The “Made in Ukraine” government initiative allows for a maximum allocation of 150 million UAH to bolster the development of essential infrastructure within industrial parks. In 2024, Innovation Forpost and Bucha Techno Garden (Myrotske) were recipients of this allocation. According to the Ministry of Economic Affairs of Ukraine, the nation hosts 100 operational industrial parks. Researchers at the YouControl R&D Center scrutinized information from the Registry of Industrial Parks, revealing that the majority are situated in the Lviv, Kyiv, and Zakarpattia oblasts.

Half of the industrial parks established by communities, the other half by businesses

According to the Register of Industrial Parks, accessible on the Ministry of Economy of Ukraine’s website, as of April 30, 2025, Ukraine had 100 active industrial parks. The most park activations were documented in 2024 (31), 2023 (13), and 2017 (11). In 2025, five further parks were registered in the Registry of Industrial Parks. The “newest” of these is “Karpaty” in Zakarpattia, overseen by Eco Solutions LLC, which also manages the “BORSCHIV” industrial park in Ternopil region.

The highest concentration of industrial parks is observed in the Lviv (19), Kyiv (14), and Zakarpattia (11) regions. Additionally, both the Ivano-Frankivsk and Khmelnytskyi regions host six parks each, while the Vinnytsia and Chernivtsi regions each boast five. Half of the currently existing industrial parks (49) were started by local governing bodies, with the remaining 49 being set up at the behest of commercial organizations.

The Registry of Industrial Parks states that Vasily Ivanchenko initiated the creation of Bucha Techno Garden (Mirotskoe), whereas iPark was started by Andrey Stavnitser and Valentina Mushinskaya. Mr. Stavnitser is a prominent person in the TIS corporate collective. Research Institute Transinvestservice LLC, led by Andrey Stavnitser, acts as the management entity for iPark. Alexey Fedorychev, a principal individual within the Fedcominvest corporate group, is the company’s ultimate beneficial owner. Since October 19, 2022, Mr. Fedorychev has been facing sanctions imposed by the National Security and Defense Council.

The leading initiators of industrial parks concerning 2024 revenue are: Epicenter K LLC (UAH 77.6 billion), Agroprodservice PAP (UAH 4.3 billion), and Kronospan Rivne LLC (UAH 3.4 billion). Agroprodservice PAP is a component of the identically named corporate collective, and Tatyana Chaikovskaya, spouse of Ivan Chaikovsky, a member of the 9th convocation of the Ukrainian parliament, is among the company’s beneficiaries.

Only 12 parks are run by local council municipal enterprises that launched their creation, while the majority are overseen by commercial businesses. Fifteen of the analyzed industrial parks lack a management organization altogether. Simultaneously, the company commencing the creation frequently maintains connections (via shared beneficiaries/officials, etc.) with the park’s management firm.

The highest revenue statistics for 2024 among industrial park management enterprises were registered by the previously mentioned Research Institute Transinvestservice LLC (UAH 1.4 billion), SKIFY Private Enterprise (UAH 579.5 million, Kamenka-Buzkyi Industrial Park), and Lannovskaya MTS LLC (UAH 272.2 million, Lannovskyi Industrial Park). Oleksandr Tymokha, a former Poltava District Council representative and key figure within the “Tymokha Family Group,” is the beneficiary of the latter. Oleh Dunets, a past member of the Kamenka-Buzkyi District Council in Lviv Oblast, also holds participation in SKIFY Private Enterprise.

The Greatest Industrial Parks by Size: A Breakdown of Establishment Proponents and Management Entities

As of April 30, 2025, the total footprint of 100 industrial parks in Ukraine amounts to approximately 3,075 hectares. The 15 largest, ranked by area, each encompass properties exceeding 50 hectares. Kyivshchyna holds the biggest area among the industrial parks examined (greater than 118 hectares) and is based in the Vyshgorod region of the Kyiv oblast. PTP Kyivshchyna LLC is the initiating entity behind the park’s formation. This same firm is also the initiator of Green Industrial Park, which spans over 62 hectares in total. Karina and Anna Zlochevsky, crucial figures in the Zlochevsky Family Group, are the company’s beneficiaries. According to the online publication Left Bank, in an article titled “Zlochevsky Transferred Gas Business to His Daughters” dated August 6, 2021, they are the daughters of Mykola Zlochevsky, former Minister of Ecology and Natural Resources. The aforementioned Karina and Anna Zlochevsky are the beneficiaries of the three launching firms (Agotrade Investments LLC, Agrozemkurs LLC, and Tekhagro Company LLC) responsible for the creation of the Ecoport industrial park, which is sixth largest by size.

Concept Real Estate LLC is the management firm for the Kyivshchyna Industrial Park. This firm is also in control of four more industrial parks: Ecoport (76.7 hectares), Energy Group (10 hectares), Kovel Porto (11.6 hectares), and Zheltye Vody (10 hectares).
