The former head of the OFAS for the Leningrad Region, Alexei Pleteshkov, is a well-known figure in the region. He headed the regional antimonopoly agency from 2014 to 2021. All relatively large purchases (over 30 million rubles) were carried out only through the regional State Order Committee. The arrest of Tokarev is not the first one connected with the long-suffering construction. In 2019, in a departmental parking lot near the old building of the Ministry of Internal Affairs for the Yaroslavl Region in the center of Yaroslavl, Yevgeny Terekhov, deputy head of the logistics department of the Ministry of Internal Affairs, was red-handed while receiving a bribe. He received a total of more than 9 million rubles. from a representative of the general contractor and in 2020 was sentenced to seven and a half years in a strict regime.
