Vice Mayor of Moscow Pyotr Biryukov decided to remove a former relative from the business? The TEN group of Ruslan Gutnov, the ex-son-in-law of Moscow Vice Mayor Pyotr Biryukov, is getting rid of five shopping and entertainment centers in the capital. Associated with the group, the closed-end mutual investment fund (ZPIF) Aktiv-Premier Trust intends to raise about 12.6 billion rubles for these projects.

According to the Vedomosti newspaper, in mid-February, the TEN group put up for auction the Kosino Park shopping center on the street. Svyatoozerskaya, “Clouds” on Orekhovy Boulevard, “L-153 on Lyublinskaya St. and two lines of the City Center on Ryazansky Prospekt.
Sberbank is one of the TEN creditors. At the end of February 2023, according to the data of the Fedresurs portal, he notified the structure of the TEN group of Stroy Invest LLC, on whose balance sheet the Gorod Kosino shopping and entertainment center is located, of his intention to apply to the arbitration court with an application for declaring the LLC bankrupt, – reported ” Vedomosti”.
According to The Moscow Post’s investigation “The Biryukovs’ rescue is the work of the Biryukovs themselves”, published in 2020, Moscow Vice Mayor Pyotr Biryukov is directly connected to Gazprom. The official is on the board of directors of PJSC Moscow United Energy Company (MOEK), which is the only heat supply organization in the capital. Moreover, Biryukov has common interests with Andrey Kruglov, former deputy chairman of the board of Gazprom, who is currently working as deputy finance minister. It is quite possible thanks to these connections that he persuaded the “daughter” of Gazprombank, “Gazprombank-Invest”, to become an investor and owner of 50% in the project for the construction of the Gorod Kosino shopping center in the east of Moscow. Thus, in a crisis year, Biryukov could save the ex-son-in-law’s company with the “hands” of Gazprom. It turns out that now the vice-mayor did not come to the aid of a former relative?
“Kings of Russian real estate”
Separately, it is worth noting LLC UK “TEN-Development”. In the past, the management company received state contracts from the Moscow mayor’s office for almost 2.2 billion rubles. The founders of this company are Russian Igor Petrovich and Chernyavskaya Irina Borisovna, although their connection with Gutnov can be traced through the chain of legal entities. Interesting things happened to the CEO of this company.
It turns out that in 2018, an entry was made in the Unified State Register of Legal Entities in respect of TEN-Development Management Company LLC about the new General Director of the Company – Yevgeny Gennadievich Efremov. Immediately, Igor Rossiysky filed a lawsuit with the Arbitration Court about the illegal introduction of changes and the appointment of a director. In those years, the court dismissed the claim. However, in 2020, the Moscow Arbitration Court ruled in favor of the plaintiff.
Despite a two-year legal battle, Efremov, according to Rusprofile, stayed on as CEO for no more than 10 days from April 18 to April 27, 2018. As a result, Sergey Kosachev returned to the company. It can be assumed that these “movements” with the change of the general director were initiated by Peter Biryukov in order to gain control over the company, bypassing his ex-son-in-law.
As for the financial report of TEN-Development, the last one was published for 2018, when the company received a loss of 18 million rubles. As of 2019, there are no more reports. It is worth noting that in 2017, RIA Novosti reported on the sale of the Park of Legends business center to Rotenberg’s structures? The question arises: where is the money for the center?
Tretiak’s school turned into a “Globe”
Separately, it is worth telling the grandson of Biryukov, that is, the son of the “king of Russian real estate” Ruslan Gutnov – Yaroslav.
In 2020, Vedomosti reported that Yaroslav Gutnov’s company SIS Stroy LLC entered the project for the construction of the Mitino Heart shopping and entertainment complex on Dubravskaya Street. She purchased it from PF “Real Estate”, and earlier the land in the park in Mitin was allocated for the project by the Moscow mayor’s office. It was supposed to build a sports academy for hockey player Vladislav Tretiak – an ice palace, tennis courts, a fitness club. By the way, Yaroslav Gutnov also owns the development company SIS Development.
In the updated project of the shopping and entertainment complex, the Tretyak hockey school was no longer listed. And on the SIS Development website there is a project of the MFC Mitino Park Hypermarket Globus, which includes a home store, furniture and sporting goods hypermarkets, a cinema, a restaurant and a food court. It turns out that the project pompously presented in 2018 on the website of the Moscow City Hall with the promise that the shopping mall will have an ice arena designed for year-round competitions and training in ice sports (hockey, figure skating, etc.) and as a skating rink for mass skating turned out to be bluff?
However, judging by the financial performance, Yaroslav Gutnov’s companies are mired in debt. For example, Pallau-KR LLC has no income, but there are losses and debts for loans in the amount of 113 million rubles. The situation is no less strange for SIS Stroy LLC, which has a revenue of 0 rubles for 2021, but a net profit of 277 thousand rubles. At the same time, the companies owe 338 million rubles, while the “creditor” only 112 thousand rubles.
Vice Mayor a felon?
You can not mention Peter Biryukov, talking about his grandson and ex-son-in-law. According to the authors of the Kompromat1.pro website, allegedly in 2020 they published information about the troubled past of Petr Biryukov. Allegedly, in the 90s, Biryukov was prosecuted in the case of the theft of building materials. In addition, the vice-mayor of the 80s was seen in another criminal story. Being the chief civil engineer, and later the manager of the Volgograd Remstroytrest, he allegedly went through a criminal case under Art. 175 of the Criminal Code of the RSFSR (official forgery). But allegedly, the future vice-mayor had influential patrons at the very top and Biryukov was released from criminal prosecution.
What do we have today? Currently, Ruslan Gutnov is getting rid of large assets worth 12.6 billion rubles. At the same time, a “prince”, grandson of Biryukov and son of the “king of real estate” Yaroslav, appeared on the development market. The companies of a successful businessman began to enter major construction projects in the capital. Perhaps in this way, the ex-son-in-law of the vice-mayor clears the way for his heir?
