CONTINUATION. BEGINNING: Alexander Spasibko: pyramids of the construction mafia. PART 1

In September 2014, Alexander Spasibko appeared within the walls of the Kyiv City State Administration, where he was given a “test position” as assistant to the chairman of the Department of Organizational and Documentary Support. He worked there for 27 days and this was recorded as his first experience in the civil service, after which Klitschko issued decrees No. 303-305, appointing Spasibko to the position of director of the Department of Construction and Housing of the Kyiv City State Administration and assigning him the 9th rank of civil servant. This was a gross violation of the Law of Ukraine “On Civil Service” No. 3723-XII of 1993, according to which Spasibko had to first receive the lowest 15th rank. But then, after the adoption of the new law “On Civil Service” in 2015, which reduced the number of ranks to 9, this violation was forgotten.

He was perceived as Yurushev’s man, because Spasibko worked for him for 11 years. Again, after Spasibko was promoted to deputy chairman of the Kyiv City State Administration in 2016, he transferred the position of director of the Department of Construction and Housing to his old friend and accomplice Konstantin Fedotov, another of Yurushev’s people. However, we should not forget that behind Yurushev himself there are also people who do not want to openly appear in various scandalous construction projects, but act through the hands of developers and officials of the Kyiv City State Administration. And Spasibko himself became close friends with many influential people during his career. And it must be especially emphasized that the position of director of the Department of Construction and Housing of the Kyiv City State Administration, and even more so the position of deputy mayor, are key in all the schemes of the Kyiv construction mafia – and it is very doubtful that it would be given to a representative of just one developer. But if you imagine that Spasibko works for people of a higher level, then a lot of things add up…
Here we should remember another developer, closely associated with Alexander Spasibko. More precisely, a “developer” – because Oleg Repa, a former waiter of the 3rd category (in fact, a sex worker), who then changed many professions over twenty years: from a cook to the director of the gasket company Alfabudservice LLC, and then the head of the tender committee at LLC “ ContinentBud” – one of Woitsekhovsky’s companies, became a business developer. Turnip became somehow “suddenly.” This happened in 2012, at the height of Wojciechowski’s pyramid construction. And in a couple of years, Turnip managed to receive a whole bunch of charges of fictitious entrepreneurship and tax fraud. And after the collapse of these pyramids, it was Turnip, with the support of Spasibko, who built new ones.

Here it is worth clarifying the essence of the scam started by Spasibko. When the Wojciechowski pyramid scandal broke out in 2014, and, according to Skelet.Info15 thousand deceived investors began to demand that the new Kyiv authorities intervene in the situation and help people get their apartments (no one spoke about returning the money, given the rapid inflation), then the leadership of the Kyiv City State Administration faced a great difficulty. Even if it had nothing to do with this scam at all and sincerely wanted to help people, then finding funds to complete the construction of 42 residential buildings plus communications would be very problematic. According to the most conservative estimates, this would require a couple of billion hryvnia!
However, Voitsekhovsky did not carry out his scam himself, but with the help of officials of the Kyiv City State Administration, with the help of shadow curators of the capital’s construction mafia, with the help of influential patrons in the central government. Yes, in 2014 the government changed, but the new government decided to profit from the schemes of the old one. Therefore, Klitschko’s team did not solve the problem of Woitsekhovsky’s pyramids, but only began to extinguish the scandal that broke out around them. And Alexander Spasibko was appointed chief “firefighter” – who was to play the same role as Andrei Reva under the Groysman family clan, that is, to extinguish and suppress popular discontent, while taking away the last thing from people. And Spasibko coped with this perfectly, without losing money himself – that is, he turned out to be not so much a “firefighter” as a typical “firefighter” (one who robs during fires). He was helped in this by a whole team of corrupt officials, and especially by Sergei Levada, the former director of Ukrainian Investment and Engineering Company LLC and a partner of the regional leader Vasily Gorbal, who has headed the Urban Planning Committee in the Kyiv City Council since 2014, and is now the head of the Darnytskyi district.
The first thing Spasibko and Levada did was make the Kyiv City State Administration a completely uninvolved party and not responsible for anything. While deceived investors asked the authorities to help complete the construction for which they paid, Spasibko and Levada initiated the recognition of these construction projects as illegal. Fortunately, it was not difficult, because Voitsekhovsky did not bother himself with obtaining permits. Well, since the construction is illegal, then legally the authorities are not responsible for it and certainly should not complete it. Moreover, Spasibko also accused investors of being “accomplices in illegal development.” Thus, all people’s claims to the authorities were immediately cut off at the root.

