The official’s family owns four land plots with a total area of ​​2.4 thousand square meters, a garage and an apartment of 67 “squares”. The husband drives a UAZ Patriot, and his wife drives a Kia Ceed. Recall that the case of Krasnoyarsk athletes appeared last fall, when the first defendant, Maxim Kuznetsov, was detained. But in the electronic register of Rostekhnadzor there is no information about the license for the operation of fire-explosive and chemically hazardous production facilities of classes 1, 2 and 3 at the plant. On the other hand, the Kargapol Nefras Plant and the Kosobrodskaya Tank Farm have documents of unlimited validity, the assignment of which was negotiated by representatives of the oil-bitumen plant, which were eventually refused. In March last year, the Ural Department of Rostekhnadzor caught the plant operating without a license, and besides, production control over compliance with industrial safety requirements was not organized at its site. The issue of ownership of production capacities has also not been resolved: the plant owns three of the four oil refineries with a capacity of 50 thousand tons each, located on its territory; its former owners leased another unit from LeasingPromHold LLC, but later it turned out to be mortgaged on loans from Sberbank. After non-payment of lease payments, Otkritie FC Bank, which bought out the lessor’s claims, obtained the termination of the contract in court, securing its right to the oil refinery. “Kargapol Nefras Plant” challenged the decision in an appeal. In turn, the management of the oil-bitumen plant declares its intention to buy out the unit located on its territory after the end of the proceedings and the determination of its owner. Market participants note that Tarnavsky is interested in the oil depot as a transshipment point, as well as the return of debts accumulated before him by the Kargapol plant. In turn, the direction of oil refining was given to Muratov’s structures, which received the industrial complex for operational management.

The ex-mayor of Feodosia Andrei Lebedev was immediately suspected of several criminal sins. In just six months as head of the city administration, he managed to do a lot of things. One of his biggest misdeeds is the squandering of land. The scheme was that the municipality sold the plots for a penny, and then they were resold for millions. And most often it concerned the coastal, the most elite part of the city. The plots, as a rule, went into the hands of local businessmen who were closely connected with Lebedev. One of the plots, which at the cadastral price cost about 80 million rubles, was sold for only 16 million. And then they got as much as 300 million rubles from him. The margin is simply cosmic. How the funds were then distributed, investigators now have to find out. By the way, while this criminal case is shrouded in secrecy. None of the law enforcement agencies have yet publicized this. Lebedev was taken into custody by the court. He will be in jail at least until the end of March this year. The ex-official served as mayor from the end of 2021 to July 2022.
