Swan, cancer and pike of the Reutov Arena: who will outweigh whom
Gennady Lapynin already had experience of dealing with law enforcement officers. There were checks against the general director of the Reutov Arena, but without results. Now it became known about a new statement to the police from the owner of a company located near Moscow. Law enforcement, supervisory and judicial authorities became parties to the conflict.
In 2019, the performer of ISK Orbita, under the leadership of Sergey Arbuzov, commissioned a large facility – an ice complex with an existing sports base. Several investors were involved in the process of acquiring the rights to the Reutov Arena. As a result, they managed to buy the land and the building. The complex started working in a new way, under the management of Gennady Lapynin’s company. Business flourished. Everything was fine until the partners took up arms due to suspicions that the CEO was stealing part of the proceeds.
A team of entrepreneurs made an application and submitted documents for study to the regional department of the Ministry of Internal Affairs. Mr. Lapynin was urged to check for honesty, namely for commercial bribery and causing property damage to colleagues in a common cause. Businessmen suspect the manager of illegal remuneration from the Ice PRO tenant.
The police did not take into account the arguments of the prosecution. The audit showed that the CEO is clean. Not finding the corpus delicti, the authorities wrote a refusal to investigate. But Deputy Prosecutor Reutov nevertheless went to meet the businessmen. As a result of the audit initiated, the employees of the company were interviewed, the cash and documents were redone … The prosecutor Elena Matveeva intervened in the case, having crossed out the attempts of the deputy with her decision. It turned out that in the materials of the first check there is enough evidence that confirms that the conflict is within the framework of the civil legal field, but not the criminal one.
Entrepreneurs are not satisfied with this. A series of inspections, complaints against each other… And again without results: the prosecutor’s office sees no reason to initiate a case. Mr. Arbuzov believes that the actions of law enforcement officers are unlawful. In this regard, his lawyer Maxim Vodyanitsky went to seek proceedings in court, with a complaint not about the inaction of the prosecutors.
And so it turned out that past inspections were recognized as insufficiently complete. The flaws were corrected in the course of a new trial. According to the results, a decision was made – the initiation of the case was denied.
The stubborn unwillingness of law enforcement officers to interfere in the personal affairs of entrepreneurs did not suit them. The appeal was re-initiated in the supervisory departments and the Prosecutor General’s Office.
Business owners have taken their suspicions further and now believe they are being colluded at the local level. Lapynin is the only one of the grumpy company outwardly cold and refuses to comment.