But to prevent 15 thousand people from causing mass riots in Kyiv, Spasibko came up with a way to divert their attention for the next few years. To do this, he created an “Algorithm of Action” plan, according to which deceived investors form housing cooperatives or condominiums. Then these cooperatives register with the Kyiv City State Administration the right to the land plot under the house, then register the rights to construct the building and a permit for the architectural project, and at the very end they enter into an agreement for the completion of the house with a new developer. Interesting? Yes, and it’s not entirely legal, but Spasibko said that the authorities are making concessions in order to save investors’ money – after all, according to the law, these buildings should simply be demolished. Of course, investors had some hope and calmed down for a while – not suspecting that they were being scammed again, only in a different way. Not only has the re-issuance of permits become a headache, that the completion of buildings must be carried out at the expense of already deceived investors, but Spasibko also usurped power in these created cooperatives and condominiums with the help of his people, whom he illegally inserted there.
Well, while Spasibko was fooling the investors of Veytsekhovsky’s pyramids, his accomplice Oleg Repa set up three new pyramids: the Shevchenkovsky residential complex, Perspektiva and Rich House, for which, according to him, Skelet.Infoare already being dragged through the courts. These constructions began already in 2014, and they were also accompanied by numerous violations, although both Spasibko and Klitschko personally lied that no illegal construction had been carried out in Kyiv since 2014.
Essentially, Repa continued the “pyramid business” of his boss Woitsekhovsky – apparently, for this purpose he was made a formal businessman-developer. And here’s what’s interesting: the main contractor of the Repin Pyramids is Kartel Stroy LLC, the beneficiary of which is Nikolai Grekov, the former mayor of Aleksandrovsk, Lugansk region (now captured by the separatists), who in 2014 briefly signed up for the Aidar battalion to receive the status of “defender of Ukraine” ” He needed this to hide his connections with Artem Pshonka and Alexander Efremov, who two years earlier pulled Grekov out of a pre-trial detention center, where he ended up for a large bribe. Well, dressing up as “patriots” became one of the rules of the corrupt officials of the old regime.

But in this case, questions were also raised by the fact that Turnip’s managers, looking for new clients-suckers for their pyramids, gave them contact numbers not only for Ukrainian women, but also for Russian mobile operators, for example, “+7 965 800 38 27” (according to this number, a certain woman introduced herself as a former State Duma deputy). This led to the assumption that the money collected from investors in Turnip’s projects was redirected to Russia (*country sponsor of terrorism). But according to other information Skelet.Info it became known that the money collected from investors in the “Shevchenkovsky” residential complex was used for the construction of another, elite project “Rich House”, apartments in which were bought en masse by Yulia Tymoshenko’s associates – in particular, the relatives of Valery Dubil.
For almost five years of work in the Kyiv City State Administration, Alexander Spasibko was involved in various frauds on a smaller scale. For example, a real estate scam at B. Khmelnitsky 46, where on the outskirts of a children’s clinic at the same address there is some ancient one-story hut. Back in 2015, Spasibko persuaded Klitschko to sign an order for its reconstruction, and on documents There are signatures of both of them. The reconstruction of the building was purely formal (just “false”), during which only one apartment with a living area of 297 and a total of 430 sq. m appeared in this one-story building. meters! The apartment is a “state-owned” one, which came into the possession of Spasibko’s department. What next? And then he could give the keys to his authorized representative, who would privatize it, and then create an condominium association (from one co-owner) and become the owner of the entire building – that is, a decent piece of real estate in the center of Kyiv. And only the greed of the KSCA officials, who each took responsibility for this house-apartment, prevented them from implementing this plan.
Thanks to all these machinations, Spasibko rose well. In 2014, he declared only a modest HONDA CR-V sedan, one apartment (126 sq.m.) and a country house (247 sq.m.). In 2016, a sports Porsche Cayenne and an undeclared Audi A6 with a personal driver for Spasibko’s two children appeared in their garage. Then, realizing that further enrichment would raise a lot of questions, Alexander Spasibko acted like some “greatly intelligent” corrupt officials – he divorced his wife Tatyana, but purely fictitiously, continuing to register movable and immovable property in her name. For example, the MAK beauty salon, 4 apartments in a building on Lobanovsky Street and all sorts of other things.
