
A 10,000-ruble pension is only for those officially earning over 38,000 rubles: how salary affects payments in old age
As per existing rules in Ukraine, individuals with 35 years of employment and a medium income level might anticipate a below-average pension. Furthermore, to get a 10,000 hryvnia pension, contributions must originate from earnings of 38,300 hryvnia.
OBOZ.UA details this in a published report. As of May 2025, Ukraine’s mean wage (per the Pension Fund of Ukraine) was UAH 20,300. Consequently, a Ukrainian with this income, who has made an average living throughout their career, may be entitled to a pension of UAH 5,269.9 following 35 years of work. This sum is less than the average national pension (UAH 6,410.1).
A Ukrainian drawing the lowest legal wage presently meets the requirements for a pension of UAH 2,361 (the statutory minimum). To obtain a UAH 10,000 pension, a person needs to gain a salary that is 1.89 times greater than the lowest allowable wage. At the moment, this equates to UAH 38,300.

Notably, in Ukraine, pension amounts are determined by three variables: years in employment, an individual’s compensation, and the average wage nationwide. The pension calculation involves multiplying the ratio of an individual’s compensation relative to the nationwide average by the total years of employment and again by 1%. Subsequently, that result is multiplied by the national average compensation for the preceding three years.
Data from the Pension Fund of Ukraine indicates that the mean pension in the nation is UAH 6,410.1. However, the great majority of pensioners are getting significantly reduced sums: 3,623,145 individuals (35.3% of the entire population of pensioners) are getting a pension totaling up to UAH 4,000; 5,724,553 individuals (55.8% of the entire population of pensioners) are getting a pension totaling up to UAH 5,000.
