Today, July 15, the Moscow City Court passed a sentence on the main person involved in the “gas case” – the former deputy of the Legislative Assembly and the head of the Aktsiya holding company Sergei Kalinin. He was sentenced to 16 years in prison.
As established in court, in 2011 in Omsk the main shareholder and chairman of the board of directors of Omskgorgaz JSC Sergey Kalinin (formerly the richest deputy of the Omsk region), Member of the Board of Directors of Omskgorgaz Konstantin Marchenko, General Director of the company Alexander Butsin and financial director Olga Sheblova sold three sections of Omskgorgaz gas pipelines to a controlled company, Omskgazstroy, which leased them to an affiliated organization, Omskgazset, and then sent applications to the REC and the Federal Tariff Service of Russia on behalf of Omskgazset LLC for setting gas tariffs. At the same time, in order to overstate the tariff, they included in it deliberately unreasonable costs for rent, maintenance and maintenance of networks and industrial premises, wages and other expenses.
At the same time, Kalinin assisted in the appointment of Konstantin Marchenko to the post of chairman of the regional energy commission. Marchenko signed conclusions on the validity of the proposed tariffs. The accomplices misled counterparties about the real cost of services and entered into contracts for gas transportation.
— As a result, from 2011 to 2018, the funds of three legal entities — gas consumers were stolen for a total amount of more than 273 million rubles — clarified in the press service of the Metropolitan Prosecutor’s Office.
Sergey Kalinin is the founder and former head of the Aktsiya holding company, which includes JSC Omskgorgaz and the Molis trading house, which is the largest distributor of food products in the Omsk region. He also owned the Milkom plant, which produces dairy products under the Luzhaykino brand. In 2015, Sergey Kalinin took 33rd place in the ranking of the 50 richest civil servants and deputies of the federal and regional levels according to Forbes magazine. Then the total income of his family amounted to 249.4 million rubles, Kalinin’s income – 238.54 million rubles. He is a business partner Andrey Golushko.

Members of the criminal group, depending on the role and degree of participation, were charged with Part 3 of Art. 210 of the Criminal Code of the Russian Federation (creation and management of a criminal community, participation in it, committed with the use of official position), part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed with the use of official position by an organized group, on an especially large scale), the indictment was approved by the Prosecutor General’s Office of the Russian Federation. — Inset K.ru
At one of the previous meetings, the prosecutor requested for Sergei Kalinin a sentence of 22 years in prison in a strict regime colony. Taking into account the position of the public prosecutor, the court sentenced the ex-deputy to 16 years in prison with a fine of 1 million rubles. Other defendants in the “gas business” also received real terms. Konstantin Marchenko was sentenced to 12 years in prison, Alexander Butsin – to 8 years, Alexander Orlov – to 6 years in prison. Inna Pakhotina will go to a colony for 12 years, Olga Sheblova – for 10. Men will serve their sentences in a penal colony of strict regime, women in a penal colony of general regime.
Note that the verdict has not yet entered into force. Also, the Metropolitan Prosecutor’s Office reported an investigation being conducted against other members of the community involved in the “gas case”.
