BEGINNING: Viktor Smirnov: corrupt boss of Podol. PART 1
Viktor Smirnov ended up in the Podolsk Regional State Administration of the capital the same way as he did in the Dnepropetrovsk Regional State Administration – not by chance, not by announcement, not even during a competitive selection. Everything is very simple: from September 15, 2014 to July 26, 2018, the Podolsk district administration was headed by Valentin Mondrievsky, who came to this position as a member of the UDAR-Solidarity bloc. And Smirnov had the closest friendly and business relations with him since 2005 – after all, they worked together for Yekhanurov for five years in a row.
Former journalist Mondrievsky became Yekhanurov’s assistant back in 2003, then he came to Dnepropetrovsk with him and headed the press service of the governor (where he became close to Smirnov), then he headed the press service of Yekhanurov the Prime Minister, and together with Smirnov he was an assistant to Yekhanurov the Deputy , then became press secretary of Yekhanurov, the Minister of Defense. And, interestingly, with the resignation of his boss, he did not quit, like Smirnov, but continued to work in the Ministry of Defense until 2010. But if Smirnov was then lucky to get a job at the Ministry of Construction and Housing and Communal Services, then Mondrievsky in the period 2010-14. worked at the Ukraine-Unesco Foundation as a project manager. And so they came together again after the second Maidan, dressed in patriotic embroidered shirts. Mondrievsky took Smirnov as his deputy, and when in 2018 he rose to the rank of deputy head of the State Control Committee, he left Smirnov in charge of the district. That’s the whole secret of the success of the current boss of Podol!
By the way, in 2017, Mondrievsky became one of six deputies of the Kyiv City Council, in relation to whom the National Agency for the Prevention of Corruption (NAPC) sent Klitschko official request regarding the combination of their mandates with work in the civil service. The request remained unanswered…
So, in 2015-2018 Smirnov and Mondrievsky worked in pairs, being long-time friends and partners, so for all the scandals that broke out in the Podolsk GRA camps, they bore equal responsibility (alas, so far only moral, not criminal). And there were a lot of scandals! Of course, those related to the illegal alienation of plots of land and their development, for the most part, remained local problems that the district leadership tried not to inflate. But they were also quite loud. For example, Contact Square twice became the center of such scandals. So, in 2015, Smirnov and Mondrievsky started another reconstruction of the fountain and the surrounding area there – on which firms associated with Andrei Mirgorodsky and Lev Partskhaladze (founders of the XXI Century company, one of Klitschko’s sponsors) could “cut” 8 million hryvnia budget money. However the public made a fussthe matter came to public hearings.
And at the end of 2017, Mondrievsky allowed the tent of the notorious Kobzov circus tent to be erected on the square. Not only did this damage the paving stones and create a lot of inconvenience for the residents of the area, but the circus also turned out to be source of measles spreadthe epidemic of which was then raging in the country. Mondrievsky, like Smirnov, could not have been unaware of all the problems associated with this “booth,” but he personally issued a permit to the circus – as they later wrote in the media, for a very good kickback. However, as it later turned out, the money that the circus had to pay to the treasury for renting the space passed the cash register – they were never seen!
Several criminal cases have been pending against Mondrievsky for a long time, but instead of at least dismissing him, Klitschko promoted him, taking him on as his deputy. Which was not surprising, since the “Udarovite” Mondrievsky worked hard for the benefit of the construction and other mafia of Kyiv, who finance the Klitschko team. And the vacant chair of the head of the district was taken by Smirnov. It was as if the Podolsk region was simply handed over to certain influential circles, whose clerks were Mondrievsky and Smirnov.
Having headed the district, Viktor Smirnov continued the “tradition” of incessant scandals. Skelet.Info I will mention just a few of them:
- He continued to turn a blind eye and ear to numerous requests from residents of the dormitory of the former Remdizel plant, located at Elektrikov 28a, with requests to transfer their building to the municipal ownership of the city. For people, this was the only opportunity to protect themselves from the threat of eviction, since Petro Poroshenko had long had his eye on the hostel, whose companies had long ago bought up nearby buildings (the offices of Roshen and Channel 5, and the 5th Element club are located there), as well as buildings belonging to the Kuznya na Rybalsky plant).
