Yury Shumsky, General Director of FKP Plant named after Y. M. Sverdlov, as well as the head of Rostec’s Special Chemistry holding, and currently the General Director of RZM-Technology JSC, Yury Zozulya, were suspected of taking bribes and arrested for two months (up to November 19). It is reported by “Kommersant” with reference to the case file.

Plant them. Sverdlov is a city-forming enterprise of the city of Dzerzhinsk, Nizhny Novgorod Region, which is part of the military-industrial complex of Russia. The plant is one of the largest Russian manufacturers of industrial explosives and transfer charges for the mining industry. It is the only producer of HMX and RDX in Russia.

According to the investigative department of the TFR for the Northern District of Moscow, these defendants, as well as other persons identified or being developed by the FSB and the investigation, having entered into a criminal conspiracy, organized a system for obtaining kickbacks.
It was established that the defendants received illegal rewards from suppliers of components for the production of explosives, as well as companies that purchased FKP products at inflated prices. To do this, transactions included chains of intermediaries, thanks to which it was possible to artificially increase the cost of explosives. Kickbacks were also taken from other transactions, the FSB believes. For already established episodes, the amount of remuneration exceeded 33 million rubles.
According to Kommersant, if the defendants were initially suspected of particularly large-scale fraud (part 4 of article 159 of the Criminal Code), then in the ICR, given that they committed crimes as employees of state-owned enterprises, the acts incriminated to them were reclassified as taking bribes in a particularly large size (part 6 of article 290 of the Criminal Code). However, they have not yet been charged.
Kommersant.Ru, 09/19/2022, “Investigation charged with explosives”: Earlier, State Duma deputy Dmitry Kuznetsov wrote several statements against Yuri Shumsky to the TFR, the Prosecutor General’s Office and the Ministry of Defense of the Russian Federation. As follows from the copies of his appeals, the parliamentarian asked to check the export deliveries of dual-use explosives that can be used for military purposes to Bulgaria, Serbia, England and Cyprus.
“Perhaps criminal activity was carried out for a long time by a stable group consisting of the plant’s top officials,” deputy Kuznetsov pointed out. […] In another statement, Dmitry Kuznetsov asked the Prosecutor General to check the inaction of the investigating authorities, noting that the Nizhny Novgorod investigators ignored the conclusions of the arbitration courts, which back in 2019 established a scheme for the withdrawal and cashing out of funds earned by the Sverdlov plant. While sorting out a dispute with the tax inspectorate, the Nizhny Novgorod Arbitration Court found that when selling the plant’s products, formal intermediary firms controlled by the plant’s management were included in the supply chain, which overestimated the price by 7-10%. Then these organizations paid for the rest of the leaders with their families, the education of their children. The enterprise reached the Supreme Court of the Russian Federation, but was unable to reverse the decision to withdraw part of the proceeds.
However, initiation of a criminal case on these facts was denied. Sverdlov.” In parallel with his labor and social activities, Rybin Vadim Evgenievich is directly involved in the political life of the region.
