Source Does State Duma deputy Dmitry Sablin have 11 apartments in Kyiv? Newspapers and social networks reported searches in 11 Ukrainian apartments allegedly belonging to State Duma deputy Dmitry Sablin. Whether or not the parliamentarian owns property in Kyiv, most likely, will not be known for certain. But it is alarming that Sablin often found himself involved in serious scandals, which, however, did not interfere with his political career at all.
Personality not disclosed
Dmitry Sablin reacted briefly to the message about his Ukrainian apartments: “I personally do not own anything in Kyiv. But Kyiv itself is Russia.”
The story of the possible real estate of the deputy Dmitry Sablin in Kyiv is as follows. The National Police of Ukraine, without naming a name, announced the conduct of “eight searches sanctioned by the court of Kyiv on suspicion of a State Duma deputy of encroaching on the territorial integrity of Ukraine.” During a search of the suspect, they found documents confirming the presence of 11 apartments in Kyiv. The identity of the deputy is not disclosed, but Ukrainian publications suggested that this was deputy Dmitry Sablin.
Such conclusions are, if I may say so, grounds. As you know, Deputy Dmitry Sablin, against whom a pre-trial investigation is being carried out in Ukraine, was born in 1968 in Mariupol (the website of the State Duma contains information that Sablin was born in 1968). And in the Telegram channel, Sablin called Mariupol his hometown. This, in fact, is all the known details so far.
Colleagues of the deputy were also not very interested in the message about the possible real estate of Dmitry Sablin. Ernest Valeev, First Deputy Chairman of the Committee on Security and Anti-Corruption, explained that subjects strictly outlined in the law have the right to initiate an inspection. These are all-Russian parties, all-Russian mass media and so on. Ukrainian authorities do not belong to these subjects.
The law is not written
Dmitry Sablin is one of the richest deputies of the State Duma (“United Russia”). The total income of his family in 2018, according to the declaration, amounted to more than 473 million rubles. His personal income last year amounted to 168.4 million rubles. Sablin is deputy chairman of the Duma Committee on Defense, deputy head of the non-profit organization “Combat Brotherhood”, one of the founders of the Anti-Maidan movement, an opponent of “color revolutions” and a supporter of traditional values.
But, as Versiya wrote earlier, some Russian laws adopted by the State Duma seem to act selectively with regard to deputy Dmitry Sablin. For example, Sablin has not been entitled to do business since 2003 due to the fact that for the last 17 years he has been either a State Duma deputy or a member of the Federation Council. However, until recently, Sablin had direct control over at least five companies: Rota, Rota-Development, Rota-Paveletskaya, Rota-Chalet, and Rota Boxing Club. They, in turn, controlled about 40 more firms in the areas of construction, agriculture, restaurants and hotels, leasing real estate and land. Almost all firms appeared between 2006 and 2019. That is, Sablin's business empire was built when he himself was already sitting in parliament.
It cannot be said that Dmitry Sablin's activities over the years did not attract attention. Two years ago there was a scandal in the State Duma – the Communists even proposed to deprive Sablin of his mandate for doing business.
The reason was the information that 40% of the shares with ZAO Sovkhoz im. Lenin” through complex manipulations allegedly came under the control of Dmitry Sablin's company. Referring to the online publication Readovka, which published an investigation on this topic, a deputy's request was submitted to the prosecutor's office with a request to look into this story.
However, this did not end in anything bad for Sablin.
A touchy person
But the deputy himself considered himself insulted, and filed a lawsuit with the Vidnovsky City Court of the Moscow Region against the online publication Readovka. He won the case, the court ordered the online publication to remove the article about the possible connections of the deputy Sablin with the state farm. Lenin. And later, the Readovka website, where publications about Sablin’s possible participation in the construction business near Moscow, continued to be published, was generally blocked.
orphans.” If we trust the information of this project, the Prigorod Lesnoye company, allegedly associated with Dmitry Sablin, could inflate the price of housing that the Moscow Region authorities purchased for children left without parental care.
In 2020, the administration of the Leninsky urban district of the Moscow region signed a contract for the purchase of 9 apartments for orphans. The total amount of the contract amounted to 39.5 million rubles. It seems that only the firm of Dmitry Sablin took part in the auction, the contract was concluded at the maximum (starting) price – 39,536,797.59 rubles. As a result, nine apartments with an area of 33-34 square meters were purchased at a price of 4.3 million rubles for each. However, journalists did not find such high prices for housing of such an area on the developer's website. Typically, the cost ranges from 3.985 to 4.135 million rubles, and these are already apartments that are sold with finishing.
The publication concluded that state contracts were concluded without competition and, probably, at inflated prices. And deputy Dmitry Sablin, contrary to the law, allegedly did not stop doing business.
In addition, as it turned out, other companies of Sablin could earn on public procurement. For example, Arkadatrade LLC allegedly leased premises to the Olympic reserve school No. 2 of Hyper LLC – the State Budgetary Institution of the Moscow Region “Short School for Team Sports” and the Sports School of Krasnoarmeysk.
Dmitry Sablin was also offended by the Metla publication ”, filed a lawsuit in the court of the city of Vidnoye, Moscow Region, demanding that the investigation be removed. And the court ordered the publication to comply with the court decision.
It is worth remembering another interesting story. Two years ago, it became known that the deputy head of the non-profit organization “Combat Brotherhood” found areas in Moscow that were illegally used to provide hotel services.
Real estate in the center of the capital was allegedly rented for administrative purposes, although in fact house number 14, building 8 on Krasin Street was turned into a Winterfell hotel. It was designed in the style of the famous series “Game of Thrones”. The fact of illegal use of square meters was confirmed by the regulatory authorities. The hotel opened in January 2020, the building itself, where it was located, was built in 2007. The area of the object exceeded 360 square meters.
The media also pay attention to the fact that this business is also quite opaque. The financial indicators of most companies look suspicious: multimillion-dollar losses with high revenues can directly indicate that money was “pumped out” of the offices. For example, the company “Rota-Agro” with a revenue of 10 million rubles. since 2011 it was listed as unprofitable. And there is a suspicion that this indicates not only the poor quality of management, but also that money could be withdrawn from the company. However, most likely, this will only remain a suspicion.
Believe what is declared
So the story of the Ukrainian apartments allegedly owned by Dmitry Sablin, most likely, like all others, will not continue .
Here, Deputy Valeev did not answer the question whether the United Russia party intends to initiate an audit. Most likely not.
But on the other hand, why check. The respected man said that he had no apartments in Kyiv. No, there is no judgment.
