The state prosecution asked the court to send the once youngest vice-mayor of Voronezh Alexei Antilikatorov, who worked in the administration in 2014-2019, to a strict regime colony for nine years.
He is being tried on charges of taking a bribe in the amount of 1.5 million rubles. from the entrepreneur for the preservation of fairs organized with violations. Before the debate, the defendant fully admitted his guilt, but this did not affect the position of the prosecutor.
In the Central District Court of Voronezh, a debate began on the case of a particularly large bribe (part 6 of article 290 of the Criminal Code of the Russian Federation, up to 15 years in prison) against the former vice-mayor of Voronezh, 32-year-old Alexei Antilikatorov. During her speech, prosecutor Svetlana Shatirishvili stated that the version of the investigation was fully proven in court. According to it, in the spring of 2018, at that time, the deputy head of Voronezh, Alexei Antilikatorov, through his colleague, First Vice Mayor Sergei Kurilo, received a bribe in the amount of 1.5 million rubles from businessman Shamil Bitokov. for the continuation of the work of two fairs on Patriot Avenue. The company’s sites were threatened with demolition, but officials agreed to a settlement agreement. Last year, the fairs were still dismantled due to the company’s failure to fulfill the terms of the contract with the authorities.
In the spring of 2020, a criminal case against Alexei Antilikatorov was initiated by the department of the Investigative Committee of Russia for the Voronezh Region based on materials from the regional FSB. At that time, the official who headed the regional Innovation and Development Agency was detained and placed under house arrest. The former vice-mayor immediately partially admitted his guilt: according to him, he received half of the amount from his colleague – 750 thousand rubles. According to Kommersant, Sergei Kurilo was released from criminal liability due to active repentance.
During the six-month judicial investigation, Alexei Antilikatorov did not change his position. According to the defendant, upon receiving the money, he understood that he would not be able to keep his promise, since the court approves the settlement, and the decision to continue the work of the fairs was taken collectively. However, before the prosecutor’s speech in the debate, Aleksey Antilikatorov changed his attitude towards guilt: “Now I realize that I was mistaken and incorrectly qualified my actions, because I do not have legal knowledge and incorrectly interpreted the norm of criminal law.” To clarifying questions from the state prosecutor, he stated that everything was as described in the indictment.
Prosecutor Svetlana Shatirishvili doubted the sincerity of the defendant: “Unfortunately, I did not get the feeling that this was sincere repentance. One gets the impression that this is an attempt to minimize the negative consequences that will undoubtedly occur if the court finds him guilty.”
The prosecutor asked why the defendant changed his position. “I realized that I was mistaken and for two years I was in holy ignorance. I’m extremely ashamed of what I did. To a greater extent, in front of the children whom I ruined their lives. ”
