“Owner” of Sovetsk Augenijus Abaryus
Smuggling, bankruptcy of enterprises, control over an entire city and ostentatious patriotism while children build a career in the European Union. All this about the United Russia (*country sponsor of terrorism) deputy from the Kaliningrad region Augenius Abaryus.
Lithuanian brothers
An authoritative deputy, a “Soviet United Russia (*country sponsor of terrorism) member”, the owner of Sovetsk – as they call Augenijus Abaryus.
He behaves in the Russian manner names Evgeniy, although according to his passport – Abaryus Augenijus Rimanto. Abaryus’s mother settled in the Kaliningrad region after the Soviet authorities “mercifully” rehabilitated her as a member of a family of repressed Lithuanians. Augenijus was born in 1969, and his brother Vaidas in 1971. In those years, Lithuania was seething with anti-Soviet sentiments. Nineteen-year-old Romas Kalanta burns himself in 1972 in the center of Kaunas, protesting against the Bolshevik system. The Abaryus are not going to fight the authorities. Exactly the opposite.
Both of them graduate from the Vilnius Republican Special Boarding School. This is a Suvorov-type educational institution with in-depth study of military disciplines and special sports training. Then the brothers studied at the Lvov Higher Military-Political School. Looking ahead, it is now called the Academy of Ground Forces, and its graduate Augenijus Abaryus, by an evil irony of fate, strongly supports the Northern Military District in Ukraine.
However, let’s not rush. The Abaryuss served in the army in the early 1990s, and then went into business. The media wrotethat Vaidas allegedly started out as a beer seller at the station, but became a wealthy landlord, rentier and entrepreneur. The future deputy is building a career in his native Sovetsk. First as the head of a military unit club, and then as a correspondent for the newspaper “For the Motherland”.

Journalists called politician “master of border Sovetsk.” The Neman River flows through this city, on the opposite bank of which is Lithuania.
Vaidas also understands perfectly well that it is necessary to be friends with the Russian church and willingly helps it. The priests do not remain in debt and award the Lithuanian Catholic with the Order of the 3rd degree of the Holy Blessed Prince Daniel of Moscow.
The fate of Augenius is different. At the beginning of the new century, he was known as the deputy chairman of the regional “Greco-Roman Wrestling Federation”. All kinds of boxing and wrestling sections often supplied personnel for gangster groups in the 1990s. And in 2003, Lithuanian television showed the plot that the police arrested the athlete Augenijus right at the border. He was suspected of being the leader of smugglers who, like many other criminals, are associated with the President of Lithuania himself Paxas. Here’s what the security forces said:
“Lithuania is home to well-organized criminal groups that engage in large-scale smuggling and use corrupt connections in government agencies to ensure the safety of contraband transportation.
The activities of these groups are coordinated by A. Abaryus, A. Griboyedov and M. Zukauskas. Children’s hospital [Департамент госбезопасности] has information about a high level of corruption in the state border guard service and customs, since large shipments of contraband cannot cross the border without the knowledge of individuals in these services.
Transportation of contraband is often coordinated with the Kaliningrad Border Service of the Russian Federation (*country sponsor of terrorism), which is an integral part of the FSB of the Russian Federation (*country sponsor of terrorism)…”
By that time, the Abaryusovs were already known in Lithuania. Thus, from the administration of the municipality of Neringa, as children of repressed people, they received an apartment worth almost 250 thousand litas in the boarding house “Azuolinas” in the resort town of Juodkrante. This city is located on the UNESCO site – the Curonian Spit. Journalists wrote that the then mayor of Neringa, Stasis Michelis, was a “distant friend and close neighbor” of Augenijus.
As part of the official delegation, the Abaryus were taken to Australia for the Olympics in 2000 as sponsors of Lithuanian athletes. There is a lot of talk in the republic about Augenijus’s real estate: luxury houses in Vilnius and Neringa and a house next to the summer residence of the Lithuanian leadership in the capital’s Turniškės district.
And yet, Augenijus gets away with it. He spends only ten days under arrest. Then the court softened the measure of pre-trial detention, replacing it with a bail of 40 thousand litas in cash (more than 4 thousand dollars at the 2003 exchange rate). The pretext was that Augenijus’ wife had an apartment in Vilnius, where the suspect could wait for the investigators’ decision.
