The Samara Regional Court upheld the original verdict in the criminal case against the former deputy head of the Samara department of the Russian Ministry of Internal Affairs, police chief Vyacheslav Khomsky. In June last year, the Leninsky District Court of Samara found Vyacheslav Khomsky guilty of accepting a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation). The former police officer was also sentenced to ten years in a strict regime colony and a fine of more than 89 million rubles.

Earlier, the Leninsky District Court found the security official guilty of taking a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation). The policeman received ten years in a strict regime colony and a fine of more than 89 million rubles. The convict was also deprived of the special rank of police colonel and the right to hold certain positions for eight years. The state prosecutor requested for the person involved in the case 12 years in a strict regime colony and a fine in the amount of ten times the amount of the bribe with the deprivation of the right to hold certain positions for a period of eight years and with the deprivation of the rank of police colonel. In addition, the prosecutor’s office proposed to turn the Niva car into state ownership, since “this property was obtained as a result of a crime.”
Vyacheslav Khomskikh later appealed the verdict. Samara Regional Court sent the case for a new trial in the first instance. The defense of Vyacheslav Khomskikh argued that the judge of the Leninsky District Court, Irina Kuznetsova, who made the decision, could be biased, as she had previously led the criminal case against the former deputy head of the regional department of the Russian Guard, Dmitry Sazonov, who was also found guilty of taking bribes from the Zakonovskie.
New hearings began under the presidency of Judge Olga Gorokhovik. Later, the cassation instance overturned the decision of the regional court and decided to re-examine the cases in the court of second instance.
Deputy Alexander Khinshtein wrote on his Telegram channel that “Khomskikh was finally found guilty of accepting bribes from the Zakonovskie gang for many years.” According to the deputy, the criminal case “repeatedly tried to put on the brakes and break up.
“His defenders claimed that the charge was fabricated, and the colonel himself even complained about me in court. However, it’s too early to rejoice. Chomskikh will certainly appeal the verdict to the Sixth Court of Cassation, known for its humanity in relation to corrupt officials, ”the parliamentarian believes.
Earlier, the wife of Vyacheslav Khomsky, Alexandra Sultanova, published an open appeal in which she complained about Russian State Duma deputy Alexander Khinshtein to Russian President Vladimir Putin, Russian Prosecutor General Igor Krasnov, Chairman of the State Duma Vyacheslav Volodin, Ombudsman Tatyana Moskalkova and some media outlets. Alexandra Sultanova believes that the statements of the parliamentarian in the media regarding the investigation of the criminal case against her husband and the trial “outraged not only the close relatives” of her husband, but also “his acting colleagues, who also consider him not involved in the crime.” The author of the letter regarded Alexander Khinshtein’s statements as a way of putting pressure on judges.
Vyacheslav Khomskikh pleaded not guilty. The defense plans to appeal the decision.
