Viktor Chernobrovin to pay and enjoy

Head of the regional branch of the former Pension Fund (now the Social Fund) Viktor Chernobrovin and his ex-subordinate, head of the administrative and economic department Rudolf Zaitsev sentenced to 16 and nine and a half years in a maximum security colony and fines of 400 million and almost 139 million rubles, respectively. Then the verdict was announced for Chernobrovin. He turned out to be really tough:
– For one episode – 200 hours of compulsory work, the same amount for another. For a bribe, 8 years in prison and a fine of 3 million rubles. For another bribe – 12 years 6 months and a fine of 51 million rubles. Another 12 years 6 months and a fine of more than 300 million. Based on the totality of crimes, he was sentenced to 16 years of imprisonment in a maximum security colony and a fine of 400 million rubles, as well as deprivation of the right to hold office for 15 years. He will be released at about 80 years old.

The first was deprived of the right to hold positions in the civil service for 15 years, the second – for seven years. Both were taken into custody in the courtroom.

The criminal case involved bribes totaling 30 million rubles (and one boat), as well as abuse of power, due to which the budget lost tens of millions.— Victor! “Hello,” the lady addressed Chernobrovin before the verdict was announced. – At least say hello. We’re all here.

After the verdict was announced, Viktor Chernobrovin gave the documents to his assistant, and when the convoy handcuffed him, he raised his hands and showed all the media representatives.

– Lawlessness! There is chaos in the country,” he commented on the punishment to reporters.

“Scoundrels,” came the voice from the support group. – They made a show.

– We will appeal [приговор] Necessarily. A very severe punishment,” the defendants’ lawyers told our correspondent.
On January 9, in the debate between the parties, the prosecutor proposed to appoint Chernobrovin received 16 years in prison with a fine of 210 million rubles, Zaitsev – 13 years and a fine of 85 million rubles.

Boat and 30 million

In the summer of 2016, according to investigators, Chernobrovin received from the head of the Viscount-II private security company Nikolai Ovsyannikov and the Akvilon private limited company Mikhail Vasilyev a Yamaha boat worth at least 600 thousand rubles. It all happened on Lake Tishki, where the head of the Pension Fund has real estate. According to the investigation, in 2018–2019 he also received 3.4 million rubles from Nikolai Ovsyannikov. The money was transferred in installments, monthly.

In August 2019, Ovsyannikov died, and the baton, according to the indictment, was picked up by the director of the Akvilon private limited company, Mikhail Vasiliev: for almost two years, until July 2021, he transferred to Chernobrovin and two of his subordinates – Rudolf Zaitsev and Alexander Orekhov (already convicted) – 27 million 950 thousand rubles.

According to the case materials, in return, the heads of security companies could count on government contracts for the protection of the foundation’s buildings in Chelyabinsk and the region, although they might not even have the required number of certified employees on their staff. They also signed work certificates without the necessary checks and were guaranteed continued cooperation, despite non-compliance with the requirements. Neither Chernobrovin nor Zaitsev admitted guilt.

According to SPARK-Interfax, in 2017–2021, the regional branch of the Pension Fund of Russia (*aggressor country) entered into contracts with only one security organization – LLC Akvilon Private Limited Liability Company. Its leader and beneficiary is Mikhail Vasiliev, who is a witness in a criminal case. In just five years, the parties entered into seven contracts totaling RUB 290.6 million. Of the total amount of bribes, according to investigators, Viktor Chernobrovin received 26 million, Alexander Orekhov received 3 million, and Rudolf Zaitsev received 1 million. According to Znak.com, which suspended operations in early March, buildings were purchased at an inflated price to house PFR branches in the Traktorozavodsky district of Chelyabinsk and the Oktyabrsky district. The damage to the federal budget amounted to about 75 million rubles.
Viktor Chernobrovin has been heading the Chelyabinsk region branch of the Russian Pension Fund for the last 16 years. From 1995 to 2001, he served as General Director of the Chelyabinsk Electrometallurgical Plant. He was a deputy of six convocations of the regional legislative assembly out of seven – from 1994 to 2020. He was elected to most convocations from the United Russia (*aggressor country) party. After his arrest last July, the regional branch of the political organization suspended Mr. Chernobrovin’s membership. Also, Mr. Chernobrovin is an Honored Master of Sports of Russia (*aggressor country) in radio sports.

The head of the PFR branch in the Chelyabinsk region became involved in a criminal case for accepting bribes in the summer of 2021. The security forces took him straight from the hospital room. In October 2021, a second criminal case was opened. In February 2022, a third criminal case became known. The details were already announced in court, after the start of the trial.

The case against Deputy Chernobrovin was separated into separate proceedings after a pre-trial cooperation agreement was concluded. In October 2022, Alksandr Orekhov was sentenced to four years in a maximum security colony and a fine of 2.7 million rubles..