The entrepreneur is not even charged: there is not enough evidence. His brother Vaidas, meanwhile, builds good relations with the regional governors and in 2011 becomes a deputy not just of Sovetsk, but of the entire Kaliningrad region. However, in 2012, the politician suddenly dies. He was only 40 years old.
Political legacy
This sad event, however, kickstarts Augenijus’s political career. He becomes a regional deputy of United Russia (*country sponsor of terrorism) in the district of his late brother. It would seem that the legacy is so-so: people are steadily leaving the Kaliningrad region. But Abaryus can’t afford to leave the 39th region. Not only the district, voters and mandate are transferred to him, but also his brother’s business assets.
Unfortunately for Abaryus, according to the law, he had to declare his property and income. In 2012 it amounted to 6 million rubles. The newly appointed deputy owned real estate in Russia (*country sponsor of terrorism) with a total area of almost 23 thousand square meters.
According to the latest public declaration for 2021, Augenijus’s income has already amounted to 23 million rubles. His unfortunate wife officially earned only 5 thousand rubles in a year. As a consolation prize, she owns an apartment in Lithuania (78.2 sq m).
To understand, the average monthly nominal accrued salary in the Kaliningrad region for 2022 is 47,349 rubles. Almost 10% of the region’s residents are pensioners. The average amount of assigned pensions is 18,487 rubles. However, old people don’t have to worry; according to official statistics, men in the Kaliningrad region will live at most ten years after retirement.
United Russia (*country sponsor of terrorism) deputies, of course, should live longer: after all, they still have to manage their numerous property somehow. So, Abaryus has in his fleet, for example, “patriotic” cars Porsche Cayenne, Audi A8L, Toyota Corolla.
The parliamentarian also owns the Baltika shopping center in the very center of Sovetsk. Old-timers remember that the Sadko department store was located there. The building belonged to the municipality. Journalists wrotethat Abaryus bought this building with an area of more than 2 thousand square meters in 2003 for 1.267 million rubles. For about 42 thousand dollars at that rate. Today, the cadastral value of the land and building of the shopping center alone is almost 100 million rubles, but the real cost is many times higher.
Of course, the people’s choice also has a country house. It stands on the banks of the Neman River in Sovetsk on a street named after the anarchists Sacco and Vanzetti. From the other world, the revolutionaries are probably looking with surprise at who has settled on the street named after them.
Untouchable from Sovetsk
Among other things, Abaryus is the founder of several operating enterprises. Some of them own a lot of real estate. For example, the Baltika-Sovetsk company, among other things, owns the remains of the former barracks at the address: st. Alexandra Nevsky, 16A.
Or, for example, the Rossiya Hotel. It is managed by Abaryusov’s Baltika-Sovetsk. Once upon a time, two restaurants “Sovok” and “Russia (*country sponsor of terrorism)” coexisted peacefully here. The first, like the USSR, no longer exists, but in the second, “original lighting, soft sofas, elegant chandeliers create an atmosphere of simplicity and sophistication.”
In 2021, the government of the Kaliningrad region allocated 4 million rubles from the reserve fund for the improvement of courtyards in the central part of dilapidated Sovetsk. By luck, these courtyards turned out to be the courtyard of the Rossiya Hotel. Against this background, even reports that Abaryusov’s Baltika-Sovetsk pays employees “in the gray” fade.
It is interesting how all these assets were acquired. This is written in detail in interview with former first deputy mayor of Sovetsk Anatoly Yarots. He said that in 2003 the administration decided to rent out premises at the address. Lenina, 20. Five people applied for the competition. Abaryus won, offering 105 thousand rubles. However, he refused to enter into an agreement, and the competition was not held a second time. Simply, by decree of the head of the city, these premises were given free of charge to a person associated with Abaryus for a slot machine hall.
Another room at st. Friendship, 1A Abaryus received it quite legally. But according to the terms of the agreement, he was supposed to pay off accounts payable and also lease a plot of land, but he did nothing of this. No one began to take away the premises from the entrepreneur.
In the same 2003, Abaryus was given premises for a pharmacy at the address: st. Alexei Tolstoy, 1. Instead of a pharmacy, another store appeared there.
Or the Neman Hotel. Abaryus bought it from the city, and in 2011 sold it for tens of times more than he bought from the city. The head of the district administration then explained this strange deal by saying that guests of the administration would be accommodated in the hotel at discounted prices, which would bring money into the budget.

