“Kizildorstroy” is owned by Artur Khakimov, whose son, Timur, heads the Chamber of Commerce and Industry of Bashkiria. Bulushev, before joining the ministry, and for some time after his appointment, owned shares in several large companies in the oil, mining and road construction sectors. Subsequently, they were rewritten for Oleg Aizikovich, Yakov Vasilevitsky and Artur Khakimov. Most likely, these are people directly connected with Bulushev and representing his interests.
“Kizildorstroy” was the most successful of the companies re-registered by Bulushev. This company received 123 million rubles on two contracts from the UDKh RB, controlled by the Ministry of Transport, while Bulushev heads the ministry. Not to mention the total amount earned on government contracts, which exceeded 1 billion rubles.
Firms previously owned by Bulushev cooperate with oil companies, Bashneft, and departments belonging to the Chelyabinsk government.
The fuel Ast-Bitumen is also of interest, from the founders of which Bulushev left in 2019. Despite billions of dollars in revenue, the company has never paid taxes, and is now in the process of bankruptcy. Moreover, it is bankrupted by the same “Bitumoil”, which is registered in the name of a potential person Bulushev Khakimov.
In addition to it, the offshore Peterson Group Capital Limited appears in the plaintiffs. There is reason to assume that Mr. Bulushev's foreign interests may be hiding behind it. If so, then we have found a “snack” for withdrawing money on government contracts.

Previously, Infodor-Stroy was headed by Ildus Mukhamedyanov. He is now the owner of Stroydor LLC, which received 629 million rubles from the Administration of the Municipal District Aurgazinsky District of the Republic of Bashkortostan and the very Department of the Road Facilities of the Republic (UDKh RB), which is controlled by the Bulushev Ministry of Transport.
