The construction and savings pyramid will collapse in the Togliatti court

In Tolyatti, Lyubov Martsun and Evgenia Sushkova and two of their relatives, the chairman and deputy chairman of the board of the credit consumer cooperative “Construction and Savings Bank”, will appear before the court. According to investigators, the defendants stole about 900 million rubles. 1700 contributors of the consumer cooperative from the Samara, Ulyanovsk regions, the republics of Mari El and Yakutia. The criminal case was initiated in 2019. Before that, the management of the Construction and Savings Bank assured the shareholders that the organization had passed the checks that began against the backdrop of the collapse of another Togliatti consumer cooperative.

The prosecutor’s office of the Samara region approved the indictment in a criminal case on embezzlement of more than 900 million rubles. under the guise of contributions to the consumer cooperative “Construction Savings Bank” (SSK). The chairman and deputy chairman of the board of the consumer cooperative Lyubov Martsun and Evgenia Sushkova and two of their relatives were charged with fraud (part 4 of article 159) and money laundering (paragraphs “a”, “b” of part 4 of article 174.1 of the Criminal Code of the Russian Federation) .

According to investigators, in 2015-2019, the defendants opened numerous branches of the cooperative and placed advertisements that promised to pay interest on deposits that were significantly higher than bank ones. “Misguided citizens handed over their funds to the accused. In this way, the accomplices attracted residents of the Samara, Ulyanovsk regions, the republics of Yakutia and Mari El to the cooperative. By periodically paying interest to shareholders, they created the appearance of a successful company, but they did not intend to fulfill their obligations, ”the regional prosecutor’s office said in a statement.

The damage from the activities of the SSK is estimated at approximately 900 million rubles. 1700 people were recognized as victims. During the investigation, the property belonging to the suspects was seized – apartments and cars with a total value of 55 million rubles. The criminal case was transferred to the Central District Court of Togliatti.

Credit consumer cooperative “Construction Savings Bank” was registered in September 2015 in Togliatti. The owner of the organization is Lyubov Kalinina (aka Martsun). According to SPARK-Interfax, Lyubov Kalinina was the chairman of the KPK Mutual Assistance Fund, registered in the Perm Territory.

In October 2019, it became known that after checking the SSC, a criminal case was initiated under Art. 172.2 of the Criminal Code of the Russian Federation (“Organization of activities to raise funds”, later the case was reclassified). As the prosecutor’s office of Togliatti reported at the time, among other things, violations of the Federal Law “On consumer credit (loan)” were found: additional agreements were concluded with contracts for the transfer of personal savings to provide shareholders with an additional 1.05% to the contract, which entailed an increase in the total interest rate to 15% and exceeding the statutory limit of 13.95%.

Two months earlier, the chairman of the Construction Savings Bank, Lyubov Martsun, announced on the organization’s page on the social network VKontakte that the collapse of another Togliatti cooperative, the Tasty and Satisfying Food Factory, on the one hand, gave rise to a wave of panic among shareholders of others The CCP, on the other hand, caused mass inspections of the entire sector, but the CCC passed the inspections: “As a result, those who carry out real activities were at the most disadvantage. After all, we do not have the right to demand the return of the loan ahead of schedule, and the savings are required to be returned upon demand. Nevertheless, we have not suspended payments, although we are legally entitled to do so during inspections. According to the results of the checks, I can say that we have passed all the checks to date. Of course, certain shortcomings were discovered, but those who do nothing are not mistaken. There is no talk of suspending our activities.”

The trial of the leadership of the CCP “Food Factory” Tasty and Satisfying “” began in 2022. The alleged founder of the organization, Galina Fedotova, was charged with three articles of the Criminal Code of the Russian Federation: Part 1 of Art. 210 (“Organization of a criminal community or participation in it”), Part 4 of Art. 159 (“Fraud”) and paras. “a, b” part 4 of Art. 174.1 (“Legalization of funds or other property acquired by a person as a result of committing a crime”). In addition to Galina Fedotova, her son Oleg Fedotov and his wife Tamara Fedotova were charged under similar articles of the Criminal Code. The chairmen of the cooperative, Vladimir Kosyagin and Viktor Tsedin, were charged under Part 2 of Art. 210 and part 4 of Art. 159. More than 2,600 people from different regions of the country have suffered from the activities of the cooperative. The amount of damage is estimated at 1.2 billion rubles.

As one of the victims of the activities of the SSK Anatoly, who wished not to give his last name, told Kommersant, he does not believe that only four people were involved in the crime. “We, the victims, no longer have any hope of returning our deposits. Many of them had the last money, and they wanted not only to earn money, but simply to keep what they had accumulated. We don’t care what terms the defendants get, but we want justice and that this doesn’t happen to anyone.”
