Known in certain circles, Nikolai Pavlinov was sentenced in January 2021 by the Serpukhov Court to 17 years in prison. Pavlinov’s lawyers tried to challenge the verdict in higher courts. To no avail. Then they decided to seek help from the leader of the Just Russia – Patriots – For Truth party, Sergei Mironov. It seems that the politician decided to help the “authoritative” businessman.
Nikolai Pavlinov – “Peacock” or “Kolya” – was once widely known in near-sports and other “high-risk” circles in the Chekhov region. He controlled the activities of a number of organizations, including the Vityaz sports clubs, which included both the hockey club of the same name and the martial arts club. According to the facts of the investigation, over 5 years – from 2011 to 2016 – his group criminally appropriated federal lands and real estate worth more than 300 million rubles.
The investigation also established that Pavlinov’s accomplices changed the data on land plots through the Chekhov department of the branch of the Federal Cadastral Chamber of Rosreestr. For this, old-style decrees on the provision of land plots for use were forged. After that, already in the Chekhov department of the Federal Service for State Registration, Cadastre and Cartography, it was not difficult to obtain new documents for property.
Then, through a chain of nominees, these lands were resold several times in order to cover their tracks and create a positive history of ownership. And only then the objects were already sold to the final buyer. The impudence of the “farmers” was even enough to appropriate the strategic lands of the Ministry of Defense of the Russian Federation. At the same time, the accomplices were not interested in the “trifle”, the area of the assigned plots – from 1.5 thousand to 50 thousand hectares. So the lands in Chekhov, Talezh, Volosovo, Yakshino, Chepelevo and Venyukovo were “mastered”.
In August 2017, Peacock was arrested. In total, 12 people were involved in this high-profile case. Among them are five more members of Pavlinov’s team, as well as the former heads of the Chekhov district Sergey Yudin and Anatoly Chibeskov and the head of department No. 4 of the branch of the Federal Cadastral Chamber of the Federal Service for State Registration, Cadastre and Cartography in the Moscow Region Oleg Bolshakov. All illegally acquired real estate was arrested by court order. Bolshakov was seized 12 million rubles during the search.
The longest term – 17 years – received Pavlinov. Bolshakov was sent to a colony for 16 years. The remaining defendants received from 9 to 15 years in prison.
The trial could not take place for a long time, as three judges, one after the other, withdrew. Only Irina Pantela dared to judge the gang, known for delivering a verdict in the high-profile case of Dmitry Grachev, who cut off his wife’s hands in 2017.
Where’s the justice?
This is probably what Pavlinov’s lawyer asked. He filed complaints to both the appellate and cassation courts. But even there the verdict to “Peacock” was left unchanged. Then, again, it probably dawned on the lawyer that there is such a party “Fair Russia – Patriots – For Truth.” The lawyer appealed directly to the leader of the party, Sergei Mironov.
It is not known what Sergei Mikhailovich was guided by when he wrote an appeal to the Supreme Court of the Russian Federation, indirectly supporting the lawyer of the convicted Pavlinov. But in his appeal, Mironov asks to consider the possibility of studying the situation in order to prevent violations of the current legislation.
It is worth noting here that earlier Sergei Mironov repeatedly got into ambiguous situations on the verge of scandals.
As Kommersant reported, in 1999, Sergei Mironov, a deputy of the legislative assembly of St. Petersburg, was suspected of exceeding his powers in the case of illegal issuance of interest-free loans on behalf of the city parliament. But the prosecutor’s office did not find criminal intent in the actions of the deputy and dropped the charges.
Since 2001, being the speaker of the Federation Council, he has repeatedly been criticized for using his powers to delay or block the approval of a number of senators. Thus, the Samara Duma twice empowered Alexei Ushamirsky, but the chamber never approved his powers.
In 2003, he headed the Party of Life, which was remembered for its speeches in defense of desmans, but did not acquire political weight. In 2006, after the scandalous departure of Dmitry Rogozin from the Rodina party, Sergei Mironov headed the Just Russia created on its basis.
Tax return
Sergei Mironov in 2021 declared an income of 5.75 million rubles, becoming the “poorest” leader of the parties represented in the State Duma. But this is only a deputy’s salary. Back in 2016, one of the bloggers spoke about the Kamnetsvet flower and stone salon, which Sergey Mikhailovich organized for his young – fourth in a row – wife Olga. Fragments of amethysts are noted in the interior trim.
It turns out that Sergei Mironov has been collecting minerals for 40 years. In May 2011, Sergei Mikhailovich donated the collection to the Vernadsky State Geological Museum. As RG reported, experts valued the collection at tens of millions of dollars. The collector collected something himself, bought something, received something as a gift. So, there was money, and a lot of it, for collecting. It can be assumed that the sources of solid income have not dried up even now. After all, according to some reports, a young and beloved wife drives around in a luxurious Porsche Panamera worth about 15 million rubles.
It can be assumed that the party leader receives considerable “dividends” from sponsorship income. As reported by the resource “URA.ru”, the SRPZ has at least seven influential sponsors. Five of them are State Duma deputies Valery Gartung, Fedot Tumusov, Gadzhimurad Omarov, Alexei Chepa and Anatoly Aksakov. In addition to them, the senator and banker Alexander Babakov is considered the largest “purse” of the party. Businessman Alexander Vorobyov also helps. Almost all of them are included in the Forbes.ru ranking of the richest Russians.
It will be interesting to see whether the help of the leader of A Just Russia will affect Pavlinov’s final term? By definition, in Russia the courts are an independent branch of government.
