Being a Ukrainian refugee in Russia is quite profitable. But only if you were a member of the power elite and took the right side after the Maidan. “Interlocutor” was convinced of this by the example of the ex-deputy of the Verkhovna Rada Oleg Tsarev. His sanatorium earns tens of millions on government contracts.

Oleg Tsarev is one of the most prominent representatives of the “Russian spring”, the first speaker of the united parliament of the LDNR. The politician created his first business back in 1993, becoming the chairman of the Ukrainian financial insurance company “Doverie”. Later he founded a computer center, and in 1998 he began to manage the Dnepropetrovsk paper mill. In 2002 he was elected to the Verkhovna Rada.
Tsarev had four children: Maxim, Olga, Ekaterina and Igor. In July 2021, 17-year-old Ekaterina died. According to Tsarev, the cause of her death could be a medical error. “The specialists of the clinic did all the tests and studies (blood tests, cerebrospinal fluid, MRI), but did not make a correct diagnosis. If they had not made a mistake, then Katya could have been saved by pumping out the hematoma. The disease was determined only after the autopsy, ”said Tsarev.
Neither Tsarev Jr. nor his father were present at the hearings: in April 2014, three criminal cases were opened against the politician for calling for the federalization of Ukraine, the overthrow of power and the violation of territorial integrity. At that moment, he was still a people’s deputy, but soon his colleagues deprived him of his authority. Later, Tsarev was put on the wanted list in Ukraine, and he fled to Russia.
As a result, the Dnepropetrovsk District Court dismissed Maxim Tsarev’s claim. The families of immigrants who lived in his household received the right to continue to stay there without hindrance. However, Maxim himself had a place to live. A few months after fleeing Ukraine, he became the owner of a huge apartment in an elite Moscow residential complex.
As follows from the leak of the Yandex.Food database, it was at this address that Tsarev ordered ready-made food – at least from July 2021 to January 2022. Having spent a total of more than 66 thousand rubles on it. Solid expenses for a young man who does not even have a business (data from the SPARK system testify).
It is known about Tsarev Jr. that he graduated from the University of Durham in the city of the same name in the UK. The young man reports this on his page on VKontakte. The daughter of Oleg Tsarev, Olga, also studied there. In general, the former people’s deputy clearly does not spare money for children. But where does such riches come from? He himself once explained in the media that before the Maidan he was engaged in business and thus could earn a comfortable old age. But, as the “Interlocutor” found out, even in a foreign land he succeeds.
Former People’s Deputy of Ukraine Oleg Tsarev became the owner of the Dnepr and KhIItovets boarding houses in Alushta, which since 2015 have been renting his family’s firms. He paid 160 million rubles for both sanatoriums, although he had previously denied the possibility of buying them out, telling Krym.Realii that he would sue them with the Crimean government.
Sale of sanatoriums “Dnepr” and “KhIItovets” deputies of the Russian-controlled parliament of Crimea agreed on March 27. By its decision, the parliament allowed the Russian government of Crimea to sell at an open auction 19 real estate objects of the Dnepr boarding house and five objects of the KHIITovets boarding house in Alushta. This message raised questions, since since 2015 these boarding houses have been leased by Selbillyar LLC, the company of the wife and mother of the former People’s Deputy of Ukraine Oleg Tsarev, who supported the DNR and LNR groups in the Donbass and became a defendant in a criminal case in Ukraine .
According to the Russian federal auction portal, the application of this company was the only one at the auction, so the tender commission decided to conclude a sales contract with it.
“KhIItovets” cost Oleg Tsarev 60.4 million rubles, and “Dnepr” – 99.8 million rubles.
The deposit for participation in the auction of Oleg Tsarev’s company had to be made before April 26. That is, the ex-people’s deputy made the decision to buy out the sanatoriums less than a month after, in a commentary for Krym.Realii, he denied the possibility of buying out the health resorts and accused the Crimean authorities of deceit.

Crimean travel agencies are selling rooms in these boarding houses this season, although the auction documentation says that they do not work.
Earlier, the firms of Oleg Tsarev, having leased the Dnepr and Khiitovets, undertook to reconstruct them until 2064. By renting boarding houses, the Russian-controlled Crimean authorities hoped to replenish the budget, explained formerly Minister of Property and Land Relations of Crimea Anna Anyukhina.
As part of the investment agreements with Oleg Tsarev, it was planned that the Crimean government would remain the owner of Dnepr and KHIITovets, and would control a blocking stake in their shares. But in the end, the officials sold them to the first who bid.
Reference: In 2014, the General Prosecutor’s Office of Ukraine submitted a submission to the Verkhovna Rada on bringing Oleg Tsarev to criminal liability and detaining him in order to choose a preventive measure. On June 3, the Verkhovna Rada, by the votes of 235 parliamentarians, with the required minimum of 226, deprived Tsarev of his parliamentary immunity and agreed to his arrest. The investor of these projects is Selbillyar LLC. This firm, according to the Unified State Register of Legal Entities of the Russian Federation, was established back in 2008 in Dnepropetrovsk by Nina and Larisa Tsarev, the mother and wife of Oleg Tsarev. In October 2014, an LLC with an authorized capital of more than 25 million rubles was re-registered in Yalta. The director of a company specializing in the activities of sanatorium organizations is Nina Tsareva.
Sanatorium “Raduga” is a former children’s specialized (special) clinical sanatorium named after Sacco and Vanzetti, transformed after the occupation in December 2014. Sanatorium “Jubilee”, like “Rainbow”, is subordinate to the “Ministry of Health of the Republic of Kazakhstan”. According to the official website, this is “one of the modern well-equipped health resorts.” LLC “Selbillyar” acted as an investor in the reconstruction of another sanatorium – Alushta “Veteran”, previously owned by the Ministry of Labor and Social Policy of the ARC. TV channel “Dozhd”, 02.08.2016, “The family of Oleg Tsarev received the former estate of the Romanovs in the Crimea”: The family of the former speaker of the Novorossiya parliament, Oleg Tsarev, received from the state the building of the Ai Todor children’s sanatorium in Crimea. In November 2015, the Ministry of Economic Development of Crimea signed an agreement on the implementation of the project for the reconstruction of the sanatorium with Raduga LLC, which, according to the Unified State Register of Legal Entities (EGRLE), is headed by the mother of the politician, Nina Tsareva. The company has two founders – Tsarev himself (he owns 1%) and the Selbillyar company, 99% of which belongs to his wife Larisa. In a conversation with Dozhd, Tsarev confirmed this information and did not rule out that in the future he would take up the project himself.
The Tsarev family received the sanatorium for “reconstruction and development” in November 2015. Together with the buildings of Ai Todor, a land plot of 2 hectares was transferred to Tsarev. According to the documentation for the agreement, from May 2016 to December 2024, the investor undertakes to pay 254 million rubles in taxes to the state. […]
The sanatorium is located near Yalta, 175 meters above sea level. The total area of the Ai Todor territory is more than 6 hectares, of which 5.9 is occupied by a huge park where the Romanov family once walked. — Inset K.ru
