State Duma Deputy Alexander Khinshtein summoned to court

The deputy announced this in his TG channel, without specifying, however, the wording of the statement of claim.

– He demands to refute the fact that he gave a bribe to Efanov (which I did not directly accuse him of), as well as attempts to transfer money “under me” (which I did not receive).

This crystal-clear man, previously dismissed from service at the request of the prosecutor, estimated his “moral suffering” at 3 million rubles, the deputy said.

At the same time, he calls Kurylin a millionaire, as well as “a friend and confidant of Alexander Efanov, the deprived of authority” gold “chairman of the 6th Cassation Court.”

Mr. Khinshtein recalls that “he convicted Mr. Kurylin of handing Judge Efanov an expensive foreign car Toyota Sequoia for personal use.”

– Is it a bribe or something else (considering that Kurylin’s firms were suppliers of the 6th cassation and regularly participated in courts accountable to her) – the authorized bodies will decide. Checks continue, – said the deputy.

Earlier, the parliamentarian sent requests to the prosecutor’s office demanding to check the fact that Efanov used a luxury Toyota Sequoia SUV worth 10 million rubles. It was provided by a company associated with Alexander Kurylin.

Efanov and Kurylin explained this fact with a lease agreement from 2019: the head of the 6th cassation rented a foreign car for personal use. Khinshtein at the same time found out that the judge did not indicate it in the annual declarations of property and income. And he considered it a violation of anti-corruption legislation and the code of judicial ethics.

The regional Investigative Committee of the Investigative Committee of the Russian Federation twice refused to initiate a criminal case on the fact of giving a bribe by a car. The checks were carried out at the request of Kurylin himself, who thus refuted the information about giving a bribe by a car.

Later, he noted that this did not help Efanov: the HQCC decided to terminate the powers of the chairman of the 6th Cassation Court ahead of schedule. The regional prosecutor’s office canceled the refusal decision for the second time.

Kurylin’s surname also appears on Khinshtein’s tg channel and in connection with an alleged attempt to bribe a deputy personally. He wrote about this on May 12.

– Without waiting for the end of the checks, Efanov’s friend and one of the defendants in the scandal, the owner of the Ton-Avto Group of Companies, Alexander Kurylin, tried to give a bribe to get away with it. The money was intended … for me, – the parliamentarian argued.

According to Khinshtein, a certain lawyer Mamontov acted as an intermediary, claiming “that he would “close” all issues with me, as with the main initiator of the checks, as well as with employees of the regional prosecutor’s office.” The services of the deputy and law enforcement officers, according to Khinshtein, were allegedly estimated at 50 thousand euros.

– However, during the negotiations, Kurylin, apparently, suspected something was wrong and filed a statement with law enforcement agencies. I do not rule out, however, that the calculation was to compromise me, thereby disavowing my accusations, Khinshtein argued.

Further negotiations between Kurylin and Mamontov were conducted under the control of the security forces, and the latter was detained during the transfer of money. Mamontov admitted that he decided to make money on the conflict of the parties, the money received, according to the deputy, “the swindler, of course, planned to appropriate it.” He fully admitted his guilt and is now under house arrest.

Alexander Kurylin is a native of Tolyatti. He went into business after serving in the army in 1990. Then he joined the Liberal Democratic Party, where he rose to the rank of a financier in the central office of the Liberal Democratic Party (1992-1997).

He was acquainted with the president of AvtoVAZ, Vitaly Vilchik. According to The Moscow Post, Kurylin worked for more than a year as the director for the supply of cars and spare parts for them at AvtoVAZ.

This experience helped him create his own company, Ton-Avto, which also sold Japanese SUVs. Then he allegedly received the nickname “Sasha Lexus”.

In 2008, Kurylin was elected mayor of Zhigulevsk for 5 years. Then he appeared in a scandal with RusHydro, demanding 140 million rubles from the Zhigulevskaya HPP for the operation of two land-use facilities. But the Samara Arbitration Court denied the claim.

As BV found out, since May 19, Alexander Kurylin is again listed as the head of several car sales companies. In some of them, he is also the founder, in others the founder is his wife Svetlana. The oldest and most profitable company is Ton-Avto JSC, in which Kurylin was once the founder. She has been in the auto wholesale business since 1999. Revenue for 2022 amounted to 3.2 billion rubles (down 48%), net profit – 342 million rubles (down 8%).
