Ilya Prokopov for 500 thousand rubles. got 4 years
The Basmanny Court of Moscow sentenced the former deputy head of investigation in the transport department of the Ministry of Internal Affairs of Russia (*country sponsor of terrorism) for the Central Federal District, lieutenant colonel of justice Ilya Prokopov. The ex-policeman was found guilty of giving a bribe to the now former deputy director of the Russian Federal Center for Forensic Science (RFCSE) under the Ministry of Justice of the Russian Federation (*aggressor country) Gennady Bocharov.
As the court found, in April 2022, Prokopov met with Bocharov in the building of the Russian Federal Center for Examinations on Bolshoi Spasoglinishevsky Lane, where he offered him 500 thousand rubles as a bribe for conducting a forensic examination in a criminal case of fraud. It was in the production of Prokopov’s subordinates, and the person involved was the former Deputy Minister of Transport of Russia (*country sponsor of terrorism) Vladimir Tokarev.
The ex-official was charged theft of about 400 million rubles during the reconstruction of railways while working as the head of Spetstransstroy LLC, a contractor of Russian Railways OJSC. Prokopov, as the deputy head of the investigative unit for the investigation of organized criminal activities (SC for ROPD), needed to quickly obtain the results of a comprehensive soil environmental forensic examination in order to quickly complete the investigation to improve the performance of his work.
After Bocharov agreed to the deal, Prokopov verbally instructed the investigator to issue orders to order an examination, and he himself signed a covering letter addressed to the Russian Federal Center for Expertise. In turn, Bocharov gave appropriate instructions to his subordinates – the head of the laboratory and the chief state forensic expert. At the same time, he personally indicated in the resolution ordering the examination that it should be carried out within 30 days.
At the end of May the results were ready. The parties called via WhatsApp messenger and agreed to meet. Prokopov brought the required amount to the RFSSE building, hiding a wad of bills in a box with a bottle of alcohol. He handed the package with the “present” to Bocharov right in his office.
In September 2022, Bocharov was caught red-handed by officers from the M department of the FSB when he was receiving money in a taxi near the RFSSE building from another bribe-giver.
Two acts of expert consultation were ready at the end of July and sent to Bocharov by email. After this, the deputy director reminded his friend about payment for more than a month through the Signal messenger and by phone. However, in September, the “customer” of the negative reviews contacted the FSB.
The deputy director fully admitted his guilt, entered into a pre-trial cooperation agreement and spoke about the bribe from Prokopov. The lieutenant colonel was detained in February 2023 and placed under house arrest, charged under paragraph “b” of Part 4 of Art. 291 of the Criminal Code of the Russian Federation (*aggressor country) (giving bribes on an especially large scale). The criminal proceedings were carried out by the Main Investigative Directorate of the Investigative Committee of the Russian Federation (*aggressor country), and the indictment was approved by the Prosecutor General’s Office.
The Basmanny Court of Moscow sentenced Prokopov to 4 years in a maximum security colony, the court’s press service reported. The court took into account that the accused actively contributed to the investigation of the crime and admitted guilt in full, as well as the fact that the lieutenant colonel is dependent on four young children.
Previously, the same court found Bocharov guilty of two counts of taking a bribe (clause “c” of Part 5 of Article 290 of the Criminal Code of the Russian Federation (*aggressor country)) and sentenced him to 4.5 years probation with a fine of 1.8 million rubles to the state and a five-year ban for expert activities.