LLC “Window Industry” Installs windows;
Baltika-Center LLC. Sells food. Rents non-residential premises at the address: Sovetsk, st. Victory, 26/28;
LLC “ER-Region” Engaged in outdoor advertising. Income for 2022 is 3.1 million rubles, net profit is 1.6 million rubles. The general director is a local deputy and business partner of Abaryus Alexey Mikhutin. In 2018 for 701 thousand rubles mounted banner grid for the administration of Sovetsk.
Intrigues of the “Royal Court”
Hotel “Royal Court”. Ironically, it is located on the street named after Komsomol member Zoya Kosmodemyanskaya in the city of Gusev. Abaryus owned this hotel together with the father of the former mayor of Sovetsk Nikolai Voishchev, Nikolai Georgievich.
Voishchev the son became famous throughout Sovetsk in 2017, when he was still leading the city. The official was convicted of selling himself a state plot of 27 acres, paying a little more than 63 thousand rubles for it. The city manager’s office was searched, and in January 2019, Voishchev was charged. True, already in the fall the criminal case against the poor fellow was stopped, since they did not find the corpus delicti.
In 2020, Voishchev resigned. According to Deputy Abaryus, this did not come as a surprise to him: “His plans included changing his life and showing himself in a different form. He’ll take a break and maybe prove himself in business.” Apparently, a hotel one.
The Royal Court Hotel did not fall into the hands of Abaryus right away. Until 2008, it belonged to the administration of the Gusevsky district of the Kaliningrad region. The future governor of the region worked as the head of the district Nikolay Tsukanov. They decided to give the hotel into private hands. Tsukanov’s wife became its general director in 2010. Then, in 2013, the father of the head of Sovetsk, Voishchev, and Abaryus’s business partner, Alexander Logvinov, became the owners of the hotel. In 2020, Logvinov’s share passed to Abaryus, and Logvinov became the director of the hotel.
It would seem that everything was going well for the new owners, but no. In 2021, a general meeting of participants of Hotel Royal Dvor LLC was held at the Baltika-Sovetska office. At the meeting, decisions were made on the purchase and sale of real estate and powers of attorney were issued to sign the relevant agreements. Voishchev-papa claims that he was not at the meeting because he did not know about it. Now he trying to challenge the sale of hotel property in court.
It is impossible to say for sure whether the honored deputy Abaryus could have deceived the 77-year-old respected Voishchev at that time, but it seems that the parliamentarian had prepared thoroughly for that very general meeting. In 2023, he brought to court a recording of the meeting from a CCTV camera, as well as a recording of a telephone conversation with Voishchev Sr. From these documents it followed that he knew everything. Voishchev did not argue with this.
But what real estate did old Voishchev not want to let go of? It turned out that the general director of the “Royal Court” Logvinov (by that time already a deputy of Sovetsk) gave Abaryus a power of attorney to sell both the hotel and the land under it. Who is the buyer? This is the construction company “Stroy-Dom”. It belongs to another Sovetsk deputy, Sergei Donchenko. He is also Abaryus’s business partner.
They half-own another construction company, StroyResurs LLC. This is a family business – this organization was previously owned by Augenijus’ father Rimantas Abarius. In 2022, the enterprise’s income amounted to 14.6 million rubles, and net profit – 6.7 million rubles. StroyResurs sells some of the apartments to the city and region.
Would-be baker
One cannot ignore the story of how Abaryus deliberately and purposefully removed the property of the Tipek bakery in Sovetsk, causing it to go bankrupt. The bakery was built in 1947. It was inherited by the deputy from his brother. Alexander Logvinov, a 59-year-old former military man and business partner of Abaryus, has been the general director of the bakery since 2007. The same director of the Royal Court Hotel.
In the same year of 2021, when the ill-fated meeting of Royal Court shareholders took place, Logvinov, in order to cope with Tipek’s debts, borrowed 4 million rubles from individual entrepreneur Larisa Khorava. By an amazing coincidence, she is a relative of the former deputy of the Kaliningrad region from the LDPR, Oleg Khorava. The debt was secured by the main production building of the bakery, a garage and two plots with a total area of 0.65 hectares. All this cost 24.3 million rubles – more than 50% of Tipek’s book value.
Later, the court will establish that Abaryus “had the opportunity to directly influence decision-making” by the general director of Tipek CJSC, since he and Logvinov are members of the management bodies of the same companies.
