The issue of ownership of production capacities has also not been resolved: the plant owns three of the four oil refineries with a capacity of 50 thousand tons each, located on its territory; its former owners leased another unit from LeasingPromHold LLC, but later it turned out to be mortgaged on loans from Sberbank. After non-payment of lease payments, Otkritie FC Bank, which bought out the lessor’s claims, obtained the termination of the contract in court, securing its right to the oil refinery. “Kargapol Nefras Plant” challenged the decision in an appeal. In turn, the management of the oil-bitumen plant declares its intention to buy out the unit located on its territory after the end of the proceedings and the determination of its owner. Market participants note that Tarnavsky is interested in the oil depot as a transshipment point, as well as the return of debts accumulated before him by the Kargapol plant.
