It seems that the topic of the construction of a pulp and paper mill in the Krasnoyarsk Territory, initiated by the timber holding Segezha Group in the already distant 2019, has been postponed until better times. At the moment, the forest corporation is extremely passionate about another activity – the promotion of multi-storey wooden construction.
Huts from “Segezha”: let’s put Minister Chitorkin there?
At the beginning of March, within the framework of the Krasnoyarsk Economic Forum, Nikolai Ivanov, Vice President for the implementation of state programs, sustainable development and forest policy of Segezha Group, made a speech.
A major manager of a timber holding said that due to a fundamental change in external economic conditions, it is necessary to reconfigure the entire industry system, namely: rebuild export logistics to the EAEU and other friendly countries, change standards and regulations, and resolve certification issues.
“No one knows how many more sanctions packages there will be. When some kind of stabilization comes, then we will return to it. I would take a comprehensive approach to business support issues. What was considered in December-January mainly concerned the support of the North-West, which really suffered the most from the point of view of logistics. What now? The North-West “went”, including through St. Petersburg, and Siberia “stood up”. The picture is objective. All industries are asking for priority for their cargoes on the Trans-Siberian and Baikal-Amur Mainline, and this is hard to implement, – the vice-president of Segezha Group began his speech not particularly inspiring.
Also in his speech, Mr. Ivanov paid special attention to the topic of wooden housing construction. According to him, this is an industry that can ensure the sufficiency of the timber industry in the face of a sharp reduction in export markets.
– This is also one of the topics that has a certain synergy with the construction industry and does not require large capital expenditures, as in the pulp and paper industry (pulp and paper industry), – said Ivanov.
By the way, this was the only mention of the previously so swayed and advertised “pulp theme” from the mouth of a representative of the timber holding. In the future, having saddled the horse of wooden housing construction, Mr. Ivanov no longer got off of it.
According to Ivanov, Segezha Group has interesting developments in the field of wooden housing construction from CLT, but until such production facilities are established throughout Russia, primarily in Siberia, the company will not be competitive due to the high cost of logistics. Especially if you need to fit into some state programs, where the price per square meter is set.
According to Mr. Ivanov’s calculations, in order to take our house kit from Sokol to Siberia or the Far East, on average, we get additional costs of about 7-10 thousand rubles per square.
The Segezha Group Vice President confirmed the holding’s readiness in principle to explore the prospect of building new CLT plants as an addition to the existing facilities in Sokol, Vologda Oblast. In particular, we are talking about the possible construction of a similar plant in Lesosibirsk, Krasnoyarsk Territory.
However, given the streamlined formulations (fundamental readiness), subjunctive moods (possible construction) and complete silence about the pace of construction of the pulp and paper mill in the same Lesosibirsk, there are big doubts that the CLT plant is a really upcoming project, and not blowing dust in the head of the “vanity fair” that the Krasnoyarsk Economic Forum has become in recent years.
