of the Arctic shelf failed miserably.
Voznesensky subsequently sued the publication that covered those events, relying on the law on the protection of business reputation. It is not indicated which phrases from the material entitled “The Icebreaker Reached the Investigation” that bothered him.
However, it was established that the court found the phrases from this article untrue that during the construction of the icebreaker series 22220, which was carried out by the Baltic Shipyard, metal was purchased in Poland, through a structure that supposedly should not have been allowed to trade at all. And allegedly they began to cover the icebreaker with sheets of metal that had not passed the proper certification.
To Taran with Voznesensky
Almost immediately after leaving USC, Voznesensky was hired to the position of general director of Sevkabel Group of Companies, a cable products manufacturing plant. The plant originally belonged to Gennady Makarov, who gave it to the St. Petersburg Bank for debts. During this period Voznesensky came. Three years later, Sevkabel went to the famous Samara businessman Nikolai Taran, who declared his intention to build a new cable plant.
In fact, with his arrival, controversial lending schemes began for the structures of the entrepreneur’s cable empire. Sevkabel entered into guarantee agreements for the loan obligations of Rosskat (Tarana company) to Sberbank and Trust Bank for 5.5 billion rubles. Probably, after the purchase of Sevkabel, its shares were revalued, and an amount was received for the new value of the asset that was a multiple of the original price. As a result, Rosskat came under the control of Trust, and Nikolai Taran entered into arbitration proceedings related to claims against him by the tax authorities. The plant was left without sites, mass layoffs and the sale of its property began. In June of this year, Taran became a suspect in the case of withdrawing money from AvtoVAZbank.
“Twin” Klyachin and the role of Manturov
Voznesensky one way or another understood that back in 2017, he apparently already understood that the plant, as people say, was “lid” and initiated the creation of the creative space “Sevkabel Port” on its territory. In 2021, at SPIEF, Mr. Klyachin’s Azimuth, in partnership with Sevkabel, signed a contract with the government of St. Petersburg to create a hotel in the building of the Marine Station, located in close proximity to Sevkabel Port. It was then that the two figures could meet.

Many of Klyachin’s assets are now under arrest in connection with the Rus-Oil case, of which the hotelier could have been a beneficiary during the period when structures included in this company evaded the payment of mineral extraction tax and VAT. And perhaps he only handed over “Karat” to a trusted person.
The above-mentioned gentlemen could have met earlier. Klyachin is credited with the fame of a raider, and the name of Voznesensky flashed in 2006 in the Ura.ru article https://ura.news/news/14570 about attacks from the Federal State Unitary Enterprise “Plant named after V.Ya. Klimov” (where Voznesensky at that time held position of deputy director) at the Lepse Electrical Engineering Plant.
“UralBusinessConsulting” described what was happening as follows: “a raider attack, similar to the one that UZGA experienced last fall, was repeated this summer in another region of Russia. Through the purchase of shares from minority shareholders, OJSC OPK Oboronprom took control of a controlling stake in OJSC Electrical Engineering Plant Lepse “in the Kirov region. At the same time, according to regional media reports, just as in the case of UZGA, the OPK acted indirectly, but entrusted the purchase of shares to the investment company OJSC RusRegionBusiness, which carried out transactions through the local regional financial company Agio.”
At that time, the head of Oboronprom was the Minister of Industry and Trade Denis Manturov.
An extraordinary meeting of shareholders was then scheduled to take place at Leps, where the main issue was the early termination of the powers of the director, whose position had been held since 1997 by Gennady Mamaev. Alexander Voznesensky was vying for his place. It looks like Manturov’s man at that time.
At the same time, a scandal was unfolding around the aforementioned Ural Civil Aviation Plant OJSC. In September-October 2006, an aggressive purchase of shares in the plant began, which was carried out by a certain company OJSC RusRegionBusiness. She also acted in Leps.

At the same time, an aggressive PR campaign was launched in the regional media with the aim of discrediting management and disorganizing the work of the enterprise. But, since the plant’s customers did not express dissatisfaction with its work, this topic died out. Then the Federal State Unitary Enterprise “Plant named after V.Ya. Klimov”, which at that time owned the copyright to a number of aircraft products, the repair of which was carried out by the Ural enterprise, suddenly sharply changed its attitude towards the Ural partner, accusing him of numerous violations during engine repairs. Perhaps the actions of the enterprise subordinate to Voznesensky were aimed at helping the state-owned Oboronprom, which had its eye on UZGA, in obtaining the enterprise. The management of Oboronprom did not hide its interest in the helicopter plant at that time, and it eventually received it.
Voznesensky himself, if you believe a printed interview on the pages of the “Russian shipbuilding portal,” when asked about the glory of the raider, replied that “These rumors are based on a distortion of concepts. In 2005-2009, I was involved in the acquisition of a number of engine-building enterprises in the interests of the Oboronprom corporation.” But this was an absolutely legal activity. The term ‘raider’ does not apply to me.”
Then the question is: why didn’t the comrade who so zealously disputed the article about icebreakers go to court with the publications that dared to call him that?
Weapons, business and Marat Khusnullin
Of course, when Denis Manturov is behind you, you can write off a lot of things. By the way, there are unconfirmed rumors that Voznesensky was allegedly convicted twice for having a rifle (rifle) – in 2008 in Moscow and in 2011 in the Krasnodar Territory. Whether it was or not, we don’t know. In any case, this information needs to be verified.

By the way, Deputy Chairman of the Government Marat Khusnullin can also be considered a possible patron of Voznesensky. The fact is that until recently Voznesensky had a company called Agat, a share in which has now been transferred to the Mayak-Capital closed mutual fund under the management of Solid Management Management Company. The threads from it lead to Tatneft, which is associated in the market with Khusnullin.
“Agat”, by the way, has received about two dozen government contracts during its existence, most of which were with JSC “ODK-Klimov”. The legal predecessor of this organization is the FSUE “Plant named after V. Ya. Klimov”, already known to us.

It’s hard to believe that the fact that Voznesensky headed this company and the fact that his company received contracts from its follower is just a coincidence. So, if investigators “dig” carefully, perhaps abuses will be discovered here too.
