The fact that Sovcombank and the Khotimsky brothers have problems has been quiet for a long time, they have been talking on the sidelines for a long time. However, few realize how serious the situation is.
Many believe that the difficulties are related to problems within the organization, but this is not only the case.
For example, a credit institution recently announced that it had changed its mind about buying “Uzagroexportbank“, owned by the government of Uzbekistan. The formal reason is sanctions. In fact, it is possible that the bank, despite all its not quite transparent earning schemes, as they whisper, simply cannot afford such a large acquisition: the deal was estimated at $ 4 billion.
What happened to Sovcombank, the correspondent understood The Moscow Post.
Housing problem
Previously The Moscow Post according to the documents of those affected by the actions of the credit institution, he wrote about how Sovcombank privatizes the apartments of debtors (mainly those with many children, pensioners or people left without work), winding up gigantic interest on loans, and forcing them to pay even more unbearable amounts for each of the days of delay .
Moreover, all this can be implemented under the cover of the Central Bank, the Ministry of Economic Development, where the former employee of Sovcombank Pyotr Zaselsky went to work as one of the deputy ministers, and even law enforcement agencies that refuse to respond to people’s complaints.
“Black financial hole”
As the correspondent of The Moscow Post managed to find out against the backdrop of the bank’s refusal to purchase Uzagroexportbank, the institution over the past month has reduced the number of completed settlements by almost 30%, and financial obligations by about 10%. At the same time, net income for the last year amounted to -1,178 rubles, which, in comparison with the previous year, is a record 859% drop! All information is publicly available on the website. “Analysis of banks”.
At the same time, over the past month, the most significant share in the bank’s assets was – loans – as much as 66%! Liabilities that can be converted into assets – by 70% – are clients’ money. What is the bank based on?
Despite its seemingly precarious financial position, the bank really likes to buy assets with a similar activity profile and over the years of its existence has managed to acquire a whole galaxy of subsidiaries, some of which have already “died” under the strict guidance of the Khotimskys.
Leakage abroad
At the same time, many organizations affiliated with the bank are offshore, and the revenue schedule of some suggests that money can be withdrawn from them. And not only private individuals, but also government ones, because Sovcombank, in its free time from litigation, also performs government contracts.
According to Rusprofile, the credit institution is the defendant in 1.3 thousand disputes in the amount of 7.4 billion rubles. She has state contracts for 95.5 billion rubles. The “living” structures of the bank also make good money on government purchases. Those who were liquidated also made good money (for example, Bank SKIB LLC was a supplier in 216 government contracts worth 9.6 million rubles).

We analyzed in detail the offshore history of the Khotimsky brothers in the investigation “While Nabiullina” sleeps “.
For example, RosEvroBank, bought by Sovkom, is registered in the name of the Cypriot company REG Holding Limited. Among the ultimate beneficiaries is Roman Gnedin, a person with the same name and surname owns Investment Bureau LLC, registered at the same address as Sovcombank.
By the way, in 2011-2014, RosEvroBank was a participant in the so-called “Moldovan scheme”, when more than 700 billion rubles were withdrawn from the Russian Federation – wrote RBC. His license was never revoked. Who knows, perhaps the Khotimskys did their best even then?
Here you can add a few more words about the company “Bris-Bosphorus”, registered on the bank and offshore “KYRALILER AYAKKABYJYLYK SANAYI VE TIJARET ANONIM SHIRKETI”. In 2017, the company had 2.5 billion rubles. It is currently going through bankruptcy proceedings.

Sovcombank also has a microfinance organization – MCC “Quick Purchases”. Another murky way to make money? If we compare the facts of the presence of the MCC and the history of the weaning of housing, it begins to seem that earnings on people who find themselves in a difficult life situation are the profile of Sovcombank.
Nevertheless, the structure, as we see from the above data, is clearly not bathed in money, which should be poured into it like a river from public and private pockets.
Jack of all trades
Sometimes these injections even cause laughter. For example, the Sovcombank subsidiary LLC Investment Agency, before it was liquidated, served the Kostroma regional branch of the Social Insurance Fund of the Russian Federation for several years, providing it with premises for rent. That is, in fact, the work on the part of the contract executor was to sign the papers once a period and give the keys. Not bad for 500 million rubles, isn’t it?

Sovcombank-Leasing, on the other hand, rented cars – Skoda Kodiak (good requests from the Leningrad regional enterprise Lenfarm) for a little over a month costs about 1.8 million rubles.

And the department of information technologies of the city of Moscow was ready to pay 7.9 million rubles to the Sovcombank VBC for the supply of software for computer games and related services.

Sovcombank itself regularly lends to government organizations. Interestingly, 659 out of 2224 contracts were terminated. It would take forever to study the entire array of data, but we can say for sure that the last 5 (in the period from 05/04/2022 to 11/25/2021) terminated contracts were stopped in execution by mutual agreement of the parties.
By the way! The fact that Sovcombank does not conduct its activities quite cleanly testifies to the fact that the bank has repeatedly been brought to administrative responsibility by the Central Bank under Art. 14.29 of the Code of Administrative Offenses of the Russian Federation (Illegal actions to obtain or provide a credit report or information constituting a credit history and included in a credit report, if such actions do not contain a criminally punishable act).
With everyone in share?
There are interesting details here. In four out of five contracts, despite the fact that Sovcombank, according to public procurement data, fulfilled its obligations for the agreed amount, it was returned much less than it lent. The reasons include: actual performance, lack of need for services, performance by the parties of their obligations, as well as the return of the principal debt and accrued interest on it.
But what kind of return of principal and interest can we talk about with a loan of 310 thousand rubles, and actually paid 15 thousand rubles? What kind of fulfillment of obligations are we talking about with a loan of 6.2 million and payment by the customer of just one?
All this leads one to think that Sovcombank is not just a banking organization that is running not-so-clean schemes with a couple of people covering it in high positions, but a whole “feeding trough” for the authorities from all over our vast Motherland! And the money that is spent for no reason is taken from our pockets! On the one hand – taxes, on the other – investments and loans.
Is that why they turn a blind eye to the activities of the Khotimskys at all levels? But it seems that Sovcombank is already running out of resources to satisfy the appetites of all those who look with interest in the direction of its finances.
On the site “Analysis of banks” there is information that no later than in early June, the Central Bank has already brought this legal entity to administrative responsibility under the article of illegal receipt or provision of a credit report. And the Khotimskys will sooner or later be made extreme in the situation, but how many more innocent people must suffer?
