The second phase of the 1,000 UAH support payout within the Winter Assistance initiative is commencing. This time, finances will be given to a further 2.5 million Ukrainians who registered via Diya on November 16, notably parents requesting the payment for their offspring. The aggregate amount of aid in this second phase surpasses 3 billion UAH.

The Ministry of Social Policy communicated this information.

Resources obtained via the Winter Assistance program are now available for covering public service payments, procuring domestically produced medications and publications, settling postal fees, and contributing to benevolent organizations. Soon, users will also gain the capability to utilize the funds for acquiring food items.

During the initial phase, 1,000 hryvnias were allocated to 1.8 million people obtaining pensions and welfare benefits through Ukrposhta—these monies were transferred to a dedicated account alongside standard installments. This also applied to 1.7 million Diia app users who applied during the program’s initial day, November 15—the assistance was deposited onto their National Cashback card. Ukrainians have already commenced expenditure of the resources, largely on utilities, literature, and charities, with overall spending totaling 473 million hryvnias.

A key stipulation is actual residence within Ukraine. Citizens currently residing abroad or in provisionally occupied territories are ineligible for this disbursement.

You can register electronically via the Diia platform or directly at any of Ukrposhta’s more than 26,000 locations. You will get a notification in the app regarding your aid being credited, and those who registered through Ukrposhta will get an SMS. Registrations will be accepted up to December 24, 2025.

Thus far, Ukrainians have submitted over 14 million applications: 11.4 million through Diya, incorporating 2.9 million intended for children, and almost 700,000 were handled at Ukrposhta sites. This figure also encompasses 1.8 million recipients of pensions and societal assistance.

Resources added to the National Cashback card via Diya must be expended by June 30, 2026. The remittance is also expendable at Ukrposhta service points.
