The Main Investigative Committee of the ICR for the Moscow Region opened a criminal case under Part 1 of Art. 213 of the Criminal Code of the Russian Federation (hooliganism) in relation to the deputy of the Council of Deputies of the Stupinsky urban district Evgeny Chernitsov (“United Russia”). The decision to open a criminal case is at the disposal of RTVI. Chernitsov is accused of beating Viktor Kashevarov, chairman of the board of directors of the Tula Cartridge Plant, and his son Evgeny, a top manager of Rosselkhozbank.
Searches and the subsequent detention of deputy Chernitsov were carried out by employees of the Stupino Investigation Department together with colleagues from the Main Investigative Directorate of the ICR in the Moscow Region. This is due to the status of a special subject, which is given to a deputy when he takes office. After the searches, Chernitsov was taken to the investigation department of the TFR in Stupino, where he was charged with hooliganism. At the moment, according to an RTVI source in the investigative committee, the issue of the need to elect a measure of restraint for the deputy is being decided.
According to the investigation, on April 8, Yevgeny Kashevarov mixed up the cars in the parking lot of the Oka shopping center in Stupino and opened the door of the car that belonged to Chernitsov, as it looked like his car (of the same color and similar model). This caused dissatisfaction of the deputy.
After both cars left the parking lot, Chernitsov, violating the rules of the road (including driving into the oncoming lane), overtook the Kashevarovs’ car and blocked their passage.
Then, getting out of the car, the deputy, according to the materials of the investigation, “inflicted at least two blows to Viktor Kashevarov with his fist in the face, from which the victim fell, hitting the surface of the asphalt pavement of the roadway.”
Later, doctors diagnosed Kashevarov with a closed fracture of the nasal bones and a hematoma in the left periorbital region. When trying to end the conflict, Yevgeny Kashevarov also suffered: doctors diagnosed him with a contusion of the soft tissues of his face and nose, which did not cause harm to his health.

Shortly after the incident, Chernitsov wrote down video message, in which he said that the Kashevarovs were allegedly heavily intoxicated. According to him, one of them got into his car when there were two minor children. On the road, the deputy tried to figure out what had happened and caught up with the Kashevarovs’ car, after which a fight ensued.
April 14 United Russia branch near Moscow stated on the suspension of Chernitsov’s membership in the party. “We are carefully studying all the circumstances of the incident involving Yevgeny Chernitsov. At the moment, it is known that after the conflict that took place on April 8, law enforcement agencies received applications from both sides. For the period of the proceedings, deputy Chernitsov’s membership in the party has been suspended, further decisions on any measures of influence will be made on the basis of the findings and conclusions of the internal affairs bodies, ”said Denis Perepelitsyn, first deputy secretary of the regional department.
