Tender applications are accepted until January 11.

Meanwhile, Andrey Larin, the head of Argument's legal bureau, believes that the former owners – these are six Saratov IPs – may well seek compensation in court for losses incurred due to repairs and maintenance of the building for over 20 years. And he explains that special attention should be paid to terminology when filing a claim.

– If the former owners demand compensation for the costs of inseparable improvements made in the building, then the claim may be denied – they could only be done with the consent of the owner, who is now recognized by the Russian Federation, – the lawyer explained.

He drowns out that “here is the question of the classification of expenses incurred by businessmen.” They can be written down as losses, but “it will be difficult to prove.”

– It is necessary to prove someone's illegal actions, the amount of damages and the mutual connection between these two events. And here you need to look at the court decision: does it talk about any illegal actions of the state or the mayor's office, for example. Then we can talk about losses,” Mr. Larin stated. Thus, the decision to return the cinema and the area under it to federal ownership has entered into force.

Recall that the courts of three instances confirmed the thesis that the Saratov mayor's office did not have the right to dispose of the cinema and include it in the list for privatization: the building was in federal ownership and was never transferred to the municipality, since this property could not be in municipal ownership.

– If so, then theoretically it is possible to follow the path of losses. And to say that they were caused by illegal actions of the city administration, – said the lawyer.

This unique architectural monument is dear to us, the inhabitants of the regional center, and, I am sure, will also be dear to future generations of Saratov residents, – said the public figure.

He stated that “in our glorious merchant city there are many worthy examples of successful reconstruction of historical buildings and the cinema building will become one of such places, especially attractive for tourists and citizens.”