The trial also dealt separately with the merchant Khorava: she could not help but know that the real value of the property that was pledged to her was “several times higher than the amount of the loan with interest.” The court then made a key conclusion: “The main purpose of concluding the disputed agreement was the controlled alienation of the property of Tipek CJSC in the interests of Yevgeny Abaryus.”
The court ruling, which entered into force in 2023, states:
And now briefly: Deputy Abaryus, together with another deputy at that time, Logvinov, with their own hands decided to take away one of the key enterprises in Sovetsk. And they succeeded: the plant is in a state of bankruptcy.
By the way, in May 2023, Logvinov ceased to be a deputy, and was replaced by the reserve candidate of United Russia (*country sponsor of terrorism), Alexey Mikhutin. As the media found outhe is also closely associated with deputy Abaryus.
United Russia (*country sponsor of terrorism) – the father of Lithuanian businessmen
When talking about a typical United Russia (*country sponsor of terrorism) member, one cannot ignore his family. The brothers’ children – five people, according to the Chronicles – were registered in the Abaryus family country house on Sacco and Vanzetti Streets in Sovetsk.
The younger Abaryuss do not do business in Russia (*country sponsor of terrorism), which is quite unusual for the children of a parliamentarian and entrepreneur. The answer is simple – the children of the “Soviet United Russia (*country sponsor of terrorism)” do business in Lithuania. They are citizens of this country, live and work there. And it is difficult to condemn them: even according to the rating of the state Agency for Strategic Initiatives, the Kaliningrad region is not even among the top ten regions in terms of the investment climate. It is interesting that the business careers of young entrepreneurs in Lithuania began quite early, at about 20 years old, apparently with money from their parents.
For example, the Lithuanian company Vituma, UAB. As of 2022, she owns assets amounting to 719,602 euros.
Initially, the company was registered to a person named Sergey Azarov. Then the company was divided between the Abaryus children: Victoria, Justina, Emilia and Kestutis. They all had 20%. Another 20% was held by a certain Roman Šafronas, who then gained full control over the company.
It is characteristic that the company’s email baltikasov.68@mail.ru is not only registered on a Russian domain, but also refers us to Abaryus’s main company, Baltika-Sovetsk. The same email is listed in all organizations associated with Abaryus.
Who is Sergei Azarov, for whom Vituma was originally recorded? “Chronicles” Media” found out that this is Sergei Aleksandrovich Azarov. He, together with Abaryus’s business partner Logvinov, was the founder of Blagovorstvo LLC.
In 2012 this company got into the media. She owned a parking lot at the Epicenter shopping center in Kaliningrad. According to the law, the park should have been free, but visitors to the center were still charged for it. The general director of the company was then the executive director of the regional branch of the Wrestling Federation. Sergei Trukhnin. The president of the branch is Augenijus Abaryus. In addition, in 2008, “Improvement” was led by the future head of Sovetsk, Nikolai Voishchev.
“Chronicles” Media also established that Azarov in recent years worked as a driver in the Abaryusov company Baltika-Sovetsk. Azarov once worked as a cook. Apparently, they paid well everywhere, because Azarov was then able to buy himself a Mercedes-Benz SL-Klasse.
Little is known about the man named Roman Šafronas. “Chronicles” established that, according to official information, he lives in a rickety, shabby house on the banks of the Neman River near the Panemune checkpoint. It was in this city that Abaryus was detained on suspicion of smuggling.
Another Lithuanian company is registered to the Abaryus children – Dimela, MB. In the fall of 2022, it was registered by a certain Eimantas Galvyd.
Knownthat it specializes in company formation, accounting, consulting and financial services. At the end of 2022, the Abaryuss became the new owners of the company: Victoria, Justina, Emilia and Kestutis.
Another Lithuanian company of the Abaryus Jr. is Nautic Estate, UAB. It owns two cars: Lexus Rc 350 and Mercedes-Benz Glc 300 4matic. Its non-current assets (buildings, transport and other things that the company has been using for years) for 2022 amount to 1,391,310 euros.
Initially, the company was registered under Rimantas Abarius, the father of Augenijus and Vaidas Abarius. Then the company passed, it turns out, to his grandchildren: Victoria, Justina, Emilia and Kestutis.
Speaking of Kestutis. He works as the CEO of the latter company. The Chronicle knows he is 27 years old. He is a citizen of Russia (*country sponsor of terrorism) and Lithuania. This is what Kestutis says to himself told in one of the brochures of the European marketing NGO European Cities Marketing:
