Article 19 of Federal Law No. 414-FZ “On the General Principles of Organization of Public Power in the Subjects of the Russian Federation” states that State Duma deputies, like senators, cannot have their own business. But in practice, many deputies owned a business before joining the Duma, and not all of them are eager to get rid of it. As a rule, it is issued to figureheads, but the same servant of the people remains the actual owner. In 2017, the Investigative Committee accused the heads of Promsvyazbank, the brothers Dmitry and Alexei Ananiev, of creating an organized group to withdraw to Cyprus (read – embezzlement) funds in the amount of more than 87 billion rubles. The Ananiev brothers went on the run and are now on the international wanted list. But they still have property that enterprising and influential people will quickly “attach legs” to. For example, one of these assets is a plot of 45 hectares in the Moscow region, which is claimed by a certain Krona LLC. The owner of the company is Marietta Arakelyan, but experts believe that the current State Duma deputy from United Russia, Vladimir Kononov, may be the real owner of the structure. And Krona LLC, apparently, was created in 2022 precisely for this deal. An area of ​​45 hectares can be used with great benefit. Build, for example, a recreation center or a cottage village. The investment portfolio is estimated at around 2 billion rubles. The same Arakelyan, through Yakhromapark LLC, owns the prestigious Yakhroma ski resort, which is also associated with deputy Kononov. In addition, Marietta Arakaelyan turned out to be the owner of another company – Ganz LLC. The structure was created just the other day, on March 29, 2023. Probably another big deal. Vladimir Kononov has always been considered a man of the ex-governor of the Ulyanovsk region Sergei Morozov. It was he who brought Kononov into big politics back in 2012. And he immediately got into a scandalous situation. Kononov was convicted of the fact that he, being a deputy of the State Duma of the VI convocation, continued to be the chairman of the Board of Directors of the Concor Group of Companies, which he had previously owned for 20 years. Then he managed to get out, although open sources claim that he left the owners of Concor only in 2022. It turns out, after the next election as a deputy of the State Duma. This is a direct violation of federal law. It is also known that Kononov has a personal helicopter. The deputy does not deny its presence, several years ago it was declared. But the fact that for a certain fee you can fly this helicopter around the very Yakhroma resort was no longer indicated in the declaration. And, perhaps, the helicopter is the only thing that deputy Kononov will remember for his voters. Since he did not solve any of the burning problems of his district, such as water shortages in the Sengileevsky district, in the villages of Tushna and Shilovka. Yes, and at the workplace, he does not shine with activity: among 450 deputies of the State Duma, he occupies 306th place.

On March 16, 2023, the Arbitration Court of the Samara Region continued the trial between the administration of the Volzhsky District and the Dubovo-Umetsky plant. The stumbling block was a land plot located in the Volzhsky district on a land plot 3 km southwest of the village of Oak Umet. It follows from the materials of the case that the plant owns capital construction facilities located on the lands of industry, energy, transport, communications and other special purposes. And this site belongs to the manufacturer of meat and bone meal on the right of permanent perpetual use. He received it back in 1974 by the Order of the Council of Ministers of the RSFSR, put on the cadastral register in 2003. Representatives of the vetsanutilzavod came to the administration of the Volzhsky district with a proposal to buy this land. The leadership of the district refused, citing the fact that it belongs to the lands of the forest fund. However, it turned out that this site only partially belongs to the forest fund and is located in quarter No. 14 of the Dubovo-Umetsky district forestry. The right of ownership of the Russian Federation is registered for this site, which is recorded in the Unified State Register of Rights to Real Estate and Transactions with It. As a result, the court ruled to exclude the land plot from the state register of forest fund lands. In response, the administration of the Volzhsky District filed a lawsuit against VPMM Dubovo-Umetsky for unjustified enrichment and demanded more than 6 million rubles for the use of this land plot from 2017 to 2022. The defendant disagrees with the claims. This is not the only lawsuit between the recycling plant and the Ministry of Forestry. In the summer of 2020, when inspecting land plots near the village of Duboviy Umet, foresters revealed that the vetsanutilzavod poured untreated wastewater onto the protected lands of the Preobrazhennaya Steppe natural monument. The company came under administrative punishment. The fine amounted to only 300 thousand rubles. with damages of 16 million rubles. In March 2021, the district court received a lawsuit from the Ministry of Forestry to recover 15.91 million rubles from the plant for the impact on the state of a specially protected natural area. On March 24, 2022, by the decision of the Arbitration Court, the claims were partially satisfied, a little more than a million rubles were recovered from the plant. The Ministry of Forestry, disagreeing with the amount, appealed to the cassation instance. On December 8, 2022, the cassation instance decided to return the case for a new trial to the first instance. The meat and bone plant has already had repeated claims from the supervisory authorities. In 2020, violations at the enterprise were revealed by the Rosselkhoznadzor. The audit documented a violation of sanitary standards, when animal corpses, blood, expired products and other biological waste were in disorder right on the territory of the plant.
