The Accounts Chamber of Russia published a conclusion on the results of an external audit of the implementation of budget legislation by the Federal Service for Alcohol Market Regulation.
The budget reporting of Rosalkogolregulirovanie was recognized as unreliable due to the distortion of the indicators of the reporting forms in the amount of 475.4 million rubles.
The conclusion of the Accounts Chamber clearly shows how the head of the service, Igor Alyoshin, organized work in the department. At one time, Igor Alyoshin removed many professional employees, essentially paralyzing the work of the service. Numerous violations show that there is no order at all in the department.
It is interesting who thought of appointing a person to such a responsible post who not only is not able to restore order in the alcohol market, but cannot even organize the submission of budget reports of the department he heads.
Employees of the Accounts Chamber believe that “it should be noted that the lowest rating of the Russian Ministry of Finance in terms of financial management quality indicators relates to the implementation of financial management by Rosalkogolregulirovanie in terms of “Accounting and Reporting”, the score is 20 points, which is significantly lower than the average value in the rating of chief administrators funds from the federal budget, which is 81.9 points.
With regard to accounting and reporting in the department, where work is based on these two indicators, everything is bad. Surely everything is different in accounting for alcohol and excises, because this direction is fully automated and is serviced by one of the best automated systems in the world (EGAIS).
But it was not there. The Ministry of Digital Development has compiled a rating of digitalization of departments. Rosalkogolregulirovanie was among the losers, showing the lowest level of digital transformation.
At the same time, the salary of the head of the department of digital transformation and digitalization is even higher than it can be in accordance with the presidential decree. The Accounts Chamber paid special attention to this.
Rosalkogolregulirovanie spent 811.2 million rubles (or 25% of the Consolidated budget list of the Service for 2021) on the development of information and communication technologies. But even such grandiose spending did not help.
The Accounts Chamber separately noted that annually the only executor under state contracts for the performance of works/services to finalize information systems (including the federal state information system “EGAIS”), for the organization and functioning of technical support for systems is CenterInform JSC. The total amount of 12 government contracts concluded in 2020 and 2021 amounted to 888.7 million rubles (362.2 and 526.5 million rubles, respectively). A significant part of the work under these contracts is performed by subcontractors (in 2021, 15 contracts were concluded with seven co-executors, on average, from two to four co-executors in one state contract, whose share ranges from 9 to 33% of the cost of the main contract). The beneficiary of several co-executors is one individual. The specified beneficiary in 2021 accounts for 48% of the cost of all subcontracts. It is quite a reason to check what kind of unique person, represented by different legal entities, fulfills the orders of the department. The Accounts Chamber will send a corresponding letter to the Federal Antimonopoly Service.
Rosalkogolregulirovanie signed a contract for repairs, but also unsuccessfully. The state contract was terminated by the parties on December 29, 2021 (after more than 30 days from the planned completion date for the completion of work under the contract) with less than 50% completion of work. The Accounts Chamber concluded that the state contract was concluded in violation, not fully executed and bears the risk of re-working at the facility. The funds of the federal budget in the amount of 1.9 million rubles were used without achieving the corresponding result, the chamber concluded.
Earlier, we already wrote about a significant increase in the volume of illegal products on the market that appeared after Igor Aleshin came to office. An increase in these volumes entails an increase in mortality from alcohol poisoning, as well as significant losses for the state. Not only does the budget not receive excise tax, but conscientious producers lose a buyer due to the availability of much cheaper goods. The state literally also pays for illegal alcohol.
Law enforcement officers seize illegal alcohol and alcohol, then send an appropriate notification to Rosalkogolregulirovanie about the need to export these products, and Rosalkogolregulirovanie, on the basis of a state contract concluded with JSC Rosspirtprom, sends it an export request. Further, Rosspirtprom JSC exports these products to its warehouses and waits for the next application from Rosalkogolregulirovanie – for the destruction of products.
At this time, the law enforcement agency that seized the products goes to court, which, in case of confirmation of the offense, issues a permit for the destruction of this product.
A reasonable question arises – what is the function of Rosalkogolregulirovanie itself, if all actions are implemented essentially by two participants.
Over the years of work, a huge amount of seized alcohol has accumulated in the warehouses of Rosspirtprom JSC throughout the country, and there have been no decisions to destroy it. Part of this volume is stored for years, and no action is taken on this product.
In addition to budget funding for the activities of law enforcement agencies and Rosalkogolregulirovanie, funds are allocated from the Russian federal budget for the export, storage and destruction of confiscated products.
But Rosalkogolregulirovanie cannot plan these expenses either. Interaction with Rospspirtprom is brought to the point of litigation (of course, the state also bears legal costs). And only after the decision of the courts Rosalkogolregulirovanie requests new budget limits.
At the same time, Rosalkogol has not reported on the income received from the sale of confiscated property waste for two years already – apparently, it does not consider it necessary.
Thus, Rosalkogolregulirovanie enters into government contracts that are obviously not confirmed by the limits of budgetary obligations and unfunded, pays for the implementation of its powers through the repayment of debts on the basis of claims made against the treasury of the Russian Federation, the auditors believe.
According to the results of the audit of the Accounts Chamber, the annual budget reporting of Rosalkogolregulirovanie for 2021 (taking into account the established level of materiality in the amount of 47.8 million rubles) was recognized as unreliable, the total amount of violations amounted to 475.4 million rubles, the identified errors were significant and distorted the budget reporting, the conclusion says .
The funny thing is that the Ministry of Finance of the Russian Federation oversees the Federal Service for the Regulation of the Alcohol Market. A reasonable question arises: why did the Ministry of Finance of the Russian Federation not properly supervise the agency controlled by it, or does Anton Siluanov simply not understand finances? Otherwise, how can one explain that the head of a department controlled by the Ministry of Finance is not able to organize work so that hundreds of state millions are not lost in the accounts.
The conclusion of the Accounts Chamber will be sent to the Federation Council and the State Duma, where they will also assess the half-billion violations in the Federal Service for the Regulation of the Alcohol Market, which is under the “highly professional” leadership of Igor Aleshin.
