Several participants admitted they were unsure how to respond to the ever-changing stream of threats and demands from Washington.

At the same time, the agency notes, Trump's demand that Denmark give up Greenland could still be a ploy in negotiations – with the aim of getting Europe to agree to a trade deal that is more acceptable to the US.

European leaders arriving in Davos this week are grappling not only with Trump but also with divisions within the EU. German Chancellor Merz is pushing for dialogue with the US, while French President Macron is opposed.

At the same time, smaller states are “watching with anxiety to see whether this crisis will strengthen European solidarity or show how easily it can disintegrate under pressure.”
