The Chelyabinsk government reminds of the long-term problems of the municipality.
The meeting of deputies of Trekhgorny, Chelyabinsk region, is ready to give a negative assessment of the activities of the head of the city, Evgeny Sychev, who has been heading the municipality since 2014. The deputies explain their position by the decrease in their own budget revenues, bankruptcies and debts of municipal unitary enterprises, on the activities of which the successful functioning of the city housing and communal services directly depended. Added to the criticism are the protracted repairs of bridges, when to leave for Chelyabinsk “it is necessary to make a detour of ten kilometers”, as well as an extremely unsatisfactory cleaning of the city, due to which “little Switzerland turns into a garbage dump before our eyes”. In turn, Yevgeny Sychev lays responsibility for shortcomings on subordinates, but at the same time, the management team in the mayor’s office is constantly changing, and problems remain unresolved. The deputies remind that in 2020 they were already leaning toward a negative assessment of the mayor’s activities, but “were indulgent towards him.” However, over the past 2 years, it was not possible to improve the quality of the work of municipal services and establish a dialogue with the city-forming enterprise. At the same time, the interlocutors of the publication do not belittle Sychev’s working qualities, believing that in the event of resignation, the mayor may be offered employment at one of the large enterprises, and Rosatom is already giving assessments.
The meeting of deputies of the Chelyabinsk Trekhgorny (ZATO Rosatom) is preparing for the report of the head Yevgeny Sychev, which will be held in March, when the parliamentarians, referring to several interlocutors at once, will express “extreme dissatisfaction with the activities of the city management team”, which almost led to the failure of the adoption budget.
One of the reasons for the dissatisfaction of the assembly was the “extremely poor quality of street cleaning.”
According to Dmitry Chekasin, head of the committee on the budget of the assembly of deputies, in particular, the reagents used for sprinkling roads ended up flowing into the Yuryuzan River, and the excess concentration of chemical substances resulted in a fine of 16 million for MUP Energoseti, which operates the stormwater drain. At the insistence of the deputies, the reagents were replaced with crushed stone of a fine fraction. However, the quality of cleaning remained at a low level.
“Earlier, there was a service for the operation of the housing stock in the city, which was engaged in cleaning, including the adjacent territories, since land surveying was not carried out. But its head left, and the service itself was divided into two enterprises, both went bankrupt. The entire staff of the janitors quit, and the city hires a contractor on the side, ”said Dmitry Chekasin.
The head admits flaws in cleaning. According to him, Kuznetsova was attracted by the MKU “Customer Service” to carry out the work. During the inspection, the control and auditing department of the mayor’s office fined the executor of the contract, and the curators of the cleaning received an administrative punishment.
“The social situation is tense to the limit. Previously, our city was called little Switzerland, but now we have turned into one big pigsty, ”says Ilya Benifand, chairman of the Civic Chamber of the city.
In 2021, Trekhgorny turned out to be literally littered with garbage due to the refusal of the regenerative operator Komritservice to cooperate with a local subcontractor, the new company invited by him was not informed about the collection of most of the garbage from the garbage chutes and focused only on open areas. Residents in social networks expressed indignation and intentions to bring bags of garbage to the city hall building. The regional operator in the territory, by decision of the Ministry of Ecology of the region, was changed only in November, the local ATP LLC was chosen as the carrier in ZATO.
The protracted repair of two bridges also causes a lot of complaints from the population. Moreover, local deputies do not undertake to name the exact dates for their completion.
“3 years ago they closed the bridge across the Bakhtiyarov Creek. The population was allowed to take a detour across the Smolny stream, but this bridge was also closed. Back in 2020, the city received 40 million rubles for its repair, but the work was not carried out, and the money had to be returned. In 2021, we allocated 15 million for the demolition of the bridge, this year, apparently, we will only send an application to finance the construction, ”the head of the budget committee describes the situation.
However, the mayor is inclined to a different point of view, assuring that there are funds for the bridge across the Smolny, and the object will be built by the summer of this year. The repair of the bridge across the Bakhtiyarov Creek with the further laying of a section of the road, according to him, required the removal of a change in the category of a number of sections, the correction of cadastral errors and land surveying.
Separately, public activists dwell on unfinished improvement projects, such as, for example, the “Square of Lovers” (work has been going on for three years), cutting public transport routes, poor-quality repairs of the Children’s Creativity Center, where children continue to work with the current roof, ignoring the need to update sports facilities.
As MP Oleg Belyakov shares, the Trud city stadium has been in need of repair for 10 years already, the issue of creating a ski-roller track has been raised many times, but the project has been postponed. A member of the youth activists of the “Instrument-Making Plant” Konstantin Pervukhin adds to this the lack of work with youth and leisure centers.
However, the head himself explains the underfunding of the social sphere to the long-term repayment of the debts of the municipality. Now, according to him, opportunities for investments have appeared, and ZATO has applied for inclusion in regional programs for the repair of city and school stadiums, documentation is being prepared for the construction of a sports and recreation complex and the Ice Palace.
“We raised the issue of building sports facilities 2 years ago. They also talked about the extremely low salaries of municipal employees, including those in the field of sports. Employees sometimes receive 15-18 thousand rubles. It is not surprising that cadres are fleeing from the administration, and young people are leaving the city,” says Oleg Belyakov.
It should be noted that Trekhgorny is traditionally distinguished by high budget security. With a population of 32 thousand people, the city budget in 2021 exceeded 1.5 billion, and the project for 2022 already included 1.6 billion. At the same time, deputies point to a reduction in their own budget revenues by 100 million due to a decrease in the profits of municipal unitary enterprises. The administration did not offer them a strategic plan to get out of this situation.
To conduct a dialogue with the city team, members of the depkorpus say, is becoming difficult due to constant personnel changes, and the head himself was absent from the workplace due to illness for a significant part of the time last year.
In the meantime, 3 deputy heads left the mayor’s office at once: Olga Filonenko for social issues, Yegor Dorofeev for finance, and Vladimir Belyakov, first deputy. The position of the latter is still vacant, and the Duma and the head had another conflict because of the candidates proposed for it.

According to well-informed sources of the publication in the meeting of deputies, the city-forming enterprise and State Corporation Rosatom took a neutral position in this case. In general, as they say, “the merits of the head are recognized, but increased attention is also paid to shortcomings, especially on the eve of the 70th anniversary of the city.”
In the event that Yevgeny Sychev leaves his post, the interlocutors of the publication share, he, with a high degree of probability, “will be offered a decent job at the enterprises of the State Corporation.” “Here, Rosatom acts as an arbitrator, and according to our information, a constructive proposal will be made to the head. It is necessary to stop the intensity of passions in the city, but Sychev also deserved the good attention of the state corporation, ”one of the Trekhgorny deputies says to the publication.
According to well-informed sources of the publication, the state corporation will not leave Sychev if he leaves the post of head of the city.
