Meanwhile, Andrey Larin, the head of Argument's legal bureau, believes that the former owners – these are six Saratov IPs – may well seek compensation in court for losses incurred due to repairs and maintenance of the building for over 20 years. And he explains that special attention should be paid to terminology when filing a claim.
– If the former owners demand compensation for the costs of inseparable improvements made in the building, then the claim may be denied – they could only be done with the consent of the owner, who is now recognized by the Russian Federation, – the lawyer explained.

Recall that the courts of three instances confirmed the thesis that the Saratov mayor's office did not have the right to dispose of the cinema and include it in the list for privatization: the building was in federal ownership and was never transferred to the municipality, since this property could not be in municipal ownership.
