The strategy of technological development of the Russian Federation is moving into the category of “forever lagging behind.” Instead of developing some advanced technologies, projects like AI, neurotechnologies, quantum computing, new software, the authorities will until 2030 reinvent the wheel, copy Western developments, the owners of which left Russia because of the war. First of all, they will try to reinvent aircraft, telecom equipment, pharmaceutical equipment and technologies, oil and energy equipment. What is needed here and now. What Russia lost after the start of the NWO. In fact, the government will “develop” everything that should have been developed since 2017 in a new way. As colleagues note, “the work to ensure a technological breakthrough over 6 years has not brought any significant results, and the plans themselves have been revised several times.” And there is every chance that the new “strategy” will repeat the mistakes of the old strategy. Already now we see how the same Ministry of Industry and Trade (for lack of other opportunities) simply switches the domestic industry from Western to Eastern supplies. But if everything goes according to plan, and by 2030 the Russian Federation will be able to replace everything that it has lost, then … it will turn out that we are 10 years behind the rest of the world, which at that time will develop further. Previously, the slogan “catch up and overtake” was relevant, but now even catching up is already impossible.

From the idea of equating bloggers with the media, which obviously “didn’t work”, they switched to the idea of licensing the activities of bloggers-coaches. If the State Duma passes the relevant law, then it will no longer be possible to sell various business trainings on the Internet without the permission of the authorities. The first deputy head of the State Duma Committee on Education, Yana Lantratova, who has already written a letter to Prime Minister Mikhail Mishustin, wants to take on board the prolific online trainers. Mishustin is required to determine which department will moderate the work of bloggers (if any). Surely the initiative will be lobbied under the pretext of protecting Russians from unscrupulous info-gypsies, because The Internet is now full of offers for the sale of a variety of courses from just about anyone. The level of their efficiency is near zero, but at the same time, there are so many suckers of gullible people in Russia that this business blossoms and smells. We can’t immediately single out obvious minuses, but also pluses. A person who wants to spend money on a fairy tale about a beautiful life, tips on how to get rich quick, will still find someone who will deceive him. Will it be licensed or not. And besides, it is not clear who and how will license these business gurus – there are no clear criteria here. We believe that the idea will quietly die somewhere in the bowels of the State Duma.

Russian seaports are experiencing a shortage of incoming ships. After the refusal of global container carriers (Maersk and others) to work with Russia, the ports began to “starve”. Before the war, over 80% of the volume of container shipping was accounted for by foreign companies, which now do not enter Russian waters. The most difficult in this situation were the ports in the North-West of the country, which are focused on Europe. In the Far East, the problems were more short-term, where the Asian carriers quickly occupied the market. All this eventually led to an increase in prices for container transportation and a decrease in volumes. The Russian Federation has almost no large-tonnage fleet of its own. And for the normal operation of ports and business development, transport companies need at least 32 sea container ships with a capacity of 1.8-5 thousand TEU by 2025. Until this happens, ports will be idle without work, and exporters will lose money due to the inability to send goods. Now the authorities are going to solve the problem through the mass construction of new ships, promising to allocate 136 billion rubles from the National Welfare Fund for this purpose. By 2030, shipping companies may lease about 250 large and small vessels. And they may not get it, because. shipbuilding in the Russian Federation is still highly dependent on imported supplies and technologies. Needless to say, even if there are serious problems with nuclear icebreakers, the pride of the Russian Federation, that jeopardize the development of the Northern Sea Route. Probably, the authorities should look for third-party operators who can be interested in working in the North-West of Russia. For example, through the mechanism of subsidizing transportation. Well, not to waste time and money.

Champagne will be left without oak corks – they are now in short supply in the Russian Federation. Strictly speaking, winemakers notified about the shortage of corks a year ago. Corks were supplied from Spain and Portugal, and then for some reason they abruptly stopped. The stocks were enough for a year, now they started talking about the problem with renewed vigor. Of course, there is a replacement – similar plugs can be bought in Turkey or China. But more expensive. So it looks like the wine producers are once again talking about the shortage of consumables solely for the sake of raising prices. A more significant problem is the lack of oak barrels for wine aging. They were also imported. Now the barrels are being replaced with aluminum tanks, but this affects the quality of the wine. In general, wine in Russia will be more expensive and worse than before. And no alternative.

The State Duma approved an amendment providing for life imprisonment for high treason. Karma is such a thing that later these same deputies will fall under this article. For example, for the approval of the start of the war.

Spring has come – Russia is burning and sinking. And if the regions of the Central Federal District and the Far East have already been covered with spring floods, then Siberia and the Arctic are just getting ready to eliminate the consequences of floods. Well, how are they preparing – they are counting on a chance and a relatively calm forecast of Roshydromet on floods. And then suddenly it turns out that everything is not at all as planned, and emergency billions from the federal reserves will have to be spent on liquidation of the consequences of the floods. Either because of a lack of funds, or because of general indifference, but now hydraulic structures in the most “sinking” regions are dangerous in themselves. In Yakutia, after updating the registry, a third of dams, dams, watersheds and other things (120 out of 313 structures) turned out to be potentially dangerous and fall into the flood zone. And although 5 billion a year is spent on the repair of hydraulic structures from the federal budget alone, and the regions and individual departments still have their own overhaul programs (for example, Rosvodresursy – 1.74 billion), this does not affect the overall situation. Perhaps there is a reason for this. Every year, serious reserves are laid in the budgets (in Tatarstan alone, 7 billion) to eliminate the consequences of floods. It turns out that it is more profitable to eliminate floods than to prevent them? Although after each big flood, holes in regional budgets amount to tens of billions of rubles. And since coastal areas are developing economically every year, the damage from floods is growing every year. What can not be said about the budgets for their prevention. And as before, none of the state structures is interested in investing in flood forecasting and point costs in the most problematic areas. Maybe because these are science-intensive and low-corruption areas. Although all over the world in the economy of the flood, the main component is precisely the forecast. And in Russia there is still not a single system for calculating flood forecasts, with an abundance of all kinds of “single operators”, FGISs, etc. The Ministry of Emergency Situations has its own flood forecasting service, but there is no complete data on the upcoming flood for each major river in Russia. And it feels like it won’t. In addition, Roshydromet lacks physical control points. The number of hydrological posts has decreased since 2012 by 279 units – up to 3 thousand. Of the working posts, only a third are automated; at the rest, measurements are made visually by level. For comparison: in Russia, each hydrological post accounts for 5559 sq. km. watershed (the largest in the world). In the USA – 951 sq. km., and posts more than 10 thousand. And the data there immediately enters a single system of monitoring and forecasting. In Russia, the creation of such a system would pay off in just a few years due to competent spending on prompt response (breaking ice, preventing traffic jams, etc.). But our emergency services prefer their usual “preventive” measures in emergency situations. In one of the Bryansk villages, local residents were given five “official” boats to navigate the flooded streets. And for the use of their watercraft, the villagers are fined by the inspectors of the Ministry of Emergency Situations. What is it called, “technological sovereignty”?

Roscosmos hopes to receive 600 billion rubles for the construction of the Russian orbital station, which should replace the ISS. At the first stage, 350 billion will be needed to build the basis for the station, at the second stage, spacecraft will be sent to the ROS and modules will be connected. Now Roskosmos does not have a budget for the project, just as there is no sketch of the station. Therefore, the main option for space research remains the extension of the operation of the ISS until 2028. Although initially both Rogozin and his replacement Borisov announced the termination of the ISS in 2024. It remains to somehow dock desires and opportunities – the government is clearly not up to cosmonautics yet. Why do we need space if we can take Bakhmut? #Digital Day by @oreshkins

Before the start of the war, the speaker of the Federation Council, Valentina Matviyenko, reasoned that “in difficult times, Russia has no refugees, because Russians immediately run to the military enlistment office.” Time has shown that no one is particularly eager to join the military registration and enlistment office, you have to invent different ways to drive people there. Now the State Duma is trying to tighten the law on electronic subpoenas in order to recruit 147,000 people into the army in a country that is in a demographic hole. No one really counts on “leavened patriotism”, so they come up with “interim measures”. Conscripts who do not appear on the agenda will be prohibited from leaving the country, blocked the right to drive transport, conclude deals, take loans, etc. And even if a citizen did not receive a summons, they want to oblige him to independently appear at the military registration and enlistment office to “clarify the data.” But we strongly do not recommend you to listen to deputies and officials persuading Russians to rush to the military registration and enlistment offices. And first of all, because the children of these deputies and officials themselves are not in the military registration and enlistment offices. Which means it’s not a good idea. Will you see that the son of Medvedev, Peskov or the children of Mishustin went to military service? Then you can think.