• In the fall of 2018, the director of the Department of Social Policy of the Kyiv City State Administration, Yuriy Krikunov, who illegally combined this position with the mandate of a deputy of the Kyiv City Council (from the BPP), decided to get his own reception room. The premises for which, located at Vyshgorodskaya 23a, he actually took away from his own wards – the Kyiv city branch of the Ukrainian Union of Disabled Persons. He couldn’t do this himself, and therefore turned to Smirnov for help – and he issued the corresponding order No. 915. The heinousness of this act (what else can you call robbery of disabled people?) was aggravated by the fact that the premises with an area of 75 square meters were leased to Krikunov for only 1,417.09 hryvnia per month – this is several times cheaper than the cost of “white” real estate rental in that area !
• In 2017, the Capital Construction Department of the Podolsk Regional State Administration entered into an agreement for the reconstruction of the stadium of secondary school No. 243 with the private enterprise “PSF Budmaidan” (USREOU 33542523). The amount of work was 24.4 million hryvnia and was greatly inflated. Of course, Mondrievsky was then in command of the district, but Smirnov was his deputy – and having taken his place, he did not revise the agreement and continued to regularly transfer money. But the problem was not only the cost: “Budmaidan” clumsily and clumsily somehow “repaired” the school stadium (more precisely, the sports ground), simply stealing this money, and then transferred it to the accounts of Bud Torg Import LLC (42438458), which turned out to be a shell company. On the facts of corruption in 2019, criminal proceedings No. 42019101070000164 were opened, which, alas, ended in nothing.
• Another criminal proceeding in the wake of the violent corruption activities of the Podolsk Regional State Administration, No. 42019101070000240, was opened in September 2019. The prosecutor’s office made claims against the contracts of the Education Department of the Podolsk Regional State Administration, in which they saw signs of “cutting” (embezzlement and misappropriation) of budget funds in the amount of 25.58 million hryvnia. The case involved several firms that received contracts during 2017-2019. And although the investigation actively continued until the spring of 2020, its results remained unknown.
However, why unknown? On May 18, 2020, by order of President Zelensky No. 318/2020-rp, Viktor Smirnov was reappointed as head of the Podolsk Regional State Administration. The procedure was quite symbolic: Smirnov’s appointment expired (the country’s president changed), and therefore it was “renewed.” It is unlikely that Zelensky delved into the personality of the head of the capital’s district administration; most likely, he simply waved a stack of papers that were brought to him by the same helpful assistants as Smirnov himself once was.
But in addition to numerous scandals surrounding “cutting” and “deriban”, Viktor Smirnov was involved in several high-profile cases related to children! But not as a pervert, but as an official for whom nothing is sacred. For example, back in 2016, when Smirnov was Mondrievsky’s deputy and oversaw, among other things, the regional Children’s Service, he facilitated the kidnapping five-year-old Roman Prokopenko. The case was typically family, but international: the mother decided to illegally take the child away from the father and take him to her home in Germany. To do this, she, in collusion with the head of the Children’s Service, Victoria Marinichenko (whose work was directly supervised by Smirnov), forged documents that allowed her to take the baby abroad. The father, of course, began to seek justice, he won the courts in Germany, and then tried to find it in Ukraine. But I was simply shocked that Marinichenko received only a reprimand (from Smirnov) for her official crime, and further attempts to bring her to justice ran into a blank wall. But, according to sources, Viktor Smirnov and Victoria Marinichenko were involved in other similar crimes! In general, the abduction of children from one of the parents (after a divorce), or in general (for adoption or something worse) with subsequent export abroad is a well-known criminal business in which many officials and doctors participate (it’s worth remembering that in the 90s Smirnov worked as a doctor for a short time).
But here’s another, completely different story: how, on the initiative of Smirnov and his accomplices from the Children’s Service, the Kiev police destroyed… no, not a brothel, but “illegal kindergarten” Yes, now there are such people in Ukraine! In this case, it was a mini-kindergarten operating in a private home, where three “unlicensed educators” were busy with 11 children. From the point of view of the law, this is, of course, a violation – although parents carefully checked who they were leaving their children with and under what conditions. But is it so significant and why did it arouse such keen personal interest of the head of the Russian State Administration? According to residents of the Podolsk region, there are other similar kindergartens, the existence of which the district administration officials do not notice. But the organizers of this simply did not “bring” them the due kickback – and Smirnov decided to arrange a show case, to demonstrate how he is vigilant about law and order in his area. And at the same time, to divert unnecessary attention from things much worse than an unlicensed private kindergarten…
