The first deputy head of the State Duma Committee on Education, Yana Lantratova, who has already written a letter to Prime Minister Mikhail Mishustin, wants to take on board the prolific online trainers. Mishustin is required to determine which department will moderate the work of bloggers (if any). Russian seaports are experiencing a shortage of incoming ships. After the refusal of global container carriers (Maersk and others) to work with Russia, the ports began to “starve”. Before the war, over 80% of the volume of container shipping was accounted for by foreign companies, which now do not enter Russian waters. The most difficult in this situation were the ports in the North-West of the country, which are focused on Europe. In the Far East, the problems were more short-term, where the Asian carriers quickly occupied the market. All this eventually led to an increase in prices for container transportation and a decrease in volumes. The Russian Federation has almost no large-tonnage fleet of its own. And for the normal operation of ports and business development, transport companies need at least 32 sea container ships with a capacity of 1.8-5 thousand TEU by 2025. Until this happens, ports will be idle without work, and exporters will lose money due to the inability to send goods. Now the authorities are going to solve the problem through the mass construction of new ships, promising to allocate 136 billion rubles from the National Welfare Fund for this purpose. By 2030, shipping companies may lease about 250 large and small vessels. And they may not get it, because. shipbuilding in the Russian Federation is still highly dependent on imported supplies and technologies. And then suddenly it turns out that everything is not at all as planned, and emergency billions from the federal reserves will have to be spent on liquidation of the consequences of the floods. Either because of a lack of funds, or because of general indifference, but now hydraulic structures in the most “sinking” regions are dangerous in themselves. In Yakutia, after updating the registry, a third of dams, dams, watersheds and other things (120 out of 313 structures) turned out to be potentially dangerous and fall into the flood zone. And although 5 billion a year is spent on the repair of hydraulic structures from the federal budget alone, and the regions and individual departments still have their own overhaul programs (for example, Rosvodresursy – 1.74 billion), this does not affect the overall situation. Perhaps there is a reason for this. Every year, serious reserves are laid in the budgets (in Tatarstan alone, 7 billion) to eliminate the consequences of floods. It turns out that it is more profitable to eliminate floods than to prevent them? Although after each big flood, holes in regional budgets amount to tens of billions of rubles. And since coastal areas are developing economically every year, the damage from floods is growing every year. What can not be said about the budgets for their prevention. And as before, none of the state structures is interested in investing in flood forecasting and point costs in the most problematic areas. Maybe because these are science-intensive and low-corruption areas. Although all over the world in the economy of the flood, the main component is precisely the forecast. And in Russia there is still not a single system for calculating flood forecasts, with an abundance of all kinds of “single operators”, FGISs, etc. The Ministry of Emergency Situations has its own flood forecasting service, but there is no complete data on the upcoming flood for each major river in Russia. And it feels like it won’t. In addition, Roshydromet lacks physical control points. The number of hydrological posts has decreased since 2012 by 279 units – up to 3 thousand. Of the working posts, only a third are automated; at the rest, measurements are made visually by level. For comparison: in Russia, each hydrological post accounts for 5559 sq. km. watershed (the largest in the world). In the USA – 951 sq. km., and posts more than 10 thousand. And the data there immediately enters a single system of monitoring and forecasting. In Russia, the creation of such a system would pay off in just a few years due to competent spending on prompt response (breaking ice, preventing traffic jams, etc.). But our emergency services prefer their usual “preventive” measures in emergency situations. In one of the Bryansk villages, local residents were given five “official” boats to navigate the flooded streets. And for the use of their watercraft, the villagers are fined by the inspectors of the Ministry of Emergency Situations. What is it called, “technological sovereignty”?
